Meeting with Roers Assistant City Engineer Amanda Meyer, Senior Planner Companies, December 19, Emily Schmitz, and Economic Development Specialist Wolf 2019 met with Roers Companies to discuss multifamily development opportunities in the Harkness Area. Washington County Economic Development Specialist Wolf gave a presentation Transportation Consortium, on the Cottage Grove Bus Loop to the Washington County December 19, 2019 Transportation Consortium. Growth in the Grove Management Assistant Chris Hetland sent out the quarterly Newsletter, January 7, 2020 Cottage Grove Economic Development newsletter. TO: Economic Development Authority FROM: Christine Costello, Economic Development Director DATE: January 8, 2020 RE: Development Update Building Permits Building Permit Statistics: Between December 1 and December 31, 2019, there were 249 building permits issued with a total valuation of $5,752,602, including 8 new single-family homes valued at $2,530,436. In 2019, the Building Division issued a total of 3,628 building permits with a total valuation of $165,237,970, which includes 284 new homes valued at $77,321,900 (246 single-family $70,852,267 and 38 townhome units $6,469,633) and 364 commercial permits with a valuation of $73,331,113, and miscellaneous residential permits valued at $14,587,957. The contractors are currently completing steel erections and have begun roofing. Renewal by Anderson: This is a 358,650 square foot production, office, and warehouse. Roofing is being installed. The interior underground service was completed. The exterior link and interior framing, plumbing, mechanical, electrical, and fire suppression are being installed. (Photos are on the last page.) Las Margaritas: The heating and plumbing final inspections have been completed and the certificate of occupancy should be requested shortly. Menards: The exterior accessory storage building is complete with the fencing and guard shack being installed. The exterior enclosure of the existing storage area is substantially complete. The interior mezzanine footings have been inspected and approved, and the structural steel and elevator are being installed. Planning Division Planning Commission Meeting December 16, 2019 The Planning Commission met on December 16, 2019, and reviewed the following application: Woodward Ponds (Donnay Homes & M/I Homes) Preliminary Plat: The Planning Commission held a public hearing for a proposed 164-lot multi-family attached unit development. This proposed devel- opment would consist of row townhome units as well as tri-plex and four-plex buildings. The project site is located just north of Military Road and west of Keats Avenue and abuts Ravine Parkway to the north and the Knutson Tree Farm and Stoneybrook Villas to the east. Location Map Preliminary Plat A neighborhood meeting was held on November 5, 2019. Donnay Homes (developer) and M/I Homes (builder) met with multiple residents to answer questions and hear concerns. The biggest concerns that were raised as a part of the proposed development included: Increase in traffic. Economic Development Authority Development Update January 8, 2020 Page 5 of 8 Request for additional stop signs to be provided at intersections. Request for additional screening along the Historic Military Trail Corridor. Historic Military Trail Corridor pedestrian crossings. Trail and sidewalk connections would require extensions from the south (Eastridge Woods) and from the north connecting to Ravine Parkway. Future road extensions would be planned for as develop- ment moves towards the east as well. The proposal meets the minimum required parking, landscape, and tree mitigation requirements. The developer is proposing to maintain as much of the existing buffer between Military Road and the Eastridge Woods development. Military Road will be removed as a part of this project and a trail installed in its place from Joliet Avenue to Keats Avenue. The proposed products include row townhomes located towards the west and southwest of the de- velopment, and tri-plex and four-plex products located on the northerly portion of the site abutting Ravine Parkway. This request will be on the agenda for the January 15, 2020, City Council meeting. January 27, 2020 Planning Commission Meeting Economic Development Authority Development Update January 8, 2020 Page 7 of 8 The following applications were received for the January 27, 2020, Planning Commission meeting: Cub Garden Center: Cub Foods has applied for an interim conditional use permit to allow a temporary outdoor garden center in the parking lot of their property at 8690 East Point Douglas Road South. Summers Landing EAW: Summergate Development has filed an application for an Environmental Assessment Worksheet (EAW) amendment for the proposed Summers Landing 4th Addition develop- ment, generally located north of 93rd Street and west of Mississippi Dunes Boulevard. Leafline Labs Expansion: APPRO Development, Inc., on behalf of Leafline Labs, has applied for an amendment to their existing conditional use permit allow construction of a 133,726 square foot addition to the existing 43,7000 square foot facility at 8235 97th Street South, which would consist of a greenhouse and a link to the existing facility, as well as a new access road encircling the greenhouse. High Pointe: D.R. Horton, Inc. Minnesota has applied for a zoning amendment to change the zoning of 14.4 acres of vacant land located on the southeast corner of 65th Street South and Century Avenue/Geneva Avenue from AG-2, Agricultural, to R-5, Medium Density Residential; and a preliminary plat for 82 lots and associated outlots for the creation of an attached housing multi-family townhome development. Water Treatment Facility: The City of Cottage Grove has applied for an interim conditional use permit to allow construction of an interim water treatment facility at 8540 81st Street South to treat either Well #7 or Well #8 until a permanent water treatment solution is determined.
