This request would rescind Resolution No. 2009-197 and approve a new resolution for the addition of equip- ment on the water tower. A new agreement with the City permitting AT&T to lease space on the Meadow Grass water reservoir will also require City Council approval in addition to the 2020 CUP. Approval is subject to the provisions of the zoning ordinance and any conditions required by the City. Background Initial approval of a lease agreement and CUP for AT&T's installation of equipment on Meadow Grass water tower was done November 2009. The upgrade would increase the number of radios from 12 to a total of 15. The work would also include replacement of one cabinet and maintaining one cabinet. All equipment must be painted the same color as the tower. City Department Review The City's Technical Review Committee reviewed this application under the criteria at their June 3, 2020 meeting. The Committee found that the CUP criteria could be met, and the conditional use permit for AT&T Mobility could be approved subject to conditions. Public Hearing Notices The public hearing notice was mailed to 156 property owners who are within 500 feet of the site and published in the St. Paul Pioneer Press on June 10, 2020. Planning Staff Report AT&T — Planning Case No. CUP2020-032 June 22, 2020 Page 4 of 5 Recommendation That the Planning Commission recommend that the City Council rescind Resolution 2009-197 and approve SAC Wireless, LLC on behalf of AT&T Mobility's request to allow the replacement and addition of equipment at the City's Meadow Grass Water Tank location as shown on AT&T's site plan prepared by Ramaker & Associates, Inc. dated May 15, 2020, subject to the following conditions: All applicable permits (i.e., building, electrical, mechanical) and a commercial plan review packet must be completed, submitted, and approved by the Building Official, Fire Marshal, and Public Works Director prior to the commencement of any construction activities. 2. Applicant shall provide Public Works Department with all drawings, plans, and specifica- tions of the replacement equipment and additional equipment. 3. Applicant will continue to work with the Public Works Department to finalize the lease area and must execute a Lease Amendment. 4. Applicant must submit as -built drawings to the City upon completion of the installation. 5. Applicant must comply with the terms and conditions of the lease. 6. The applicant must schedule a pre -construction meeting with the Public Works Director and City Engineer before work can begin. 7. Advertising on the antennas or equipment building is prohibited. 8. Outdoor storage is prohibited. 9. Color and sample materials for all cables, antennas, mounting brackets/braces, and equip- ment must be submitted to the Public Works Director for final approval prior to issuance of the building permit. City -specified manufactured colored coaxial cable will be required (painted coaxial cable will not be accepted). All cable, railings, and equipment must be painted to match the tower. 10. No significant change in the use or design of the antennas may be made without consent of the Public Works Director. Minor modifications to service or use may be considered if such changes will not cause the wireless equipment to violate the performance standards set forth in the City Codes or the conditions of this conditional use permit or lease agreement. 11. Utilities must be installed underground as approved by the Public Works Director. 12. The applicant must restore turf areas damaged by construction at the water tower site by providing a minimum of four inches of topsoil and seeding and watering of all disturbed areas. Seed mix shall be approved by the Public Works Director. 13. Resolution 2009-197 is hereby rescinded. C. REPAIR DEFECTIVE OR DAMAGED AREAS IN ACCORDANCE WITH ARTICLES 3.02 AND 3.03. NOTES FOR THE PENETRATIONS IN THE STIFFENER RING AND PROPOSED PENETRATIONS IN THE FLUTES: 1. THE PROPOSED PENETRATIONS CANNOT BE ON A FLUTE THAT HAS A SEAM. 2. ALL ADJACENT SURFACES MUST BE PROTECTED FROM METAL SHAVINGS PRODUCED BY THE DRILLING FOR THE PROPOSED PENETRATIONS, NOT LIMITED TO THE USE OF WELD BLANKETS. ALL METAL SHAVINGS ARE TO BE CLEANED UP AND PROPERLY DISPOSED OF. 3. ALL ATTACHMENTS TO PAINTED SURFACES ARE TO INCLUDE THE PLACEMENT OF NEOPRENE STRIPS BETWEEN HARDWARE AND POINTS OF CONTACT TO REDUCE/ELIMINATE DAMAGE TO THE PAINTED SURFACE. The water tower is 160 feet high and AT&T's antennas are mounted at an elevation of 164 feet. The existing AT&T cabinets and ground equipment are located inside the base of the tower. AT&T is proposing the following modifications to the existing site: 1) Remove (3) existing antennas and replace them with (3) new antennas (3 - NNH4-65C-R6), 2) Add (3) new radio units (3 - Airscale 65/29 Dual Band RRHs), 3) Remove (6) existing radio units and replace them with (6) new radio units (3 - Airscale B12/14 Dual Band RRHs, 3 - Airscale 1325/1366 RRHs), 4) Remove and replace existing power plant cabinet located inside existing shelter. ANTENNAS: Three (3) sectors currently consist of three (3) panel antennas each for a total of nine (9) existing panel antennas. The total number of antennas will not be changing with this proposed modification. New antennas will be mounted at the same height as the ones being removed. RADIOS: Three (3) sectors currently consist of four (4) radio units each for a total of twelve (12). The total number of radios will be increasing to (15) with this proposed modification. Radios are mounted behind the antennas and do not impact the height of the array. See page A4 of the plans submitted with this application for reference. Specifications for the new radios can be found on page A6. CABINETS: AT&T has existing cabinets located within the base of the water tower. AT&T is proposing to remove the existing power plant and install a new power plant. All installations proposed are occurring within the existing cabinets. Site Selection The site was selected for modification because the existing facility provides sufficient space for antennas to provide better coverage to users within the area. Upgrading the existing facility will be the least disruptive option for the community, in accordance with the county's zoning ordinance.
