Staff Recommendation: Adopt Resolution 2020-001 for the MN Department of Natural Resources Outdoor
Recreation Grant Program in the amount of $250,000 to be used for the Oakwood Park Redevelopment Project.
G MN Outdoor Recreation Grant Application for Hamlet Park
Staff Recommendation: Adopt Resolution 2020-002 for the MN Department of Natural Resources Outdoor
Recreation Grant Program in the amount of $250,000 to be used for the Hamlet Park Expansion Project.
H 2020 Transcription Services Agreement
Staff Recommendation: Authorize entering into an agreement with Judith Graf for transcription services for 2020.
I Accept Donations 4th Quarter 2019
Staff Recommendation: Adopt Resolution 2020-003 accepting donations received between October 1 and
December 31, 2019.
J West Point Douglas Road Rehabilitation – Jamaica Avenue to Belden Boulevard: Call for Public
Improvement Hearing
Staff Recommendation: Adopt Resolution 2020-006 establishing a February 19, 2020 public improvement hearing
date for the West Point Douglas Road Rehabilitation project from Jamaica Avenue to Belden Boulevard.
K 2019-2022 MCES Water Efficiency Grant Program
Staff Recommendation: 1. Approve the 2019-2022 Grant Agreement for water efficiency with MCES in the amount
of $27,300. 2. Authorize the expenditure of $9,100 from to match the MCES contribution towards water efficiency
and conservation projects in the City.
L 80th Street Reconstruction – Jamaica Avenue to Keats Avenue: Call for Public Improvement
Hearing
Staff Recommendation: Adopt Resolution 2020-004 establishing a February 19, 2020, public improvement hearing
date for the 80th Street Reconstruction Project from Jamaica Avenue to Keats Avenue.
M 80th Street Reconstruction – Jamaica Avenue to Keats Avenue: No Parking Restriction on 80th
Street (Jamaica Avenue to Keats Avenue)
Staff Recommendation: Adopt Resolution 2020-005 to restrict parking along both sides of 80th Street from Jamaica
Avenue to Keats Avenue (CSAH 19).
N Rental License Approval
Staff Recommendation: Approve issuance of rental licenses to the properties listed in the attached table.
O Habitat For Humanity - Letter of Support for HOME Program Funds
Staff Recommendation: Authorize submitting a letter to the Washington County Community Development Agency
in support of the Twin Cities Habitat for Humanity application for HOME program funds.

A Approve payments for the period of 12/13/2019 - 1/9/2020 in the amount of $3,449,247.93

A Business Subsidy Policy Amendment
Staff Recommendation: 1. Hold the public hearing. 2. Adopt Resolution 2020-008 amending the Cottage Grove
Business Subsidy Policy.

A Woodward Ponds – Zoning Amendment & Preliminary Plat
Staff Recommendation: 1. Pass Ordinance No. 1018 approving the zoning amendment to rezone 28.84 acres of
Medium Density Residential guided land on the north of Military Road and a quarter mile west of Keats Avenue
from AG-1, Agricultural Preservation, to R-5, Medium Density Residential, with a PUD, Planned Unit Development.
2. Adopt Resolution 2020-007 approving the preliminary plat for Woodward Ponds that would create a 164-unit, 39
building attached unit residential townhome development.
B Liquor Compliance Check Violations - Underage Sale
Staff Recommendation: Allow business representatives an opportunity to respond to the City Council regarding
liquor compliance check violations occurring November 22, 2019. 1. TJJL Corp/DBA Carbone's Kitchen & Pub: If the
representative admits to the violation or fails to attend, impose the scheduled penalty for the 2nd violation in a 24-
month period of a $1,000.00 fine and a three-day suspension. If the representative denies the violation schedule a
contested case hearing before an administrative law judge. 2. Supervalu, Inc. DBA Cub Foods: If the representative
admits to the violation or fails to attend, impose the scheduled penalty for the 1st violation in a 24-month period of
a $500.00 fine and a one-day suspension, or, at the City Council’s discretion, in lieu of the suspension, the
participation of employees in an educational program approved by the Public Safety Director. If the representative
denies the violation schedule a contested case hearing before an administrative law judge. 3. Muddy Cow CG LLC
DBA Muddy Cow: If the representative admits to the violation or fails to attend, impose the scheduled penalty for
the 1st violation in a 24-month period of a $500.00 fine and a one-day suspension, or, at the City Council’s
discretion, in lieu of the suspension, the participation of employees in an educational program approved by the
Public Safety Director. If the representative denies the violation schedule a contested case hearing before an
administrative law judge. 4. Walmart Inc. DBA Walmart #2448: If the representative admits to the violation or fails
to attend, impose the scheduled penalty for the 1st violation in a 24-month period of a $500.00 fine and a one-day
suspension, or, at the City Council’s discretion, in lieu of the suspension, the participation of employees in an
educational program approved by the Public Safety Director. If the representative denies the violation schedule a
contested case hearing before an administrative law judge.
