MINUTES
CITY OF COTTAGE GROVE
ADVISORY COMMITTEE ON HISTORIC PRESERVATION
March 10, 2020
Pursuant to due call and notice thereof, a meeting of the Advisory Committee on Historic
Preservation was duly held at the Cottage Grove City Hall 12800 Ravine Parkway South,
Cottage Grove, Minnesota, on the 10th day of March, 2020.
I. CALL TO ORDER
Chair Japs called the meeting to order at 7:00. Chair Japs introduced the new Community
Development Director, Ben Boike.
II. ROLL CALL
Burbank took the roll.
MEMBERS PRESENT: Joseph Gall, Beverly Gross, Herb Japs, Jan Japs, Verlyn
Lindemann, Corinne Marz, Herb Reckinger, Marie Sumstine
MEMBERS ABSENT: None
OTHERS PRESENT: John M. Burbank, Senior Planner
Councilmember Thiede
Bud Gross, Citizen
Ben Boike, Community Development Director (excused 7:30)
III. APROVAL OF THE AGENDA
Gall moved to accept the agenda as transmitted. Reckinger seconded the motion. The
agenda was passed as transmitted.
IV. OPEN FORUM
None
V. ACTION ITEMS
A. Review 2020 Meeting Schedule
Burbank shared the proposed 2020 meeting schedule. The ACHP were satisfied with
the schedule and supported it as transmitted.
B. 2020 Bylaw Discussion
Burbank reported that since the ACHP was a subcommittee of the Parks Commission,
there are no separate adopted bylaws. Chair Japs stated that in the past, there used

to be a liason of the Parks Commission in attendance at ACHP meetings and thought
it would be a good thing to reinstate. Tha ACHP concurred. Burbank said he would
speak with the Parks Director about the topic. The ACHP did not take any additional
action on this topic.
C. Election of Officers
Burbank asked the ACHP if there was anyone interested in being Chair. Having no
response, he asked Herb Japs if he would continue with the support of Councilmem-
ber Theide. Both he and Councilmember Theide responded affirmatively. Japs solic-
ited nominations for Vice Chair. Gall nominated Reckinger. Being no further
nominations, Reckinger accepted position of Vice Chair for 2020. The ACHP was in
unanimous support of the actions. The ACHP did not take any additional action on
this topic.
D. Historic Program and Property Prioritization Review
Burbank reported that Administrative staff wanted the ACHP to review the Historic
Property Inventory and prioritize the top 30 sites in need of ACHP review and in-
volvement. The ACHP held a general discussion, and Burbank reported that he would
bring the list for review at the next ACHP meeting. The Committee was in unanimous
support of the action. The ACHP did not take any additional action on this topic.
E. Historic Preservation Month and Proclamation
Burbank shared the proposed 2020 Historic Preservation Month Council Proclama-
tion. The ACHP were in unanimous support of the document. Burbank reported that it
would be read at the May 6 Council Meeting. The ACHP did not take any additional
action on this topic.
F. Historic Preservationist of the Year 2020 Nomination Discussion
Burbank requested that the ACHP solidify their nomination for the 2020 Historic
Preservationist of the Year. The ACHP held a general discussion on the topic and
unanimously recommended that the recommended nominee for the award be Rod
Hale based on his efforts to continue the tradition of producing maple syrup, which is
a food craft that has been practiced in Cottage Grove since pre-recorded history, and
for sharing his interest and knowledge with others in the community and region (Gall
motion, Jan Japs second). Burbank reported that the award would be presented at the
May 6 Council Meeting. The ACHP did not take any additional action on this topic.
VI. PROJECT UPDATES
A. Accacia Lodge Tour Recap and Discussion
The ACHP reviewed photos and discussed their tour of Accaci Lodge 51 in Septem-
ber 2019. The ACHP did not take any additional action on this topic.
B. Grey Cloud Lime Kiln/River Access Project
Burbank reported that he was continuing to reach out to the representative of the
estate in relation to this project. The ACHP did not take any additional action on this
topic.

Burbank stated that he continues to get phone calls from parties interested in finding
an adaptive reuse for the property. The ACHP did not take any additional action on
this topic.
D. Old Cottage Grove Historic District
The ACHP continued the discussion of the logistics of the creation of a special district
for old Cottage Grove. Points of discussion were potential grants, tax breaks, City
permit fee waivers, and allowing income producing uses. The ACHP also reiterated
that new construction should be complementary and proportionate to adjacent land
uses. After a general discussion, the ACHP did not take any additional action on this
topic.
VII. APROVAL OF MINUTES
The September 10, 2019, minutes were reviewed and approved as distributed with Gall
making the motion and Gross seconding it. No additional action was taken.
VIII. HISTORIC INQUIRIES, ARTICLES, AND RESEARCH INFORMATION
A. The ACHP discussed the Historical Whisperings – January, 2020. The ACHP did not
take any additional action on this topic.
B. The ACHP discussed the PAS Quick Note #83 related to Historic Preservation. No
action was taken.
IX. COMMITTEE COMMENTS / ITEMS OF INTEREST
Gross shared some articles of historic interest. She then gave her resignation from the
ACHP. She said that after 17 years on the Committee, the time was right to make her exit.
The ACHP thanked her for serving and stated that she would be missed. Burbank said he
would report her resignation to the City Council and invited Bud Gross to apply for the re-
cently vacated ACHP position. The ACHP did not take any additional action on this topic.
X. COUNCIL LIAISON COMMENTS
Theide shared information on the proposed development of the Posavad property and that it
involves an old house on the City’s Historic Property Inventory.
XI. STAFF COMMENTS
Burbank reported that he was given an anonymous CD with pictures of the “Marquardt Clan.”
The ACHP reviewed the photos and had a general discussion. Burbank responded that he
was able to track down the owner of the CD. The ACHP did not take any additional action on
this topic.
XII. ADJOURNMENT
Gall moved to adjourn the meeting at 8:47 p.m. Jan Japs seconded the motion and the
meeting was unanimously adjourned.
