Staff Recommendation: Approve the September 4, 2019 City Council Regular Meeting Minutes.
C Planning Commission Minutes ‐ August 26, 2019
Staff Recommendation: Accept and place on file the minutes from the August 26, 2019, Planning Commission
meeting.
D Authorize Feasibility Report for 80th Street Reconstruction – Jamaica Avenue to Keats Avenue
Staff Recommendation: Adopt Resolution 2019‐105 authorizing the preparation of a feasibility report for the 80th
Street Reconstruction Project ‐ Jamaica Avenue to Keats Avenue.
E Ice Arena Mural Donation
Staff Recommendation: Authorize donation agreement with the Cottage Grove Athletic Association for the
donation of a mural on the north wall of the north rink of the Cottage Grove Ice Arena.
F Hadley Avenue Street and Utility Improvement Project ‐ Final Payment
Staff Recommendation: Adopt Resolution 2019‐107 approving the final payment for the Hadley Avenue Street and
Utility Improvement Project in the amount of $45,486.12 to SR Weidema, Inc.
G 6520 Keats Avenue Water Service – Deferred Assessment Waiver Agreement
Staff Recommendation: Approve the Deferred Assessment Waiver Agreement for the 6520 Keats Avenue Water
Service between the City of Cottage Grove and Jerome and Lisa Knutson.
H Open Forum Response ‐ Request for Highway 61 Sound Wall by Legends of Cottage Grove
Staff Recommendation: Receive response.
I Ravine Parkway Deferred Assessment Waiver Agreement with Robert and James McHattie
Staff Recommendation: Approve the deferred assessment waiver agreement with Robert and James McHattie for
the Ravine Parkway Project.
J 2019 Tall Weeds Assessments
Staff Recommendation: 1. Adopt Resolution 2019‐110 declaring costs for tall weeds abatement. 2. Adopt
Resolution 2019‐111 to call a public hearing for October 16, 2019 for proposed tall weeds assessments.
K 2019 Hazardous Properties Assessments
Staff Recommendation: 1. Adopt Resolution 2019‐108 declaring costs for hazardous property abatement. 2. Adopt
Resolution 2019‐109 to call a public hearing for October 16, 2019 for proposed hazardous property assessments.
L Rental License Issuance
Staff Recommendation: Approve the issuance of rental licenses to the properties at 6672 98th Street Circle South,
8120 East Point Douglas Road South, and 8130 East Point Douglas Road South.
M Accacia Lodge Raffle Permit
Staff Recommendation: Authorize issuance of a single occasion gambling permit to Accacia Lodge to conduct a
raffle at 11094 70th Street South on May 3, 2020.

A Approve payments for the period of 9/13/2019 ‐ 9/26/2019 in the amount of $3,434,816.61

A Summers Landing 2nd Addition – Vacation and Discontinuance of Permanent Drainage & Utility
Easements
Staff Recommendation: 1. Hold the public hearing vacating and discontinuing the Drainage & Utility Easements as
dedicated within Lots 1 to 3, Block 5, Summers Landing 2nd Addition. 2. Adopt Resolution 2019‐106 vacating and
discontinuing the Drainage & Utility Easements within Lots 1 to 3, Block 5, Summers Landing 2nd Addition, and
authorize the City Clerk to prepare a notice to be presented to the Washington County Auditor regarding the
completion of the proceedings herein.

A Pizza Ranch
Staff Recommendation: 1. Adopt Resolution 2019‐112 approving the site plan, conditional use permit, and variance
applications for the proposed Pizza Ranch project. 2. Approve the easement termination agreement between the
City of Cottage Grove Economic Development Authority and MC I Investors, LLC.
B High Pointe Multi‐Family Residential Concept Plan
Staff Recommendation: Adopt Resolution 2019‐113 approving the Concept Plan Review proposed by D.R. Horton
for a 98‐unit, 18 building attached unit residential townhome development to be called High Pointe that would be
located on 14.4 acres of Medium Density Residential guided land on the southeast corner of 65th Street South and
Century Avenue/Geneva Avenue.

Staff Recommendation: Provide feedback on any preferred community direction for the proposed project by Real
