EDA Meeting
December 10, 2019
Pursuant to due call and notice thereof, a meeting of the Economic Development Authority was held at
th
Cottage Grove City Hall, 12800 Ravine Parkway, Cottage Grove, Minnesota 55016 on the 10 day of
December 2019 at 7:30 a.m.
CALL TO ORDER
The meeting was called to order at 7:30 a.m. by EDA President Bailey.

APPROVAL OF MINUTES
3.1 Approval of the November 12, 2019 EDA Minutes
EDA President Bailey stated there was one correction to the minutes in that Finance Director
Roland was not in attendance at the meeting and the minutes incorrectly indicated that she was
in attendance.

EDA Vice President Dennis motioned to approve with the correction the November 12,
2019 EDA Meeting Minutes. EDA Member Westerberg seconded. Motion passed
unanimously (6-to-0 vote)
BUSINESS ITEMS
4.1 Economic Development Update/Business Inquiry
Economic Development Specialist Wolf gave an overview of the various projects that are currently
occurring throughout the City of Cottage Grove as related to Economic Development.
4.2 Amendment to Business Subsidy Policy
Acting Community and Economic Development Director Costello presented on a requested
amendment to the Business Subsidy Policy that would allow for loans to be used to help finance
various economic development projects if the project qualified.
EDA Member Thiewes asked if there was a maximum loan amount the City of Cottage Grove
would give out to a potential project. Acting Community and Economic Development Director
Costello stated their was no maximum amount of financing the overall loan amount would
depend on the project and any amount would be brought before the EDA for consideration.
EDA Member Thiewes motioned to approve the amended Cottage Grove Subsidy Policy
and forward to the Cottage Grove City Council for formal public hearing and approval.
EDA Member Myers seconded. Motion passed unanimously (6-to-0).
4.3 2019 Façade Improvement Program Acceptance and Proposed 2020 Façade Improvement
Program
Economic Development Specialist Wolf presented on the results of the 2019 Façade
Improvement Program and discussed the upcoming proposed 2020 Façade Improvement
Program. Economic Development Specialist Wolf stated that the 2020 program would only
have one change and that was all applicants could apply for the full $25,000 in funding instead
of a maximum amount of $5,000 in 2019.
EDA President Bailey stated he would like to know how much funding and what it is being used
for in other communities that have façade improvement programs. EDA President Bailey stated
he does not want to see any changes for 2020 but would like to see the requested information
when looking at the program for 2021. EDA Member Myers agreed and stated with more
funding in the program their were better opportunities for more impactful projects.
EDA Member Smoot motioned to approve the payment of $24,999 to East Point Douglas
Property Management, LLC based on completion of the façade improvement of the
building located at 7470 East Point Douglas Road. EDA Vice President Dennis seconded.
Motion passed unanimously (6-to-0).
EDA Member Myers motioned to authorize $25,000 for the 2020 Façade Improvement
Program. EDA Member Thiewes seconded. Motion passed unanimously (6-to-0),

Economic Development Specialist Wolf discussed the new marketing display to be used by the
EDA at various events to promote the City of Cottage Grove.
EDA Vice President Dennis stated that a lot of strategy went into the design of the new display
and making it a display that the community can feel proud of displaying at events. EDA
President Bailey stated that the display could attach a television in order to include additional
marketing videos or other materials on the community.
EDA Vice President Dennis motioned to approve the purchase of a new display from
Skyline Exhibits to be used to promote the community at various events for future
development. EDA Member Westerberg seconded. Motion passed unanimously (6-to-0).
PUBLIC HEARINGS

OTHER BUSINESS
6.1 Calendar
EDA President Bailey mentioned that this evening (December 10, 2019) the Holiday Train will
be arriving in Cottage Grove.
6.2 EDA Comments
EDA Vice President Dennis stated that once again he has prepared a year-in-review, which he
does to celebrate all the success the community has seen in 2019. EDA Vice President Dennis
commented that the City of Cottage Grove has hit a large total of new houses of almost 300,
which would push the population up to 38,000.
EDA President Bailey congratulated and presented a certificate of appreciation to EDA Member
Westerberg for her years of service to the EDA. EDA Member Westerberg stated that she was
very thankful to be on the EDA and to see the former Home Depot building redeveloped. EDA
Member Westerberg stated she was looking forward to continuing to serve the City of Cottage
Grove in other capacities.
EDA President Bailey commented that if there were residents who were interested in serving on
the Cottage Grove EDA or other Cottage Grove boards that they should check with the City of
Cottage Grove website for openings.

EDA Member Westerberg made a motion to adjourn. EDA Member Myers seconded. The
meeting adjourned at 8:06 a.m. (6-to-0 vote)
