HomeMy WebLinkAbout3.1 January 14, 2020 EDA Minutes CITY OF COTTAGE GROVE E CONOMIC D EVELOPMENT A UTHORITY MINUTES EDA Meeting January 14, 2020 Pursuant to due call and notice thereof, a meeting of the Economic Development Authority was held at th Cottage Grove City Hall, 12800 Ravine Parkway, Cottage Grove, Minnesota 55016 on the 14 day of January 14 at 7:30 a.m. CALL TO ORDER The meeting was called to order at 7:30 a.m. by EDA President Bailey. ROLL CALL Members Present: Myron Bailey, EDA President Steve Dennis, EDA Vice President Dan Myers, EDA Member Rachel Smoot, EDA Member Eric Thiewes, EDA Member Members Absent: Chris Carey, EDA Member Staff Present: Jennifer Levitt, EDA Executive Director/City Administrator Robin Roland, Finance Director Christine Costello, Economic Development Director Matt Wolf, Economic Development Coordinator Others Present: Perry Haines, Plant Manager Up North Plastics APPROVAL OF MINUTES 3.1 Approval of the January 14, 2020 EDA Minutes EDA Vice President Dennis motioned to approve the January 14, 2020 EDA Meeting Minutes. EDA Member Myers seconded. Motion passed unanimously (5-to-0 vote) BUSINESS ITEMS 4.1 Economic Development Update/Business Inquiry Economic Development Authority – Minutes January 14, 2020 Page 2 of 3 Economic Development Coordinator Wolf gave an overview of the various projects that are currently occurring throughout the City of Cottage Grove as related to Economic Development. EDA Vice President Dennis stated that Ehlers’ Finance put out a favorable bond market report for the area and read an excerpt. PUBLIC HEARINGS 5.1 First Amendment to Contract for Private Development between the Cottage Grove Economic Development Authority and Up North Plastics, Inc., and Mars II, Inc. Economic Development Coordinator Wolf presented on the amendment to the development agreement between the City of Cottage Grove EDA and Up North Plastics to allow them to begin hiring their 200 new jobs as of January 1, 2020. EDA Vice President Dennis asked with the labor market being as tight as it is currently, what are the salary ranges of the 200 positions being created. Up North Plastics Plant Manager Perry Haines stated the wages would start at $13.00 with a range all they way up to $17.00. EDA Vice President Dennis asked if Up North Plastics would be doing a job fair to hire the 200 needed jobs. Up North Plastics Plant Manager Haines responded that as they begin to get equipment the company would be holding some events. EDA President Bailey stated that he was glad to see that the company wanted to start hiring sooner and was glad to see the project was going well. EDA President Bailey opened the public hearing for the item and there were no public comments. EDA President Bailey closed the public hearing. EDA Member Thiewes motioned to approve the first amendment to the contract for private development between the Cottage Grove Economic Development Authority and Up North Plastics, Inc., and Mars II, Inc. EDA Member Smoot seconded. Motion passed unanimously (5-to-0 vote). OTHER BUSINESS 6.1 Calendar EDA Member Bailey encouraged citizens and anyone watching the EDA meeting to join the City of Cottage Grove at the HERO Center ribbon cutting tonight (January 14 at 5:00 PM). 6.2 EDA Comments None 6.3 Response to Previous EDA Comments None WORKSHOP None AJOURN Economic Development Authority – Minutes January 14, 2020 Page 3 of 3 EDA Vice President Dennis made a motion to adjourn.
