B Planning Commission Minutes Staff Recommendation: Accept and place on file the minutes from the January 27, 2020, Planning Commission meeting. C Fund Balance - General Fund at December 31, 2019. Staff Recommendation: Receive information regarding Fund Balance of the City's General Fund Operations at December 31, 2019. D 80th Street Reconstruction Project – Jamaica Avenue to Keats Avenue: Approve Plans & Specifications and Establish Bid Date Staff Recommendation: Adopt Resolution 2020-035 approving the plans and specifications and establishing a March 26, 2020 bid date for the 80th Street Improvement Project – Jamaica Avenue to Keats Avenue. E Approval of Rental Licenses Staff Recommendation: Approve the issuance of rental licenses to the properties in the attached table. F Aggregate Industries - 2020 Mining Permit Staff Recommendation: Adopt Resolution 2020-033 approving the 2020 Mining Permit for Aggregate Industries – Nelson Sand & Gravel Facility. G West Point Douglas Road Rehabilitation – Jamaica Avenue to Belden Boulevard: Approve Plans & Specifications and Establish Bid Date Staff Recommendation: Adopt Resolution 2020-036 approving the plans and specifications and establishing a March 26, 2020 bid date for the West Point Douglas Road Rehabilitation Project – Jamaica Avenue to Belden Boulevard. H 2020 Standard Specifications and 2020 Standard Detail Plates Staff Recommendation: Approve the Cottage Grove 2020 Standard Specifications and 2020 Standard Detail Plates for Street and Utility Construction. I Washington County CDA Predevelopment Finance Fund Application - Shoppes at Cottage View Feasibility Study Staff Recommendation: Adopt Resolution 2020-032 supporting the grant application to the Washington County CDA’s Predevelopment Finance Fund in the amount of $22,301 to be used for the Shoppes at Cottage View Feasibility Study to determine cost for public infrastructure. J Washington County CDA – Public Housing Conversion Plan Staff Recommendation: Authorize the City Administrator to sign a letter in support of the Washington County Community Development Agency’s proposed Public Housing Conversion Plan. 8 APPROVE DISBURSEMENTS A Approve payments for the period of 2/14/2020-2/27/2020 in the amount of $1,177,248.17. 9PUBLIC HEARINGS 10 BID AWARDS 11 REGULAR AGENDA A COPS Hiring Program Grant 2020 Staff Recommendation: Authorize staff to explore the grant opportunity and apply. B High Pointe - Rezoning and Preliminary Plat Staff Recommendation: 1) Pass Ordinance 1019 approving a zoning amendment to change the zoning of 14.4 acres of land located on the southeast corner of 65th Street and Century Avenue/Geneva Avenue from AG-2, Agricultural, to R-5, Medium Density Residential. 2) Adopt Resolution 2020-034 approving the preliminary plat for High Pointe, which includes 82 residential lots and 4 outlots for a multi-family townhome development, subject to the listed conditions. 12 COUNCIL COMMENTS AND REQUESTS 13 WORKSHOPS - OPEN TO PUBLIC 14 WORKSHOPS - CLOSED TO PUBLIC 15 ADJOURNMENT
