Staff Recommendation: Approve the September 18, 2019 City Council Regular Meeting Minutes.
B Ravine Parkway Deferred Assessment Waiver Agreements
Staff Recommendation: Approve the deferred assessment waiver agreements with: Kenneth & Amy Kaiser; Xoua
Thao & See Vang Thao; Xoua Thao & See Vang Thao and True & Lee Thao; Forrest Anderson & Linda Mackey‐
Anderson.
C Pizza Ranch – Assignment of Purchase Agreement
Staff Recommendation: Adopt Resolution 2019‐117 approving the assignment of the Pizza Ranch purchase
agreement from Imagine, LLC to Believe and Dream, LLC and All Things Are Possible, LLC.
D Accept Donations ‐ 3rd Quarter 2019
Staff Recommendation: Adopt Resolution 2019‐114 accepting donations received during the 3rd quarter (July 1 to
September 30) of 2019.
E Massage Therapist License ‐ Brenda Chapeau
Staff Recommendation: Authorize issuance of a massage therapist license to Brenda Chapeau to work at The
Healing Place of Cottage Grove, 8617 West Point Douglas Road, and authorize renewal of the license for 2020.

Staff Recommendation: Authorize issuance of a massage therapist license to Amanda Kaeding to work at The
Healing Place of Cottage Grove, 8617 West Point Douglas Road, and authorize renewal of the license for 2020.
G Landscaping Ordinance and Zoning Ordinance Definitions ‐ Text Amendment
Staff Recommendation: Pass Ordinance 1011 amending City Code Title 11, Chapter 1, Section 3, regarding Rules of
Word Construction; Definitions, and Ordinance 1012 amending City Code Title 11, Chapter 6, Section 5, regarding
Landscaping Requirements.
H Goat Grazing for Vegetation Management Ordinance
Staff Recommendation: Pass Ordinance 1014 enacting Cottage Grove City Code Title 5, Chapter 4, Section 14
allowing for the temporary keeping of goats for vegetation management, and amending the City Fee Table to add
the permit fee.

A Approve payments for the period of 9/27/2019 ‐ 10/17/2019 in the amount of $4,302,814.96.

A Special Assessments Ravine Parkway Project (Continue to November 6, 2019)
Staff Recommendation: Continue Scheduled Ravine Parkway Project Special Assessment Public Hearing to
November 6, 2019.
B Hazardous Properties Assessments
Staff Recommendation: Adopt Resolution 2019‐116 to assess the costs associated with the abatement of
hazardous conditions from private properties.
C Tall Weeds Assessments
Staff Recommendation: Adopt Resolution 2019‐115 to assess the costs associated with the removal of tall weeds
from private properties.

A Ravine Meadows – Zoning Amendment and Preliminary Plat
Staff RecommendaƟon: 1.Pass Ordinance 1013 approving the zoning amendment to change the zoning of 9.85
acres of land including the parcel located at 9255 Military Road South and the parcel to the east from AG‐1,
Agricultural PreservaƟon, to R‐4, Low Density ResidenƟal.2.Adopt ResoluƟon 2019‐118 approving the
preliminary plat for a detached single‐family residential subdivision to be called Ravine Meadows that would create
26 lots and one outlot.
B Community Center Pre‐Development Services
Staff Recommendation: Authorize staff to enter into a professional services agreement with Leo A Daly for
predevelopment services for the Community Center referendum project for the lump sum fee of $18,800 plus
reimbursables.
