E Front Porch Setback Variance - 8724 95th Street South Staff Recommendation: Adopt Resolution 2019-126 approving a variance to front yard setback requirements to allow a 9.6-foot deep landing to be located 17.6 feet from the front property line on a new house to be constructed at 8724 95th Street South. F Ravine Parkway Deferred Assessment Waiver Agreement Staff Recommendation: Approve the deferred assessment waiver agreement with Jon & Marie Stechcon. G Deputy Fire Chief Hiring Staff Recommendation: Approve hiring Jonathan Pritchard as Deputy Fire Chief. H Community Development Director Hiring Staff Recommendation: Approve hiring Ben Boike as Community Development Director. I Comment Letter - Washington County Draft 2020-2024 CIP Staff Recommendation: Authorize staff to send a comment letter to Washington County regarding their draft 2020- 2024 Capital Improvement Program (CIP). J Sixth Amendment to Ground Lease - River Oaks Golf Course Staff Recommendation: Approve the Sixth Amendment to Ground Lease for River Oaks Golf Course. K Response to Request for Information Staff Recommendation: Receive the response from City Attorney Land to Mr. John Kooyman regarding his request for information. L Rental License Approval Staff Recommendation: Approve the issuance of a rental license to the property at 6672 98th Street Circle South. M Cottage Grove Local Water Supply Plan Staff Recommendation: Adopt Resolution 2019-129 adopting the Cottage Grove Local Water Supply Plan. N Public Facility Outdoor Maintenance Contract Staff Recommendation: Authorize staff to enter into a service agreement with Valdes Lawn Care & Snow Removal to provide outdoor maintenance services to City Hall, HERO Center, Central Fire Station and Fire Station #4. O Surface Water Management Plan Staff Recommendation: Adopt Resolution 2019-130 adopting the Cottage Grove Surface Water Management Plan. 8 APPROVE DISBURSEMENTS A Approve payments for the period of 11/1/2019 - 11/21/2019 in the amount of $3,865,449.84. 9PUBLIC HEARINGS 10 BID AWARDS 11 REGULAR AGENDA A Calarosa East - Zoning Amendment and Preliminary Plat Staff Recommendation: 1. Pass Ordinance 1015 approving a zoning amendment to change the zoning of 58.56 acres of land generally located north of 65th Street, west of Inwood Avenue, and south of the Woodbury border, from AG-1, Agricultural Preservation, to R-3, Single Family Residential, with a PUD, Planned Unit Development. 2. Adopt Resolution 2019-128 approving the preliminary plat to be called Calarosa East, which would create a residential subdivision consisting of 121 detached single-family homes, 54 townhome units, and 13 outlots. B Personnel Policy Update Staff Recommendation: Approve the updated version of the Personnel Policy. C 2020-2024 Capital Improvement Plan Staff Recommendation: Adopt Resolution 2019-127 approving an amendment to the City's 2030 Comprehensive Plan to incorporate the 2020-2024 Capital Improvement Plan (CIP). 12 COUNCIL COMMENTS AND REQUESTS 13 WORKSHOPS - OPEN TO PUBLIC A Public Safety Squad and Body Cameras Staff Recommendation: Based on discussion. 14 WORKSHOPS - CLOSED TO PUBLIC 15 ADJOURNMENT
