Building Permits
Building Permit Statistics:
Between February 1 and February 29, 2020, there were 222 building permits issued with a total valu-
ation of $7,880,352, including 12 new single-family homes valued at $3,582,469 and 10 townhomes
valued at $2,035,258.

Current Project Updates
Building Construction Projects
Up North Plastics: On this 428,358 square foot production, office and warehouse project, the contrac-
tors are continuing work to complete structural steel erection and making progress on the exterior
brick and blue metal exterior and roofing.
Renewal by Anderson: Work is proceeding on this 358,650 square foot production, office and ware-
house. The contractors are working on various stages of office area framing, sheetrock, ceiling grid,
and mechanical systems. The roof has been completed. The warehouse is substantially completed.
Menards: This is a three-phase project. The exterior accessory structure is substantially complete with
exterior cladding currently being installed on the north side gable. The fencing around the guard shack
is being constructed. The exterior main level storage project appears to be complete. The mezzanine
structure is substantially complete with final racking and display walls being constructed.
Well #7: The footing and foundation permit has been issued for the construction of a 2,940 square
foot building to house a water filtering system.
Petsmart: The permit for the vanilla shell project has been issued. The interior renovation of 22,370
square feet with a construction value of $653,720.00 has been reviewed, approved, and is ready for
issuance.
Pizza Ranch: The building permit for this project has been preliminarily reviewed; however, discussion
with the applicant suggests that due to their overall budget, modifications may be necessary. Final
review will be completed upon submission of those final modifications.

Leafline Labs: This interior remodel project consists of modifying an existing office space to additional
growing operations and has a construction value of $143,000. The building permit has been reviewed
and is ready for issuance. Underground plumbing has been inspected and approved.
Airgas: The underground process piping installation and footing/foundation work are substantially
complete. The contractors -

Shepard Farm: All rough-in inspections have been completed for the restroom addition. The project
is ready for interior and exterior finish materials
Planning Division
Planning Commission Meeting February 24, 2020
The Planning Commission met on February 24, 2020, and reviewed the following applications:
Aggregate Industries Mining Permit: The Planning Commission reviewed the annual Aggregate
Industries mining permit renewal. The applicant is proposing operations to continue as in previous
years. They are proposing to begin the reclamation process on approximately nine acres, including
prairie seeding and oak grove plantings. Operations continue to be permitted 24 hours per day,
seven days a week. The Commission unanimously (7-to-0 vote) recommended approval. This
application will be on the March 4, 2020, City Council agenda.

Mixed Use Zoning District Ordinance Amendments:
The Planning Commission held a public hearing for
the review of a text amendment and zoning amend-
Plan. The text amendment would allow for the creation
of the M-U (Mixed Use) Zoning District as well as re-
zone parcels within areas guided for Mixed Use in the
Comprehensive Plan. The initial proposal would have
rezoned all areas within the City that are guided as
mixed use; however, after additional consideration to
ensure existing uses could remain in operation, only
two mixed-use nodes were proposed to be amended.
The Commission unanimously (7-to-0 vote) recom-
mended approval. This request will be heard at the
March 18, 2020, City Council meeting.
80th & Hemingway Apartments Zoning Amendment & Site Plan Review: The Planning Commis-
sion held a public hearing for a zoning amendment and site
plan review for a multi-family apartment building. The pro-
posed building would be located on the 3.18-acre former
City Hall site at 7516 80th Street South, and would consist
of 120 units ranging from studio to 3-bedroom apartments.
The parcel would be rezoned to Mixed Use with a PUD
overlay allowing for additional flexibility in the configuration
of the smaller lot size. The applicant has proposed access
would remain off 80th Street to the underground parking
garage and off Hemingway into the above-ground parking
lot. The proposed configuration would allow for the building
to provide a buffer between the public right of way and the
open parking lot. The architectural features of the building will break up the façade and provide a
contemporary walkable feel to the area. Additional landscaping is proposed along all sides of the
building as well.

The Planning Commission, on a unanimous 7-to-0 vote, recommended approval of these applica-
tions, which will be on the agenda for the March 18, 2020 City Council meeting.

Sullivan Pines Zoning Amendment & Preliminary Plat: The Planning Commission held the public
hearing for a proposed 237-lot detached single-family development proposed by The Excelsior
Group. This proposed development would consist of villa style homes as well as a standard single-
family product.
Site Access Points
Preliminary Site Plan (dated: 2/18/20)
The project site is located in the northwest corner of the community, just north of Oltman Middle
School and bordering Newport on the west and Woodbury on the north. The Developer is proposing
up to five builders within the development to allow for a variety of architecture and product styles.
Goodview Avenue will be extended from 65th Street and will be constructed as a neighborhood
collector to accommodate the additional traffic from the new development as well as traffic coming
from the north into Cottage Grove.
The proposed development will include approximately 33 acres of dedicated open space. This area
Comprehensive Plan as a passive park area. Future improvements to
this park area include pedestrian trails, park benches, and a potential for boardwalks throughout
the wetland areas.

The developer met with Council at a workshop in January with a preliminary site plan to ensure the
proposed development would meet their vision of the developing area. The only comment made
by Council was to remove the proposed lots abutting the park area to open the view to the open
space from within the development. The developer also held a neighborhood meeting in mid-
February. A handful of neighboring residents attended with their main interest being the timing of
the installation of the trail within the park area as well as its location in respect to their lots. The
Developer revised their site plan prior to the Planning Commission meeting to address the Coun
comment related to the plots along the park area. The Planning Commission also made note of the
importance of keeping a vista view into the park and maintaining as much of the natural features of
the site as a whole.
The Planning Commission unanimously (7-to-0 vote) recommended approval of the zoning amend-
ment and preliminary plat. These applications will be on the March 18, 2020 City Council agenda.
East Ravine AUAR Update: The Planning Commission held a public hearing for to solicit comments
on the 2020 East Ravine Alternative Urban Areawide Review (AUAR) and mitigation plan. No com-
ments or questions were heard by the Commission at the public hearing. The Commission voted
unanimously (7-to-0 vote) to send a favorable recommendation to the City Council on the com-
pleteness and accuracy of the update, and that the Council should also authorize the March 30,
2020, publication of the 2020 East Ravine AUAR Update with the Environmental Quality Board
(EQB) for commencement of the initial 30 day comment period. This request will be heard at the
March 18, 2020 City Council meeting.
March 23, 2020 Planning Commission Meeting
The following applications were received for the March 23, 2020, Planning Commission meeting:
AT&T Antennas on 92nd Street Water Tower Case CUP2020-019: SAC Wireless, LLC, on behalf
of AT&T Mobility, has applied for a conditional use permit to add and replace antennas, radios, and
power plant cabinet on the 92nd Street Water Tower, located at 7130 92nd Street South.
Langdon Hills Cases ZA2020-020 & PP2020-021: Distinctive Design Build, LLC has applied for a
zoning amendment to rezone approximately 25 acres of land located at 7388 65th Street South from
R-1, Rural Residential, to R-3, Single Family Residential, with a Planned Unit Development (PUD);
and a preliminary plat to be called Langdon Hills that proposes the development of 53 lots for detached
single-family homes, which includes the existing house, and 4 outlots.
D.R. Horton Development Cases ZA2020-022 & PP2020-023: D.R. Horton, Inc. Minnesota has
applied for a zoning amendment to rezone 27.6 acres of property located at 9260 Military Road from
AG-1, Agricultural Preservation, to R-3, Single Family Residential, with a Planned Unit Development
(PUD); and a preliminary plat that would develop 71 lots for detached single-family homes and 3
outlots.
