A City Council Meeting Minutes - January 15, 2020 Regular Meeting
Staff Recommendation: Approve the January 15, 2020 City Council Regular Meeting Minutes.
B Insurance Tort Liability Limits
Staff Recommendation: Authorize the City not to waive the statutory tort limits where an individual claimant would
be able to recover no more than $500,000 on any claim to which the statutory tort limits apply per staff and City
Attorney recommendation. The total all claimants would be able to recover for a single occurrence to which the
statutory tort limits apply would be limited to $1,500,000.
C Purchase of Workers Compensation Insurance
Staff Recommendation: Authorize the purchase of workers compensation insurance from the League of Minnesota
Cities Insurance Trust in the amount of $407,255.00 for the 2020/2021 policy year.
D Raffle Permit - Cottage Grove Area Strawberry Festival, Inc.
Staff Recommendation: Authorize issuance of a single-occasion gambling permit to Cottage Grove Area Strawberry
Festival, Inc. for a raffle on June 22, 2020 at Park High School in conjunction with Strawberry Fest.
E Authorize Write-offs of EMS Accounts Receivable
Staff Recommendation: Adopt Resolution 2020-019 authorizing $2,348,228 in write-offs (mandatory and
discretionary) to the EMS accounts receivable for the year ended 12/31/2019.
F Appointment of Public Service Commission
Staff Recommendation: Appoint Ron Kath to the Public Services Commission beginning on 3/1/2020.
G Schedule Local Open Book Meeting and Acknowledge Regional Meetings
Staff Recommendation: Schedule an Open Book meeting at Cottage Grove City Hall located at 12800 Ravine
Parkway, Cottage Grove, on Thursday, April 2, 2020 from 5-7 p.m. and acknowledge the following three regional
meetings held in the County: City of Oakdale - Wednesday, April 8, 2020 from 5-7 p.m.; City of Woodbury -
Thursday, April 16, 2020 from 5-7 p.m.; and Washington County Government Center in Stillwater - Wednesday,
April 22, 2020 from 2-7 p.m.
H Suspending Arts Commission
Staff Recommendation: Adopt Resolution 2020-020 suspending the Arts Commission.
I River Acres Water Main Extension Project
Staff Recommendation: Adopt Resolution 2020-022 approving the plans and specifications and establishing a
March 19, 2020, bid date for the River Acres Water Main Extension Project.
J Granada Avenue Water Main Extension Project
Staff Recommendation: Adopt Resolution 2020-021 approving the plans and specifications and establishing a
March 19, 2020 bid date for the Granada Avenue Water Main Extension Project.
K Approval of Rental Licenses
Staff Recommendation: Approve the issuance of rental licenses to the properties listed in the attached table.
L Commissioner Reappointments
Staff Recommendation: Reappoint commissioners as detailed in the attached memo.
M MPCA Alternative Landscaping Equipment Grant
Staff Recommendation: Accept the Minnesota Pollution Control Agency Alternative Landscaping Equipment Grant
with funds to be used to replace 2-cycle gasoline-powered equipment and help reduce air pollutants.
N Nomination to South Washington Watershed District
Staff Recommendation: Nominate Sharon Doucette to the South Washington Watershed District Board of
Managers.
O Ravine Meadows Final Plat
Staff RecommendaƟon: 1)Adopt ResoluƟon 2020-024 approving the final plat for Ravine Meadows.2)Approve
the Ravine Meadows Development Agreement with Londyn Development, LLC.3)Adopt ResoluƟon 2020-025
approving the Ravine Meadows development plans and specifications dated January 8, 2020, prepared by
Landform.

Staff Recommendation: 1) Hold the public hearing on the West Point Douglas Road Rehabilitation Project. 2) Adopt
Resolution 2020-023 ordering the West Point Douglas Road Rehabilitation Project - Jamaica Avenue to Belden
Boulevard.
B 2020 80th Street Reconstruction Project – Jamaica Avenue to Keats Avenue
Staff Recommendation: 1) Hold the public hearing on the 2020 80th Street Reconstruction Project - Jamaica
Avenue to Keats Avenue.2) Adopt ResoluƟon 2020-028 ordering the 2020 80th Street Road ReconstrucƟon
Project.3) Adopt ResoluƟon 2020-029 requesƟng Minnesota State Aid advanced funding.
C Calarosa 5th Addition: 65th Street Public Right-of-Way Vacation and Final Plat
Staff Recommendation: Hold the public hearing to vacate a portion of 65th Street. 2) Adopt Resolution 2020-026
vacating a portion of 65th Street South. 3) Adopt Resolution 2020-030 approving the final plat for Calarosa 5th
Addition. 4) Approve the Calarosa 5th Addition Development Agreement with U.S. Home Corporation. 5) Adopt
Resolution 2020-031 approving the Calarosa 5th Addition development plans and specifications dated January 13,
2020, as prepared by Pioneer Engineering.

Staff Recommendation: Adopt Resolution 2020-027 rescinding Resolution 2014-088 and approving a conditional
use permit and site plan for the addition of a greenhouse and linking structure adjacent to the existing Leafline
Labs pharmaceutical manufacturing facility at 8235 97th Street South.
