REGULAR MEETING – 2:00 P.M. (Remote Meeting, completed via Zoom)
1. CALL TO ORDER: Meeting called to order by Angela Gorall at 2:03PM
2. ROLL CALL
Committee members present: Chairperson Angela Gorall (Woodbury), Clint Gridley (Woodbury),
Robin Roland (Cottage Grove), Greg Rinzel (Cottage Grove on behalf of Pete Koerner) and Kris
Meinert (Woodbury on behalf of Lee Vague). Pete Koerner (Cottage Grove), Lee Vague (Woodbury)
and Jennifer Levitt (Cottage Grove) were excused.
3. PRESENTATIONS and UPDATES
A. Construction Updates
Anselment updated the committee on construction updates. Final punch-list is wrapping up. The
roofing company has come up to address and start to fix the various roofing leaks
4. CONSENT AGENDA
A. HERO FOC Meeting Minutes – June 23, 2020 Regular Meeting Minutes
Staff Recommendation: Approve the Meeting Minutes from June 23, 2020 regular meeting.
Motion by Gridley/Roland to approve consent agenda as presented. Roll call vote. Motion carried 5 to
0
B. DHS Immigration and Customs Enforcement (Detention Compliance Group) Sole
Source Contract Award Approval – Total Award $297,180.00 from 8/1/2020 to
7/31/2025)
Staff Recommendation: Approve the 2020-2025 Contract bid for ICE which was already reviewed by Kori
Land.
Motion by Gridley/Roland to approve consent agenda as presented. Roll call vote. Motion carried 5 to
0
5. APPROVE/REVIEW DISBURSEMENTS
A. Approve payment from 6/19/2020 to 7/23/2020 in the amount of $17,286.78.
Motion by Roland/Gorall to approve consent agenda as presented. Roll call vote. Motion carried 5 to
0
B. Review HERO Financial Statement YTD – For Review.
6. DISCUSSION ITEMS
A. HERO Center Course Offerings during COVID-19?
Staff Recommendation: Discuss whether HERO Center will postpone any elective course offerings for the
remainder of 2020. St. Paul PDI has cancelled all classes through 2020. Getting calls from people to
cancel or switch their August course registrations. Want further direction from FOC as this will impact
2020 budget.
Anselment discussed the effect of COVID-19 on course offerings. Regarding the Governor’s Executive
order 20-81, Anselment will be updating the COVID-19 Facility Use Guidelines for the HERO Training
Center to address the mask mandate and reinforce proper social distancing.
B. Discuss higher pay rate when RSO’s teach classes. RSO rate normally is $18.00 per
hour, proposing $30 for instruction, $40 per hour for lead instruction.
Anselment discussed new public course offerings for the HERO center and a proposed rate for our
RSO’s to teach
7. ADJOURNMENT: Motion by to adjourn Rinzel/Gridley. Roll call vote. Motion carried 5 to 0.
