A City Council Meeting Minutes - February 20, 2019 Regular Meeting
Staff Recommendation: Approve the February 20, 2019 City Council Regular Meeting Minutes. (Note: We recently
discovered that these minutes had not been submitted to Council for approval.)
B Planning Commission Minutes - October 28, 2019
Staff Recommendation: Accept and place on file the minutes from the October 28, 2019, Planning Commission
meeting.
C Rental License Approval
Staff Recommendation: Approve the issuance of rental licenses to the properties in the attached table.
D Certify Delinquent Utility Accounts to 2020 Property Taxes
Staff Recommendation: Adopt Resolution 2019-132 certifying delinquent utility account balances to 2020 Property
Taxes.
E Temporary Liquor License - Cottage Grove Area Chamber of Commerce
Staff Recommendation: Authorize issuance of a temporary on-sale intoxicating liquor license to the Cottage Grove
Area Chamber of Commerce for an event at John P. Furber Farm, 7310 Lamar Avenue South, on February 20, 2020.
F 2020 AUAR Update
Staff Recommendation: Adopt Resolution 2019-133 ordering the initiation of the update process for the City of
Cottage Grove’s AUAR and mitigation plan for the East Ravine and its submittal to the Environmental Quality
Board for publication of notice of the update to the public as required by law.
G Massage Business License - Melody's Healing Hands L.L.C.
Staff Recommendation: Authorize issuance of a massage business license to Melody’s Healing Hands L.L.C.,
authorize license renewal for 2020, and authorize renewal of Melody Nelson’s massage therapist license for 2020.
H City Fees
Staff Recommendation: Pass Ordinance 1016 amending the City Fee Table effective January 1, 2020.
I Cottage Grove Ice Arena Refrigeration Project - Change Order No. 2
Staff Recommendation: Authorize Cottage Grove Ice Arena refrigeration project change order request No. 2 in the
amount of $39,966.
J 2020 Part-time Fire Pay Plan
Staff Recommendation: Adopt Resolution 2019-135 approving the 2020 Part-time Fire Pay Plan.
K Amendment of Grant Agreement Related to 3M Settlement
Staff Recommendation: Approve the amendment to the Grant Agreement between the State of Minnesota, acting
through the Commissioner of the Minnesota Pollution Control Agency, and the City of Cottage Grove for expenses
related to implementation activities related to the 3M Settlement.
L 2020 Non-represented Pay Plan
Staff Recommendation: Adopt Resolution 2019-131 approving changes to the 2020 Non-represented Pay Plan.
M Americans with Disabilities Act – Transition Plan Update
Staff Recommendation: 1. Receive the Final Draft ADA Transition Plan. 2. Adopt the ADA Transition Plan.

A Establish Local Lodging Tax Ordinance and Cottage Grove Convention and Visitors Bureau
Staff Recommendation: 1. Terminate the Letter of Intent dated January 6, 2019 between the Cottage Grove Area
Chamber of Commerce and the City of Cottage Grove. 2. Pass Ordinance No. 1017 to approve and enact Title 1,
Chapter 10, Section 7, regarding the establishment of a local lodging tax. 3. Adopt Resolution 2019-134
establishing the Cottage Grove Area Convention and Visitors Bureau. 4. Approve the agreement between the City
of Cottage Grove and the Cottage Grove Area Convention and Visitors Bureau.
B 2020 Property Tax Levy, 2019 Revised Budget and 2020 Budget
Staff Recommendation: 1. Adopt Resolution 2019-136 adopting the tax levy collectible in 2020. 2 Adopt Resolution
2019-137 revising the 2019 Budget and establishing the 2020 Budget for the City.
