Thursday, May 14, 2020 Economic Development Director Costello attended the
Budget Kick-Off Meeting budget kick-off meeting for the City of Cottage Grove 2021
budget.
Friday, May 15, 2020 Economic Development Director Costello attended the

Building Permit Statistics:
Between May 1 and May 31, 2020, there were 389 building permits issued with a total valuation of
$10,927,405, including 15 new single-family homes valued at $3,815,240 and 8 townhomes valued
at $1,406,295.

Current Project Updates
Building Construction Projects
Up North Plastics: The exterior of the new building is substantially complete. Interior fire suppression,
underground plumbing, rain leader plumbing, and mechanical work are taking place.
Renewal by Anderson: The temporary certificate of occupancy was issued. Exterior landscape needs
to be completed.
Well 7: The building permit for the building shell was issued.
80th & Hemingway Apartments: The plans for the footing and foundation portion of the project were
submitted for review.
PetSmart: This project is substantially complete.
Extra Space Storage: The temporary certificate of occupancy was issued; exterior grading and
landscaping still need to be completed.
All Saints Lutheran Church: A building permit was issued for a canopy. The footings have been
inspected.

Planning Commission Meeting May 18, 2020
The Planning Commission met on May 18, 2020, and reviewed the following applications:
Northern Natural Gas CUP, Site Plan Review, Zoning Amendment: The Planning Commission held
a public hearing for a conditional use permit, site plan review, and zoning amendment request for the
expansion of the Northern Natural Gas (NNG) town border station location at 10251 Old 70th Street
South.
NNG has requested expansion of their town border station with the addition of three new structures.
Two structures to be constructed are within the NNG-owned parcel, and one structure to be con-
structed is within a permanent facilities easement secured from the surrounding property owner
(Goebel). The request required a zoning amendment creating a planned unit development (PUD) over
the NNG-owned parcel and the additional 0.41 acres of permanent easement area, which allows for
flexibility in the setbacks and building structures within an agriculturally zoned district. By requesting
a PUD, the applicant is able to expand the town border station within a limited area as opposed to
o meet the required setbacks for the zoning
district.
NNG is proposing substantial natural screening to surround the site. A double row of coniferous trees,
clumped with various species, planted at eight feet in height will provide a landscape barrier as devel-
opment occurs within the area.

The Planning Commission unanimously (7-to-0 vote) recommended approval. This request will be
heard at the June 17, 2020, City Council meeting.
TNT Fireworks (Hy-Vee) ICUP: The Planning Commission held a public hearing for an interim
conditional use permit (ICUP) by TNT Fireworks to conduct temporary fireworks sales within the Hy-
Vee parking lot. Operations would take place within a 20-foot by 40-foot temporary tent in the
northwest corner of the Hy-Vee parking lot.
Merchandise would be stored within a temporary
storage container to be placed on site as well.
Employees will be at the site during all business hours
but would not need to stay during the overnight hours
given the merchandise will be stored in a secure con-
tainer. The tent and container will not be placed on
site until the temporary garden center operations have
been ended and tent structure removed. The
Commission unanimously (7-to-0 vote)
recommended approval of the ICUP. This application
will be heard at the June 3, 2020, City Council
meeting.
Planning Commission Meeting June 22, 2020
The following applications were received for the June 22, 2020, Planning Commission Meeting:
Wolterstorff Property Grading Permit Frattalone Companies has applied for a conditional use permit
to import/grade 100,000 cubic yards of gravel fill onto the Wolterstorff property north of Lake Robert.
Accessory Apartment Rental Ordinance Amendment: The City of Cottage Grove applied for a zoning
text amendment to bring accessory apartment requirements in the zoning ordinance into compliance
with the rental licensing requirements.

Up North Plastics Guard House and Canopy: Up North Plastics applied for a site plan review and
conditional use permit to add a guard house and weigh station and to provide a second access to their
site, located at 9480 Jamaica Avenue South, via Ideal Avenue.
AT&T Antennas on the Meadow Grass Water Tower: SAC Wireless, LLC, on behalf of AT&T Mobility,
has applied for an amendment to their existing conditional use permit (CUP) to allow additional wire-
less communication equipment to be attached to the Meadow Grass Water Tower located at 6950
Meadow Grass Avenue South.

Final Plats
Northwick Park: D.R. Horton, Inc. Minnesota submitted the final plat application for the first phase
of Northwick Park, which consists of 47 lots for detached single-family homes and 4 outlots. This
proposed subdivision will be located on the parcel located at 9260 Military Road South and the vacant
agricultural parcel to the east. This final plat is tentatively scheduled for the July 15 Council agenda.
Annual Demographic Estimates
The Metropolitan Council has released the annual demographic estimates. As of April 1, 2019, the
City has an estimated population of 37,795 in 12,867 households, with a household size average of
2.933 persons per household. There is always a one-year delay between the reporting date and the
estimate date.
