SP2020-033 & CUP2020-034 June 22, 2020 Page 2 of 9 Planning Considerations Background The original building was built by Whirlpool in 1965 and was used for the manufacturing and assembly of home appliances. Whirlpool vacated the property in the early 1980's. Since Up North Plastics purchased the property and received their initial CUP approval in 1985, the City has ap- proved multiple expansions to the site including several height variance requests for silo additions. The most recent expansion approval was in 2018, which allowed for the construction of an addi- tional 428,000 square foot building to the north of the existing building as well as an additional 28 silos, additional parking, and an additional railroad spur to the site. All 2018 Expansion Ordinance Criteria Up North Plastic's 88 -acre site is zoned 1-2, General Industry District. This zoning classification is consistent with the industrial land use designation shown on the Future Land Use Map of the City's Future Vision 2040 Comprehensive Plan. The proposed addition of infrastructure on the property are permitted uses in the 1-2 District. The City's Zoning Ordinance requires site plan approval for new structures or major additions to existing structures and operations. The purpose of the site plan review is to ensure that new development conforms to the City's development standards and ordinance regulations. Plastics manufacturing and fabrication is a conditional use in the 1-2 District. All minimum requirements are compliant and met for the proposed addition to the site. Employees and visitors would continue to access the site off 95th Street or at the north end of the Ideal Avenue cul-de-sac. SP2020-033 & CUP2020-034 June 22, 2020 Page 4 of 9 The applicant has indicated that the recently approved 428,000 square foot expansion will result in an additional 500 truck trips to the site per month, creating the need for the additional access. The proposed access would likely take away from the additional truck traffic and prevent any potential backups or truck parking on 95th Street. With the increased number of trips to the site, staff has requested the applicant provide detail related to the potential for stacking of trucks. Given Ideal Avenue will continue to be utilized for employee and facility access, the applicant has provided verification of the ability to stack four trucks comfortably within the Up North site off of the proposed access to avoid stacking of trucks on Ideal Avenue. Part of the current request requires three to four trees to be removed to provide additional access off Ideal Avenue, indicated below on the west side of the site. These trees are required per the approved landscape plan to provide additional screening of the site from the public right-of-way. Constructing the proposed additional access, guard building, and weigh station would not eliminate any current parking on the site. Architecture The proposed guard building is proposed to be approximately 14 feet by 36 feet and would include a restroom, utility room, and small office space and weigh station canopy. The proposed materials include masonry brick as well as metal panels aligning with the architectural materials used on all buildings within the Up North Plastics campus. SP2020-033 & CUP2020-034 June 22, 2020 Page 7 of 9 Stormwater Management Plan As a part of the 2018 expansion approval, the applicant provided a stormwater management plan. The plan provided drainage areas to an existing basin and directed disturbed drainage to the east to be treated in newly created basin areas. The proposed guard house and canopy addition in- creases the impervious surface on site and triggers the City's stormwater management rule. Because the applicant has not proposed additional storm infrastructure on site to address the additional runoff, the applicant is required to pay an off-site ponding fee in the amount of $17,008.26 to accommodate treatment of the additional runoff off-site. SP2020-033 & CUP2020-034 June 22, 2020 Page 8 of 9 Public Hearing Notices The public hearing notice was mailed to 25 property owners who are within 500 feet of the 88 - acre site and published in the St. Paul Pioneer Press on June 10, 2020. City Department Review Representatives from various City Departments reviewed the applicant's site plan review and conditional use permit applications on June 3, 2020. The Building Division will review the con- structions plans once a building permit application has been completed and submitted to the City for review. Recommendation That the Planning Commission recommend to the City Council the approval of the site plan review and conditional use permit amendment applications filed by Up North Plastics. This recommended approval will allow Up North Plastics to proceed in constructing their additional access to the Up North Plastics site off of Ideal Avenue South and a guard building. Approval of the applications is subject to the following conditions: All applicable permits (i.e., building, electrical, mechanical) and a commercial plan review packet must be completed, submitted, and approved by the Building Official, Fire Marshal, City Engineer, and Public Works Director prior to the commencement of any construction activities. 2. All lighting must meet City Code requirements and be downward directed with cut-offs. The specifications of all light fixtures must be provided with the application for a building permit. 3. The final architectural plans and exterior construction materials and colors must be reviewed and approved by the Community Development Department prior to the issuance of a building permit. 4. The applicant must provide the City with an as -built survey of all private utilities prior to issuance of the certificate of occupancy. 5. Storm sewer pipe must be reinforced concrete pipe (RCP) 6. Any trees removed as a part of the access installation and guard building construction that are on the approved landscape plan dated: 12/12/18 are required to be replaced on site. The re- placement of any trees must be done prior to the issuance of a certificate of occupancy. 7. All ground surfaces impacted by construction activity must be seeded and mowed. 8. All comments in the City of Cottage Grove Engineering Department Letter dated June 15, 2020 must be addressed. 9. The required off site ponding fee per the City of Cottage Grove's Engineering Department letter dated June 15, 2020, shall be paid prior to the issuance of a building permit. As you are aware, Up North Plastics is currently expanding their operations to include a new manufacturing and warehouse facility on the northwest portion of their property. As detailed in the EAW submitted for the most recent expansion project for Up North Plastics, 500 trucks per month are expected to visit the new facility once it is at full capacity. This additional capacity will quickly overwhelm the current truck entrance and trucks will be forced to park along 95th awaiting access to the site in the current configuration. Additionally, the new facility is located on the opposite side of the 86.6 acre property from the existing truck entrance and guard house. A narrow corridor on the southwest portion of the current development also creates an area where site lines and elevations make navigating trucks around the corner very difficult and dangerous. For all of the reasons listed above, we ask that the City please consider the option for Up North Plastics to install a new guarded truck entrance off of Ideal Ave. This option will help alleviate congestion and potential backups on 95th and allow for easy truck access to the new facility. As the new facility will manufacture a slightly different product than the current operation, Up North Plastics would also like to request a new address be provided for this new entrance with an Ideal Ave address. The new address will allow us to easily communicate with truck drivers which entrance they should use to enter the property for their particular load or delivery.
