HomeMy WebLinkAbout3.1 November 12, 2019 EDA Minutes CITY OF COTTAGE GROVE E CONOMIC D EVELOPMENT A UTHORITY MINUTES EDA Meeting November 12, 2019 Pursuant to due call and notice thereof, a meeting of the Economic Development Authority was held at th Cottage Grove City Hall, 12800 Ravine Parkway, Cottage Grove, Minnesota 55016 on the 12 day of November 2019 at 7:30 a.m. CALL TO ORDER The meeting was called to order at 7:30 a.m. by EDA President Bailey. ROLL CALL Members Present: Myron Bailey, EDA President Chris Carey, EDA Member Steve Dennis, EDA Vice President Rachel Smoot, EDA Member Eric Thiewes, EDA Member Ramona Westerberg, EDA Member Members Absent: Dan Myers, EDA Member Staff Present: Jennifer Levitt, EDA Executive Director/City Administrator Robin Roland, Finance Director Christine Costello, Acting Community and Economic Development Director Others Present: None APPROVAL OF MINUTES 3.1 Approval of the September 10, 2019 EDA Minutes EDA Vice President Dennis motioned to approve the September 10, 2019 EDA Meeting Minutes. EDA Member Thiewes seconded. Motion passed unanimously (6-to-0 vote) BUSINESS ITEMS 4.1 Economic Development Update/Business Inquiry Economic Development Authority – Minutes November 12th, 2019 Page 2 of 3 Acting Community and Economic Development Director Costello gave an update on the new business and projects occurring in Cottage Grove. EDA Vice President Dennis inquired if the City had received any information on ridership for the bus circulator. Acting Community and Economic Development Director Costello stated that she did not have the data but would provide it at the next EDA meeting. EDA President Bailey inquired about the pamphlet that was designed for the business park in th regard to the properties that were north of 95 Avenue on Hemingway Avenue in the business park and the ownership. Acting Community and Economic Development Director Costello explained that the properties were owned by Canadian Pacific Rail and they in the past were open to the potential of leasing and maybe selling. Acting Community and Economic Development Director Costello further explained that staff does have more interest in the larger parcels and when a developer/business inquiry about a smaller site they would share Canadian Pacific’s contact information. 4.2 Sixth Amendment to Ground Lease – River Oaks Acting Community and Economic Development Director Costello presented the staff report and the need to amend the lease agreement with 3M for 59 acres that is used to construct the back nine holes of River Oaks Golf Course. EDA Member Thiewes inquired if there was the possibility to purchase this land from 3M. City Administrator Levitt stated 3M has not been interested in selling, but only leasing, yet through the next round of negotiations would inquire about their interest in selling. EDA Member Thiewes motioned to approve the sixth amendment to ground lease for River Oaks Golf Course. EDA Member Westerberg seconded. Motion passed unanimously (6-to-0). 4.3 7470 East Point Douglas Marketing Plan Acting Community and Economic Development Director Costello presented the marketing plan for the EDA owned land at 7470 East Point Douglas. EDA Vice President Dennis inquired about the sale price for the property in comparison to the analysis of other properties listed in the staff report. City Administrator Levitt explained that in redevelopment you are paying for the value of the building including the land and some of the examples provided were greenfield situations. The building on the site we were never intending to use but a seller won’t sell a redevelopment site for just the land. City Administrator Levitt further explained with the direction of not continuing an auto use the EDA needed to step in to ensure that the site was marketed to a more desirable use. EDA President Bailey inquired about the brochure for the site and whether a concept sketch would be included in the brochure. Acting Community and Economic Development Director Costello confirmed that a concept site plan could be included. EDA Member Carey inquired if there would be a for sale sign on the property. Acting Community and Economic Development Director Costello stated that at this time there would not be a sign since most brokers use online marketing, but staff would not rule out a sign in the future if it was deemed necessary. EDA Member Smoot motioned to approve the 7470 East Point Douglas Road Marketing Plan for 2020. EDA Member Carey seconded. Motion passed unanimously (6-to-0).
