This request would rescind Resolution No. 02-032 and approve a new resolution for the addition of equipment on the water tower. A new agreement with the City permitting AT&T to lease space on the Pine Hill water reservoir will also require City Council approval in addition to the 2020 CUP. Approval is subject to the provisions of the zoning ordinance and any conditions required by the City. Background Initial approval of a lease agreement and CUP for AT&T's installation of equipment on the Pine Hill water tower was in August 1999. This approval permitted the installation of the existing equip- ment on the tower (six antennas) as well as construction of the equipment shelter. The current conditional use permit approval in 2002 (Resolution No. 02-032) permitted the instal- lation of an additional three antennas for a total of nine antennas on the tower. No modifications to the equipment shelter were proposed at that time. The upgrade would increase the number of radios from 6 to a total of 15. The proposed scope of work would also include increasing the number of distribution boxes to a total of 12 from the current 4. The work would also include new cable to be run through the interior of the water tower as well as new equipment added to the shelter on site. All existing equipment would be relocated to the new handrail. All cables, handrails, and equipment must be painted the same color as the tower. City Department Review The City's Technical Review Committee reviewed this application under those criteria. The Com- mittee found that the CUP criteria could be met, and the conditional use permit for AT&T Mobility could be approved subject to conditions. Public Hearing Notices The public hearing notice was mailed to 63 property owners who are within 500 feet of the site and published in The Bulletin on March 11, 2020. Recommendation That the Planning Commission recommend that the City Council rescind Resolution 2002-032 and approve SAC Wireless, LLC on behalf of AT&T Mobility's request to allow the replacement and addition of equipment at the City's Pine Hill Water Tank location as shown on AT&T's site plan prepared by Ramaker & Associates, Inc. dated February 25, 2020, subject to the following conditions: 1. All applicable permits (i.e., building, electrical, mechanical) and a commercial plan review packet must be completed, submitted, and approved by the Building Official, Fire Marshal, and Public Works Director prior to the commencement of any construction activities. 2. Applicant shall provide Public Works Department with all drawings, plans, and specifica- tions of the replacement equipment and additional equipment. 3. Applicant must replace existing guardrail prior to installation of equipment to the water tower. 4. Applicant will continue to work with the Public Works Department to finalize the lease area and must execute a Lease Amendment. 5. Applicant must submit as -built drawings to the City upon completion of the installation. 6. Applicant must comply with the terms and conditions of the Lease. 7. The applicant must schedule a pre -construction meeting with the Public Works Director and City Engineer before work can begin. 8. Advertising on the antennas or equipment building is prohibited. 9. Outdoor storage is prohibited. 10. Color and sample materials for all cables, antennas, mounting brackets/braces, and equip- ment must be submitted to the Public Works Director for final approval prior to issuance of the building permit. All cable, railings, and equipment must be painted to match the tower. 11. No significant change in the use or design of the antennas may be made without consent of the Public Works Director. Minor modifications to service or use may be considered if such changes will not cause the wireless equipment to violate the performance standards set forth in the City Codes or the conditions of this conditional use permit or lease agreement. 12. Utilities must be installed underground as approved by the Public Works Director. 13. The applicant must restore turf areas damaged by construction at the water tower site by providing a minimum of four inches of topsoil and seeding and watering of all disturbed areas. Seed mix shall be approved by the Public Works Director. 14. Resolution 2002-032 is hereby rescinded. The water tower is 121 feet high and AT&T's antennas are mounted at an elevation of 128 feet. The existing AT&T cabinets and ground equipment are located inside the shelter at the base of the tower. AT&T is proposing the following modifications to the existing site: 1) Remove (6) existing antennas and replace them with (6) new antennas (3 - NNH4-65C-R6, 3 — EPBQ-654L8H6-L2), 2) Add (9) new radio units (3 - Airscale 825/66 Dual Band RRHs, 3 - Airscale 135/29 Dual Band RRHs, 3 - RRH4x25-B30 RRHs), 3) Remove (3) existing radio units and replace them with (3) new radio units (Airscale 812/14 Dual Band RRHs), 4) Remove and replace existing power plant cabinet located inside existing shelter, 5) Install new handrail prior to antenna and radio upgrades. ANTENNAS: Three (3) sectors currently consist of three (3) panel antennas each for a total of nine (9) existing panel antennas. The total number of antennas will not be changing with this proposed modification. New antennas will be mounted at the same height as the ones being removed. See page A3 of the plans submitted with this application for reference. Specifications for the new antennas can be found on page A6. RADIOS: Three (3) sectors currently consist of four (4) radio units each for a total of twelve (12). The total number of radios will be increasing with this proposed modification. Radios are mounted behind the antennas and do not impact the height of the array. See page A4 of the plans submitted with this application for reference. Specifications for the new radios can be found on page A6. CABINETS: AT&T has existing cabinets located at the base of the water tower and is not proposing to install any new equipment cabinets at this time. All installations proposed are occurring within the existing cabinets. See page A2 of the attached plans for equipment plan. MODIFICATIONS: Per SEH and City request, AT&T to have new handrail installed prior to antenna and radio upgrades. All equipment to be relocated to new handrail. Site Selection The site was selected for modification because the existing facility provides sufficient space for antennas to provide better coverage to users within the area.
