B Temporary Water Treatment Facility at Wells #7 & #8 - Interim Conditional Use Permit Staff Recommendation: Adopt Resolution 2020-011 approving the interim conditional use permit to construct a temporary water treatment facility at Wells #7 and #8 located on City-owned land in Foothill Park. C Cub Foods Garden Center - Interim Conditional Use Permit Staff Recommendation: Adopt Resolution 2020-012 approving the interim conditional use permit to construct a 21- foot by 60-foot temporary greenhouse and the outdoor display and sales of landscaping materials and plants in the northeast corner of their parking lot at 8690 East Point Douglas Road South. D Superintendent Hiring Staff Recommendation: Approve appointing Gary Orloff as Streets Superintendent, Jim Fohrman as Parks Superintendent and Rick Alt as Utilities Superintendent at grade IVA, step F of the Non-represented Pay Plan effective February 17, 2020. E Planning Commission Minutes - December 16, 2019 Staff Recommendation: Accept and place on file the minutes from the December 16, 2019, Planning Commission meeting. F 2020 Legislative Agenda Staff Recommendation: Adopt the 2020 Legislative Agenda. G Summers Landing 4th Addition Street & Utility Improvements – Authorization of Feasibility Report Staff Recommendation: Adopt Resolution 2020-014 authorizing the preparation of a feasibility report for the Summers Landing 4th Addition Street & Utility Improvements. H First Amendment to Contract for Private Development - Up North Plastics Staff Recommendation: Authorize the First Amendment to Contract for Private Development between the Cottage Grove Economic Development Authority and Up North Plastics, Inc., and Mars II, Inc. I Comprehensive Plan Update Staff Recommendation: Informational purposes only. Staff will continue to provide updates to the City Council as more information is available. J Response to Open Forum Comments Regarding 1033 Portland Avenue in St. Paul Park Staff Recommendation: Receive the response from City Attorney Land regarding open forum comments made at the January 15, 2020 City Council meeting pertaining to 1033 Portland Avenue South in St. Paul Park. K Approval of Rental Licenses Staff Recommendation: Approve the issuance of rental licenses to the properties listed in the attached table. L Summers Landing 2020 EAW Review and Update Staff Recommendation: Adopt Resolution 2020-010 approving the 2020 Summers Landing EAW Review and Update Report prepared by Loucks and finding that a new Environmental Assessment Worksheet (EAW) and new Environmental Impact Statement (EIS) are not required for the Summers Landing 4th Addition single-family residential subdivision. M Election Judge Appointments Staff Recommendation: Adopt resolution 2020-015 appointing Election Judges for the March 3, 2020 Presidential Nominating Primary. 8 APPROVE DISBURSEMENTS A Approve payments for the period of 1/10/2020 - 1/30/2020 in the amount of $2,218,276.49. 9PUBLIC HEARINGS 10 BID AWARDS 11 REGULAR AGENDA A Rental License Denial Hearings Staff Recommendation: Hold hearings to deny the issuance of rental licenses to the following properties: A) 7824 Irish Avenue South B) 8468 Jeffery Avenue South C) 9061 Jareau Avenue South. B Liquor Compliance Check Violation - Underage Sale Staff Recommendation: Continue the hearing for Walmart Inc. DBA Walmart #2448 and allow the business representative an opportunity to respond to the City Council regarding a liquor compliance check violation occurring November 22, 2019. If the representative admits to the violation or fails to attend, adopt Resolution 2020-013 imposing the scheduled penalty for the 1st violation in a 24-month period of a $500.00 fine and, in lieu of a one-day suspension, the participation of employees in an educational program approved by the Public Safety Director. If the representative denies the violation schedule a contested-case hearing before an administrative law judge. 12 COUNCIL COMMENTS AND REQUESTS 13 WORKSHOPS - OPEN TO PUBLIC 14 WORKSHOPS - CLOSED TO PUBLIC 15 ADJOURNMENT
