HomeMy WebLinkAbout2020-05-19 FOC Meeting Minutes HERO TRAINING CENTER 5/19/2020 FACILITY OPERATIONS COMMITTEE 10125 85TH STREET SOUTH COTTAGE GROVE, MINNESOTA 55016 REGULAR MEETING – 2:00 P.M. (Remote Meeting, completed via Zoom) 1. CALL TO ORDER: Meeting called to order by Gorall at 2:01 p.m. 2. ROLL CALL Committee members present: Chairperson Angela Gorrall (Woodbury), Jennifer Levitt (Cottage Grove), Clint Gridley (Woodbury), Robin Roland (Cottage Grove), Lee Vague (Woodbury), Pete Koerner (Cottage Grove). Also present: Dan Anselment HERO Public Safety Training Manager, Greg Rinzel (Cottage Grove), Kris Meinert (Woodbury), and Kristina Horner HERO Center Administrative Training Coordinator. 3. PRESENTATIONS and UPDATES A. Construction Updates Anselment updated the committee that there are still some items to be addresses. New lockers are to be installed in the coming weeks, HAVC duct work is being repaired, and glass was replaced in the range. There is an ongoing issue with water leaking in from the roof. There was a walkdown today with the original construction inspector, architect and project manager to discuss path forward. There was a site walk through for the facility grounds last week. From that, a punch list was created. RJM sent Meggitt a formal letter regarding progress of center. B. Range Safety Officer Orientation/Training at HERO May 27 – 28th. RSO’s will be certified as Range Safety Officers and receive certificate in First Aid/CPR/Stop the Bleed. 11 RSO’s were backgrounded and all passed background checks. The new hires will be attending training next week hosted by the HERO center. They will become certified Range Safety Officers and CPR/AED/First Aid. HERO Center is targeting a soft open June 6th under new COVID-19 guidelines. Gridley questioned adding additional “open to the public” range time. Anselment noted that we will be evaluating additional range time available to the public after our initial opening. C. COVID facility cancelled hours 3/13 – 5/13/2020 = 1,607 hours. 4. CONSENT AGENDA A. HERO FOC Meeting Minutes – April 21, 2020 Regular Meeting Minutes Staff Recommendation: Approve the Meeting Minutes from April 21, 2020 regular meeting. B. HERO FOC Meeting Minutes – April 28, 2020 Special Meeting Minutes Staff Recommendation: Approve the Special Meeting minutes from April 28, 2020 C. Washington County TIER 1 Updated Language-Contract Approval Staff Recommendation: Approve the WASHINGTON COUNTY TIER 1 Contract. Anselment updated the FOC that the contract will be signed once the FOC votes to approve. D. U.S. Immigration and Customs Enforcement-ICE Solicitation award Approval Staff Recommendation: Approve the 2020-2021 solicitation award for U.S. ICE Motion by Roland/Vague to approve the consent agenda as presented. Roll call vote. Motion carried 6 to 0. 5. APPROVE DISBURSEMENTS A. Approve payment from 4/17/2020 to 5/14/2020 in the amount of $18,379.27. B. Review and approve HERO Financial Statement YTD vs. Budget 4/30/2020. Motion by Gridley/Levitt to approve disbursements as presented. Roll call vote. Motion carried 6 to 0. 6. DISCUSSION ITEMS A.
