A City Council Meeting Minutes - February 5, 2020 Regular Meeting
Staff Recommendation: Approve the February 5, 2020 City Council Regular Meeting Minutes.
B Amendment to the City Fee Table
Staff Recommendation: Pass Ordinance 1020 to add a Telecommunication Facilities Escrow Fee to the City Fee
Table.
C Approve Consent to Assignment Agreement - Ravine Meadows
Staff Recommendation: Approve Consent to Assignment Agreement for Ravine Meadows Development Third Party
Escrow Agreement.
D Funding Transfer - 95th and Jamaica Intersection Improvement Project
Staff Recommendation: Adopt Resolution 2020-037 authorizing the transfer of $1,500,000 from the EDA Special
Revenue Fund to the 95th and Jamaica construction project for year end December 31, 2019.
E 3.2% Off-sale Liquor Licenses – Linn Retail Centers, Inc.
Staff Recommendation: Authorize issuance of 3.2% Off-sale Liquor Licenses to Linn Retail Centers, Inc. dba Cottage
Grove BP located at 8490 East Point Douglas Road South, and Holiday #3512 located at 6921 Pine Arbor Drive.
F Sale of Surplus Property
Staff Recommendation: Authorize Public Works to advertise and sell surplus property on Cranky Ape.
G Mixed-Use District Ordinance Amendment & Rezoning
Staff Recommendation: 1) Pass Ordinance 1021 enacting Cottage Grove City Code Title 11, Chapter 10A, Section 6,
and Title 11, Chapter 10D, Section 10, and amending Cottage Grove City Code Title 11, Chapter 10B, Section 1 and
Title 11, Chapter 10C, Section 1 regarding the creation of a new Mixed-Use zoning district. 2) Pass Ordinance 1024
rezoning certain properties to M-U, Mixed Use, as reflected in the attached Zoning Map. Properties impacted by
the proposed zoning amendment including certain prop¬erties north and east of 80th Street and Highway 61 and
certain properties north and east of Jamaica Avenue and Highway 61.
H Planning Commission Chair Appointment
Staff Recommendation: Appoint Tony Khambata as the Planning Commission Chair.
I Approval of Rental Licenses
Staff Recommendation: Approve the issuance of rental licenses to the properties in the attached table.
J Hamlet Park Expansion Phase 2
Staff Recommendation: Adopt Resolution 2020-041 approving the plans and specifications and establishing an
April 9, 2020, bid date for the Hamlet Park Expansion Phase 2 Project.
K 2020 Joint Seal Coating Project
Staff Recommendation: Adopt Resolution 2020-039 approving the plans and specifications and establishing an
April 23, 2020, bid date for the 2020 Joint Seal Coating Project.
L 2020 City-Wide Sweeping Quotes
Staff Recommendation: Adopt Resolution 2020-040 awarding the 2020 City-Wide Sweeping Project to the low
quote supplied by Mike McPhillips, Inc. for $85.00 per hour.
M Public Service Commission Chair
Staff Recommendation: Reappoint Steve Ingram as Public Service Chair.
N Summers Landing 4th Addition Street & Utility Improvements
Staff Recommendation: Adopt Resolution 2020-043 approving the feasibility report and authorizing the
preparation of plans and specifications for the Summers Landing 4th Addition Street & Utility Improvements.
8 APPROVE DISBURSEMENTS
A Approve payments for the period of 2/28/2020-3/12/2020 in the amount of $1,007,255.87.
9PUBLIC HEARINGS
A 80th & Hemingway Market-Rate Multi-Family Housing Development
Staff Recommendation: 1. Hold the public hearing on the sale of property at 7516 80th Street South from the
Cottage Grove Economic Development Authority to 80th & Hemingway LLC. 2. Pass Ordinance No. 1023 approving
the zoning amendment to change the zoning of property located at 7516 80th Street South from B-1, Limited
Business, to M-U, Mixed Use District, with a Planned Unit Development (PUD). 3. Adopt Resolution 2020-038
approving a site plan review for a 120-unit market rate multi-family housing development at 7516 80th Street
South. 4. Adopt EDA Resolution 2020-001 approving the sale of property from Cottage Grove Economic
Development Authority to 80th & Hemingway LLC for development purposes. 5. Approve the Development
Agreement with 80th & Hemingway LLC.

Staff Recommendation: 1. Adopt Ordinance No. 1022 approving a zoning amendment to change the zoning of
property located north of 65th Street South and East of Geneva/Century Avenue from AG-2, Agricultural and R-2.5,
Residential Single Family, to R-3, Single Family Residential with a Planned Unit Development (PUD). 2. Adopt
Resolution 2020-042 approving the preliminary plat for Sullivan Pines, which will consist of 247 lots for single-
family homes.
