B City Council Meeting Minutes - May 28, 2020 Special Meeting Staff Recommendation: Approve the May 28, 2020 City Council Special Meeting Minutes. C Public Safety Board Speed Sign Donation Staff Recommendation: Accept the donation of a Traffic Logix SafePace Evolution 11 portable speed sign from the Cottage Grove Public Safety Board valued at $2,724.00. D Public Safety Board AED Donation Staff Recommendation: Accept the donation of 3 LifePak AEDs from the Cottage Grove Public Safety Board valued at $4,024.95. E AT&T Wireless Lease Agreement Staff Recommendation: Approve the first amendment to the amended and restated site lease agreement with AT&T. F Accept Donation from LSP-Cottage Grove Staff Recommendation: Adopt Resolution 2020-090 accepting the 2020 donation from LSP-Cottage Grove. G 2020 Municipal Recycling Grant Staff Recommendation: Approve the 2020 Grant Agreement for Municipal Recycling with Washington County in the amount of $55,066.00. H Property Appraisal Authorization - 9165 and 8991 West Point Douglas Road Staff Recommendation: Authorize the appraisal of 9165 and 8991 West Point Douglas Road by Patchin Messner Valuation Counselors for a total cost of $4,500. I Marathon Petroleum Foundation Grant Staff Recommendation: Accept the donation of $14,323.00 from Marathon Petroleum Foundation to be used for equipment purchases for Cottage Grove Fire L1 (Aerial Ladder Truck). J Northern Natural Gas – Conditional Use Permit, Site Plan Review, and Zoning Amendment Staff Recommendation: 1) Adopt Resolution 2020-089 approving a conditional use permit and site plan for Northern Natural Gas to allow for the construction of three additional equipment structures and the expansion of the Northern Natural Gas operational area at 10471 Old 70th Street South. 2) Pass Ordinance No. 1029 approving a zoning amendment for a PUD, Planned Unit Development, allowing for reduced setbacks and multiple accessory structures within the AG-1, Agricultural Preservation zoning district. K AT&T Mobility – Conditional Use Permit Staff Recommendation: Adopt Resolution 2020-088 rescinding Resolution 2002-032 and approving the conditional use permit to allow the replacement and addition of equipment at the City’s Pine Hill Water Tank location as shown on AT&T’s site plan prepared by Ramaker & Associates, Inc. dated February 25, 2020. L Small Business Emergency Assistance Grants Staff Recommendation: Approve five Small Business Emergency Assistance Grants of $10,000 each to Carbone's Kitchen and Pub, Cedarhurst, Cottage Grove Florist, Hound Around, and Salon 80 Hair Studio. M Summers Landing 2nd Addition Final Streets Improvements – Approve Plans & Specifications and Establish Bid Staff Recommendation: Adopt Resolution 2020-091 approving the plans and specifications and establishing a July 16, 2020 bid date for the Summers Landing 2nd Addition Final Streets Improvements. N Stormwater Management Agreement with 80th & Hemingway LLC Staff Recommendation: Approve the Stormwater Management Agreement with 80th & Hemingway LLC. 8 APPROVE DISBURSEMENTS A Approve payments for the period of 5/29/2020 - 6/11/2020 in the amount of $1,443,743.94. 9PUBLIC HEARINGS 10 BID AWARDS 11 REGULAR AGENDA A Facade Improvement Program Applications Staff Recommendation: 1. Approve the Culvers of Cottage Grove project with an award letter and a contract for $25,000 as part of the Façade Improvement Grant Program. 2. Authorize approval of an additional $50,000 of funding for the program through the EDA Trust Fund with an award letter and contract for $25,000 to Jamaica Plaza LLC and $25,000 to Crown Estates Family, LLP (Shoppes at Gateway North). 12 COUNCIL COMMENTS AND REQUESTS 13 WORKSHOPS - OPEN TO PUBLIC A Community Center Workshop Staff Recommendation: Give staff direction on two points prior to proceeding with the referendum process: 1. Referendum Schedule. 2. Aquatics Inclusion. 14 WORKSHOPS - CLOSED TO PUBLIC A City Administrator Performance Evaluation Staff Recommendation: Close the meeting pursuant to MN Statute 13D.05 Subd. 3.(a) to conduct a performance evaluation of City Administrator Jennifer Levitt. 15 ADJOURNMENT
