Certain license types require City Council authorization for issuance as specified by our City Code and/or the recommendation of our City Attorney. These licenses include Liquor, Tobacco, Therapeutic Massage Businesses and Massage Therapists. A due date of November 30 is given to businesses for submission of renewal applications in order to complete verifications and any required background checks before they go to the City Council for approval. Applications that have been submitted and have cleared the background checks are included in the attached resolution. As some license renewal applications have not been submitted yet, I will forward any remaining renewals to the City Council in January. Four businesses failed the November 22, 2019 Public Safety alcohol compliance checks. Since all of the violations were either the businesses' first or second violation in a 24-month period, we are recommending renewals of the licenses at this time and will be addressing the violations at the January 15, 2020 City Council meeting. Representatives of these businesses have been invited to attend that meeting and staff will be recommending that Council impose scheduled fines per the City Fee table. Staff Recommendation: Adopt the resolution authorizing renewal of liquor, tobacco, therapeutic massage business and massage therapist licenses for 2020. CITY OF COTTAGE GROVE, MINNESOTA CITY COUNCIL RESOLUTION 2019-139 BUSINESS LICENSE RENEWALS FOR 2020 WHEREAS, the City of Cottage Grove licenses specific business activities on a calendar-year basis and such licenses expire on December 31 and are subject to renewal; and WHEREAS, certain license types require City Council authorization for issuance as specified by our City Code and/or the recommendation of our City Attorney; and WHEREAS, the businesses listed in Attachment A have submitted license renewal applications; and WHEREAS, the applications have been reviewed and the businesses have undergone background investigations by the Police Division of the Public Safety Department and the City Clerk Division of the Administration Department; and WHEREAS, the results of the background investigations have not revealed anything that would constitute a basis for denial of the renewal applications; NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, authorizes renewal of the business licenses specified in Attachment A for 2020 conditioned on compliance with all applicable state and local regulations related to each specific license type.
