(Remote Meeting, completed via Zoom) 1. CALL TO ORDER: Meeting called to order by Gorall at 2:00 p.m. 2. ROLL CALL Committee members present: Chairperson Angela Gorall (Woodbury), Jennifer Levitt (Cottage Grove), Clint Gridley (Woodbury), Robin Roland (Cottage Grove), Lee Vague (Woodbury), Pete Koerner (Cottage Grove). Also present: Dan Anselment HERO Public Safety Training Manager, Greg Rinzel (Cottage Grove), and Kris Mienert (Woodbury). 3. PRESENTATIONS: None 4. CONSENT AGENDA A. HERO FOC Meeting Minutes – February 18, 2020 Regular Meeting Minutes B. Oakdale PD Tier II Contract Motion by Vague/Roland to approve the consent agenda as presented. Roll call vote. Motion carried 5 to 0, with Gridley abstaining. 5. APPROVE DISBURSEMENTS A. Approve payments from 2/20/2020 to 3/25/2020 in the amount of $30,957.85. B. Review February 2020 P&L Statement C. Review 1st Quarter Detail vs. Budget Roland noted that March documents will include a budget to actual report for FOC review. Motion by Gridley/Levitt to approve disbursements as presented. Roll call vote. Motion carried 6 to 0. 6. DISCUSSION ITEMS A. HERO Preventative Maintenance Agreement. Anselment reviewed the volume of traffic and use of the facility and need for maintenance of the mechanical equipment and HVAC systems as crucial to the keeping our systems operating efficiently. A contract to provide quarterly preventative maintenance for cooling systems, water pumps, air handling systems, heat pumps, 2 heating systems, hot water, entry heaters, exhaust and PRV system lead collection, Alerton controls, air compressor, heated sidewalk/floor heat and co detectors was reviewed. Air filters would be changed out quarterly and belts annually. The price does not include the changing of filters in the range and does not include an annual deep clean of the range ventilation systems, duct work and range surface areas. Two bids were received and reviewed. Motion by Roland/Gridley to approve a maintenance agreement with Kraft Mechanical for $10,100 per year. Roll call vote. Motion carried 6 to 0. B. Range Vac Pro R150. Anselment reviewed the current vacuum and needs for the facility, noting that we currently have one explosion proof vacuum that services both the 12 and 4 lane range. The current vacuum is best for vacuuming around the range stalls and at the steel trap. This vacuum is not good to vacuum up larger square foot areas on the main concrete floor which is often full of debris from paper and cardboard from targets being used at various distances. We currently do not have something that can vacuum larger square foot areas and are restricted with other options per OSHA. The Range Vac Pro R150 has been identified and is priced lower than any other range vacuum systems found for larger surface coverage areas. This vacuum is explosion proof and contains HEPA filters as well. Total cost for the vacuum with shipping is $3,699.00. A vacuum of comparison with similar features but not as wide of a suction deck is the Tiger Vac for $4,900.00. Motion by Levitt/Vague to approve the purchase of the Range Vac Pro R150 for $3,699. Roll call vote. Motion carried 6 to 0. C. MN OSHA On-site consultation Anselment updated the FOC on a February 26, 2020 visit from MN OSHA per our request for an on-site safety consultation. Several minor items noted from visit that have already been resolved or are in the process of being resolved. Several spots outside and inside of the shooting range were also swabbed and tested for lead contaminants as our baseline. Anselment reported the results were negative for lead present. This is attributed to constant cleaning on the range using wet vac system and explosion proof vacuum to mitigate lead contaminant build up. For the next visit, MN OSHA will be conducting lead monitoring of several selected individuals who will spend the day in the range or be cleaning out the back of the range. This has been postponed because of COVID-19. Lastly, the Carey air handler in the range mechanical was deemed a confined space so Anselment is working with Cottage Grove Public Works on a Lock out/Tag out program for the system to be in compliance. No FOC action, update only. D. Additional Supplies and costs from startup Due to COVID-19 Anselment noted a significant delay in getting additional costs for range supplies, etc. Global Industries cancelled our HERO center order for PPE that is needed to properly clear the back trap. Anselment is researching alternative PPE 3 options and is still working on additional costs for range maintenance, cleaning and hazardous waste disposal to present at future FOC meeting. Current estimates are supporting that HERO center work directly with Cottage Grove Public Works and arrange our own transportation for disposal to Washington County Hazardous Waste site. We would also transport our metals for recycling as well which will further save HERO money and provide us with more profit from recycling our brass and lead. Current rate to dispose of lead waste is $2 per pound. Anselment noted that on March 4, 2020 we submitted Notification of Regulated Waste Activity to the MN Pollution Control Agency. This is required as we generate and dispose of regulated lead waste. Gridley asked about how the delay has allowed for some of the research items. Anselment agreed that some re-focus on startup items has occurred. Rinzel clarified what will be disposed vs. what will be sold as metals recycling. No FOC action, update only. E. COVID-19 Cancellations and fiscal impact Anselment reviewed that, much like other business, the HERO Center has been impacted by the COVID-19 pandemic. Current impact, approximately 1,000 hours of training has been cancelled as a result. Anselment is working to document all losses from this for future reporting as needed. Four courses that had full class registrations have been rescheduled. Unfortunately, having to postpone these courses has limited the HERO Center’s ability to repeat another delivery of these courses sooner than originally planned which will also have an impact on HERO Center financially for 2020. Anselment noted that when agencies are able to start training again, we anticipate an overwhelming request for training space and will ask all agencies to be flexible as we try to accommodate all agencies in rescheduling their respective training dates. Owner agencies will get rescheduling priorities and some agencies may have to consider evening training hours to complete their needed training hours. Gridley commented on POST Board requirement delays for training was in is a recent Governor’s order. Anselment also updated the FOC on the Training Coordinator position noting that an offer is going to be extended tomorrow. Anselment reviewed the applicant’s background. A total of 200 applicants were reviewed, with approximately 50 interviewed. If accepted, the new employee would start on approximately April 20. FOC agreed that authorizations already given are acceptable, no further authorizations are necessary for this hiring process. Anselment noted that no internal re-opening date has been estimated at this point, but he is following what our two cities are doing for re-openings. Gridley noted that citing any dates publicly is not occurring for Woodbury. Anselment noted that range safety officers are being interviewed via Zoom, 22 total at this time. Plan is to keep the 4 process moving, but hours given to an employee is dependent upon operations. Some training may be necessary or classes required via Zoom to provide necessary range experience and certifications. No FOC action, update only. F. Washington County Tier 1 update and Oakdale PD Tier 2 update Anselment updated the FOC on the Tier 1 contract noting that the contract has been approved as to form by the County Attorney and a Board action is expected sometime in April. (Oakdale contract was approved via consent agenda.) Gridley inquired how the pricing structure was determined for Oakdale which Anselment reviewed. No FOC action, update only. Gridley requested an update on the overall construction and punch list. Levitt noted that all liquidated damages have been submitted through March 1. Some further evaluations on cost allocations is delayed, but everything has been and is being tracked to proceed to a closeout. The current value of the liquidated damages to date is $74,850.79 due to the gun range not being complete. Approximately $16,000 remains in the contingency. Anselment noted remaining punch list items which are being resolved and outstanding contractor issues. Mienert noted that the movable wall system is still under consideration for some future point in time. Gorall asked if the FOC had any future agenda item requests. None noted. Gorall noted the next meeting is scheduled for April 21. 7. ADJOURNMENT: Motion by Roland/Gridley to adjourn at 2:44 p.m. Roll call vote. Motion carried 6 to 0.
