E City Code Amendment - Liquor Control Proximity Restriction Clarification
Staff Recommendation: Pass Ordinance No. 1027 amending City Code Title 3, Chapter 12, related to liquor control
in order to clarify terminology regarding existing proximity restrictions.
F Granada Avenue Water Main Extension Project – Approve Private Property Agreements
Staff Recommendation: Approve the Agreement to Construct Lateral Water Line as part of the Granada Avenue
Water Main Extension Project with each individual property owner within the project limits.
G River Acres Water Main Extension Project: Approve Private Property Agreements and Approve
BNSF Railroad Agreements
Staff Recommendation: 1. Approve the Agreement to Construct Lateral Water Line as part of the River Acres Water
Main Extension Project with each individual property owner within the project limits. 2. Approve the BNSF Railroad
Agreements for work within their right-of-way subject to minor modifications by the City Attorney.

I Mobile Food Unit Ordinance Amendment
Staff Recommendation: Pass Ordinance No. 1028 repealing and replacing City Code Title 3, Chapter 13, regarding
the regulation of Mobile Food Units.
J Woodward Ponds
Staff Recommendation: 1) Adopt Resolution 2020-065 approving the Woodward Ponds final plat. 2) Approve the
Woodward Ponds development agreement with Ravine Parkway, LLC (Donnay Homes). 3) Adopt Resolution 2020-
066 approving the Development Plans for Woodward Ponds as prepared by Pioneer Engineering dated March 9,
2020.
K AFG PPE Grant Application
Staff Recommendation: Authorize the Public Safety Department to apply for an AFG PPE grant for $87,000 to aid in
providing our first responders with critical PPE needs to respond to the COVID-19 pandemic.
L Verizon Antenna Lease - Old City Hall Site
Staff Recommendation: Adopt Resolution 2020-067 rescinding, terminating and releasing Verizon conditional use
permits and tower lease agreement at 7516 80th Street South.
M Metropolitan Council Regional Solicitation Funding Applications
Staff Recommendation: Adopt Resolution 2020-070 supporting the applications for funding the following projects
through the Metropolitan Council Regional SolicitaƟon:1.Keats Avenue (CSAH 19) Underpass at Ravine Regional
Park.2.70th Street (CSAH 22) Underpass at Hardwood Avenue.
N 7903 113th Street Accessory Structure Variances
Staff RecommendaƟon: Adopt ResoluƟon 2020-069 approving the following variances:1.Allowing an accessory
structure to be located closer to the front property line than the principal structure on a residential property less
than five acres in size.2.Allowing an accessory structure to exceed the maximum allowable size of 1,000 square
feet, specifically to allow an accessory structure sized at 2,400 square feet.3.Allowing an accessory structure to
exceed the height of the principal structure by two feet.4.Allowing an accessory structure to vary from the
exterior material requirements.
O 2020 SWWD Cooperative Agreement/Residential Smart Irrigation Controller, Irrigation Audit
Program, and Water Conservation Program
Staff Recommendation: 1) Approve the Residential Smart Irrigation Controller Program Cooperative Agreement
with SWWD. 2) Approve expenditures from the Water Utility Fund of up to $100,000 to supplement the SWWD
contribution of $25,000 for implementation of the 2020 Water Conservation Activities. 3) Approve the work order
with Water in Motion.
P Summers Landing 4th Addition
Staff Recommendation: 1) Adopt Resolution 2020-071 approving the final plat for Summers Landing 4th Addition.
2) Approve the Summers Landing 4th Addition development agreement with Summergate Development LLC and
Swanlunds’, Inc.
Q EDA Appointment
Staff Recommendation: Appoint Erin Pash to the Economic Development Authority.
R 80th Street Reconstruction Project – Jamaica Avenue to Keats Avenue: Approve Xcel Energy
Underground Project
Staff Recommendation: Approve the Xcel Energy undergrounding project for poles along 80th Street from Jamaica
Avenue to Keats Avenue and to utilize the Sealcoating Fund to cover the undergrounding costs.
S Letter of Support to Washington County to Proceed with Cottage Grove Ravine Regional Park
Recreation Building Project
Staff Recommendation: Approve letter of support to Washington County to proceed with the recreational building
construction plans in accordance to the Cottage Grove Ravine Regional Park Lower Landing Master Plan.

A Approve payments for the period of 4/11/2020 - 4/30/2020 in the amount of $2,025,024.78.

Staff Recommendation: Adopt Resolution 2020-063 awarding the bid for the Granada Avenue Water Main
Extension Project to A-1 Excavating, Inc. in the amount of $1,434,278.00.
B 2020 Joint Seal Coating Project – Bid Award
Staff Recommendation: Adopt Resolution 2020-064 awarding the 2020 Joint Seal Coat Project to Allied Blacktop
Company in the amount of $213,668.70.
C Summers Landing 4th Addition Utility, Street & Lighting Improvement Bid Award
Staff Recommendation: Adopt Resolution 2020-068 awarding the bid for the Summers Landing 4th Addition Utility,
Street & Lighting Improvement Project to Northern Lines Contracting in the amount of $2,573,118.48.

Staff Recommendation: Review preliminary information for 2021 Budget and give direction to staff.
B Cottage Grove Convention and Visitors Bureau
Staff Recommendation: 1. Approve the Cottage Grove Convention and Visitors Bureau Board of Directors. 2.
Approve $8,175 in spending for the start-up of the Cottage Grove Convention and Visitors Bureau from the EDA
Trust Fund and reimbursed with local lodging tax revenue as it is collected.
C Small Business Emergency Assistance Program
Staff Recommendation: Based on discussion.
