HomeMy WebLinkAbout2020-04-21 FOC Meeting Minutes HERO TRAINING CENTER 4/21/2020 FACILITY OPERATIONS COMMITTEE MINUTES 10125 85TH STREET SOUTH COTTAGE GROVE, MINNESOTA 55016 REGULAR MEETING – 2:00 P.M. (Remote Meeting, completed via Zoom) 1. CALL TO ORDER: Meeting called to order by Gorall at 2:00 p.m. 2. ROLL CALL Committee members present: Chairperson Angela Gorall (Woodbury), Jennifer Levitt (Cottage Grove), Clint Gridley (Woodbury), Robin Roland (Cottage Grove), Lee Vague (Woodbury), Pete Koerner (Cottage Grove). Also present: Dan Anselment HERO Public Safety Training Manager, Greg Rinzel (Cottage Grove), and Kris Mienert (Woodbury). 3. PRESENTATIONS/UPDATES A. Administrative Training Coordinator Update: Anselment updated the Committee that Kristina Horner will be starting with the HERO Center on April 27, 2020. This will allow time to get her trained and ready to go when HERO can open back up for business, pending the outcome of COVID-19. B. RSO (Range Safety Officer) hiring process update Anselment updated the Committee that 11 RSO candidates are to be backgrounded, all with various backgrounds and experience. Many are retired LE who have extensive firearms background. Several candidates are in Army/Army National Guard with experience as RSO and weapons repair for the military. Ken Froelich is a Senior Range Safety Officer (SRSO) and with this certification through the NRA, can teach our entire group of RSO’s and get everyone certified as an RSO through the NRA program. Some individuals are already certified RSO’s through the NRA. Many of these RSO’s also teach permit to carry classes. As an incentive to teach for HERO and not with their training company, Anselment will be looking at having them teach courses specific for HERO Center with a different rate of pay while acting in a teaching role which would be figured into all course costs separate from the RSO salary annual expense. This would be similar to how Cottage Grove pays their golf pro’s now. Gridley questioned how many total will be hired. Anselment noted that 11 are being backgrounded, and that schedules will be very flexible and some with very limited hours. Anselment noted how they 2 will be used moving forward for various tasks they will be part-time hourly employees. A fixed rate of $18.00/hour is planned and there is potential for having a lead RSO. Levitt questioned about mobile friendly platform for public usage/scheduling which Anselment noted is still under review. C. Donation from GLOCK, Inc. Anselment noted his work directly with GLOCK and obtained (24) sets of hearing protection and eye protection for the public’s use on the shooting range. Anselment also obtained the following donated weapon systems from Glock to further support our training mission with proper equipment and weapon systems:  (4) GLOCK G17R pistols (for DT, RTR scenarios and drop a laser in for simulator)  (8) GLOCK G17T pistols (for simunition rounds) Gorall questioned if the FOC should take formal action accepting these donations. Motion by Roland/Vague to approve donations. Roll call vote. Motion carried 6 to 0. 4. CONSENT AGENDA A. HERO FOC Meeting Minutes – March 31, 2020 Regular Meeting Minutes Motion by Gridley/Levitt to approve the consent agenda as presented. Roll call vote. Motion carried 6 to 0. B. WASHINGTON COUNTY TIER I CONTRACT - $150,000.00 Anselment updated the FOC on the contract to be effective from 1/1/2020 through 12/31/2022. Anselment reviewed the rates included and the FOC discussion potential coordination of this membership with an entity like a private college. The FOC agreed that a review of the contract is needed regarding scheduling, which was reviewed, as well as past communications with the County. The FOC advised a legal opinion before proceeding with the contract as presented to determine scheduling prioritization and preservation of scheduling rights to the HERO Center if a private college is contracted. A further communication with the County will also be pursued. 5. APPROVE DISBURSEMENTS A. Approve payments from 3/26/2020 to 4/16/2020 in the amount of $11,459.39. B. Review 3/31/2020 Budget Worksheet YTD vs. Budget Motion by Roland/Gorall to approve disbursements as presented. Roll call vote. Motion carried 6 to 0. 6. DISCUSSION ITEMS A. HERO Range Rental Fees. Anselment presented a further review of our range fees and comparing to other ranges in the area, noting that he thinks that the FOC needs to strongly consider raising the cost of our range rental from either $175 to $195 per hour with a minimum of 2 hours required. Our 3 current rate is $107.50 per hour ($430 minimum required for 4 hrs). North Metro Range is charging $195 per/hr and South Metro Range is charging $225 per/hr. The FOC discussed options for increasing rates. The FOC recommended Anselment bring forward an updated proposed fee schedule as soon as feasible. A special meeting will be called as needed to seek approval. B. Additional Start-up costs Anselment noted that there is nothing new to report yet, he is still assessing what equipment and gear is needed to finish getting the range up and running. A list has been started, but additional numbers are still needed and have changed several times now. C. Construction Updates (Final Push) Anselment noted a list of updates on remaining identified items is attached to the packet for review. Remaining construction contingency is $16,058.69. Still waiting to hear on letter sent to Meggitt for losses as a result of their delay. RJM has not heard back yet. Levitt noted the punch list is moving forward toward completion and is pushing on contract closeout. Roland updated the FOC on the status of grant funding. Gridley questioned overall performance of contractors/architects which the FOC discussed. D. Rasmussen College Anselment noted we have been in discussion with Rasmussen College regarding use of the HERO Center to accommodate their 4-5 sessions of classes with 24 students in each class. A large majority of the hours needed are nights and weekends and would not interfere with the weekday operations of the HERO Center, nor the weekend public shoots on the range. Rasmussen does have a LETO State Patrol academy they run from August to December which would require specific set days to be blocked off just for Rasmussen use. This would require a guarantee to Rasmussen of the available space. Rasmussen does have some flexibility as to what area they use and on what day. They would need a classroom for each identified day. They are also adding a potential MPLS academy to start February to June 2022 which would follow the LETO schedule. Rasmussen needs a response in next week or two whether we can work with their needs. Coordination potentially with Rasmussen and scheduling with Tier I and partner members was discussed as well as applicable rates and potential revenues. Scheduling could start as soon as the summer of 2021, approximately. The FOC was supportive of pursuing this opportunity. E. COVID-19 Impact Anselment noted we are at approximately 1,335 hours of cancelled training hours at HERO with some additional cancellations expected with the extended dates given by the Governor. Will continue to compile all the data and once this has ended, we will complete a report of loss generated by COVID-19. The FOC reviewed anticipated next steps from the Governor and potential timing to get scheduling back on track. 4 Gorall questioned development of the 2021 budget and when that should proceed. Roland advised Anselment to begin working in May. Gorall noted the next meeting of the FOC is scheduled for May 19. No new agenda items were requested, several items from this agenda will be on the next agenda. 7. ADJOURNMENT: Motion by Levitt/Gridley to adjourn. Roll call vote. Motion carried 6 to 0.
