D Kingston Park Conservation Partners Legacy Grant Agreement
Staff Recommendation: Adopt Resolution 2020-048 to authorize acceptance of $121,898 from the MN Department
of Natural Resources Conservation Partners Legacy Grant Program to restore 38 acres of Kingston Park to native
prairie and wetland.
E National Economic Development Week Proclamation
Staff Recommendation: Proclaim May 4 - 9, 2020 as National Economic Development Week in the City of Cottage
Grove.
F River Oaks Equipment Purchase
Staff Recommendation: 1. Authorize staff to purchase a bed knife sharpener, reel grinder, turf sweeper and grill
station from TCB Properties in the amount of $7,500. 2. Authorize staff to publicly sell a Foley bed knife sharpener
and reel grinder from River Oaks.
G Washington County Cooperative Weed Management Area Memorandum of Understanding
Staff Recommendation: Approve the Memorandum of Understanding among the Washington County Cooperative
Weed Management Area Partners.
H Official Newspaper Designation
Staff Recommendation: Designate the Saint Paul Pioneer Press as the City of Cottage Grove's newspaper for official
publications, effective April 16, 2020.
I Raffle Permit - Minnesota Farm Bureau Foundation
Staff Recommendation: Authorize issuance of a single-occasion gambling permit to the Minnesota Farm Bureau
Foundation for a raffle at River Oaks Golf Course and Event Center on June 23, 2020.
J Accept Donations First Quarter 2020
Staff Recommendation: Adopt Resolution 2020-051 accepting donations received between January 1 and March
31, 2020.
K Minnesota Department of Health COVID-19 Grant Award
Staff Recommendation: Authorize acceptance of the COVID-19 Response Grant from the Minnesota Department of
Health in the amount of $44,000.
L CodeRED Joint Powers Agreement
Staff Recommendation: Authorize entrance into the CodeRED joint powers agreement with the Washington County
Sheriff's Office.
M Accessory Structure Conditional Use Permit - 10670 Lehigh Road South
Staff Recommendation: Adopt Resolution 2020-049 approving a conditional use permit to allow for a total of two
detached accessory structures totaling a maximum of 3,500 square feet with a maximum building height of 20 feet
and a remaining legal non-conforming agricultural building on the property located at 10670 Lehigh Avenue South.

Staff Recommendation: 1. Adopt Resolution 2020-053 approving the final plat for Eastbrooke 2nd Addition. 2.
Approve the Eastbrooke 2nd Addition Development Agreement with Eastbrooke Development LLC. 3. Adopt
Resolution 2020-054 approving the Eastbrooke 2nd Addition development plans and specifications dated
04/09/2020, as prepared by James R. Hill Inc.
O River Acres Well Sealing Project – Approve Plans and Specifications and Establish a Bid Date
Staff Recommendation: Adopt Resolution 2020-057 approving the plans and specifications and establishing a May
14, 2020, bid date for the River Acres Well Sealing Project.
P Granada Avenue Well Sealing Project – Approve Plans and Specifications and Establish a Bid

Staff Recommendation: Adopt Resolution 2020-056 approving the plans and specifications and establishing a May
14, 2020, bid date for the Granada Avenue Well Sealing Project.
Q 2020 Joint Crack Sealing – Quote Award
Staff Recommendation: Adopt Resolution 2020-055 awarding the 2020 Joint Crack Sealing Project to the accepted
quote supplied by Asphalt Surface Technologies (ASTECH) Corporation in the amount of $90,906.48.
R 2020 Joint Street Striping – Quote Award
Staff Recommendation: Adopt Resolution 2020-058 awarding the 2020 Joint Street Striping project to the lowest
accepted quote supplied by AAA Striping Service Co. in the amount of $58,142.94.

A Approve disbursements for the period of 3/27/2020 thru 4/9/2020 in the amount of

A West Point Douglas Road Rehabilitation Project – Jamaica Avenue to Belden Boulevard Bid
Award
Staff Recommendation: Adopt Resolution 2020-060 awarding the bid for the West Point Douglas Road
Rehabilitation Project to GMH Asphalt Corporation in the amount of $1,906,029.12.
B 80th Street Reconstruction Project – Jamaica Avenue to Keats Avenue
Staff Recommendation: Adopt Resolution 2020-059 awarding the bid for the 80th Street Reconstruction Project to
Ryan Contracting Company in the amount of $4,037,132.50.
C Hamlet Park Expansion Phase 2 – Reject All Bids and Establish a New Bid Date
Staff Recommendation: Adopt Resolution 2020-061 rejecting all bids received on Monday, April 13, 2020, for the
Hamlet Park Expansion Phase 2 Project, and establishing a new bid date of May 14, 2020.

A Langdon Hills
Staff Recommendation: A. Pass Ordinance No. 1025 approving a zoning amendment to change the zoning of
property located north of 65th Street South and west of Hinton Avenue from R-1, Rural Residential, to R-3, Single
Family Residential, with a PUD, Planned Unit Development. B. Adopt Resolution 2020-050 approving the
preliminary plat for a residential subdivision to be called Langdon Hills, which will consist of 51 lots for single-family
homes and 3 outlots.
BNorthwick Park
Staff Recommendation: A. Pass Ordinance No. 1026 amending the zoning of the parcel located at 9260 Military
Road South and the vacant agricultural parcel to the east from AG-1, Agricultural Preservation, to R-3, Single
Family Residential, with a PUD, Planned Unit Development. B. Adopt Resolution 2020-052 approving the
preliminary plat for a residential subdivision to be called Northwick Park that would create 71 lots for detached
single-family homes and 3 outlots.
C 2020 Strategic Plan
Staff Recommendation: Review and approve the Strategic Plan.
D Police Officer Hiring Authorization
Staff Recommendation: Authorize the addition of one police officer position, increasing the staffing level to 43
licensed police officers.
