B Planning Commission Minutes - July 27, 2020 Staff Recommendation: Accept and place on file the minutes from the Planning Commission meeting on July 27, 2020. C T-Mobile Antenna Lease - Innsdale Water Tower Staff Recommendation: Adopt Resolution 2020-112 approving the construction plans for the site lease agreement with T-Mobile LLC for the Innsdale water tower. D 2020 - 2025 Ice Arena Business Plan Staff Recommendation: Accept and place on file the 2020 - 2025 Ice Arena Business Plan. E Hy-Vee Outdoor Sales ICUP Staff Recommendation: Adopt Resolution 2020-114 approving an interim conditional use permit (ICUP) to allow temporary outdoor sales of seasonal/special products from a 20-foot by 80-foot tent in the Hy-Vee parking lot at 7280 East Point Douglas Road South. F 90th Street Speed Limit – Jamaica Avenue to Keats Avenue Staff Recommendation: Accept the speed limit authorization from MnDOT, which increases the speed of 90th Street South to 35 MPH between Janero Avenue and Jewel Avenue and to 40 MPH between Jewel Avenue and Keats Avenue. G Approval of Rental Licenses Staff Recommendation: Approve the issuance of rental licenses to the properties in the attached table. H Extension of Audit Contract Staff Recommendation: Approve Extension of Audit Contract with BerganKDV for the years ending December 31, 2020-2022 I Temporary Trail Construction Easement Agreements - Steichen Staff Recommendation: Approve the Temporary Construction Easements with Doug Steichen for trail construction between the Langdon Hills and Silverwood developments. J Cottage Grove Area Chamber of Commerce Raffle Permit Staff Recommendation: Authorize issuance of a single-occasion gambling permit to the Cottage Grove Area Chamber of Commerce for a raffle at John P. Furber Farm, 7310 Lamar Avenue South, on November 5, 2020. K 2020 Camel’s Hump Trail Construction – Quote Award Staff Recommendation: Adopt Resolution 2020-115 awarding the 2020 Camel’s Hump Trail Construction project to the accepted quote supplied by JM Hauling, LLC in the amount of $19,721.20. L Eastbrooke Neighborhood – Privately-Funded Public Park Staff Recommendation: Approve the easement agreement granting of a permanent non-exclusive easement to allow a privately constructed, funded, and maintained recreation amenity over and across the property legally described as Outlot E, Eastbrooke which is public open space. M 2020 Seal Coating Project Final Payment & Closeout Staff Recommendation: Accept the 2020 Seal Coating Project and adopt Resolution 2020-113 approving the final payment of $195,621.70 to Allied Blacktop Company. N Response to Open Forum Comments Regarding Construction-related Property Issues Staff Recommendation: Receive City Attorney response regarding construction-related issues at 1033 Portland Avenue in St. Paul Park. O Designated Hunting Zones Staff Recommendation: Approve the 2020 - 2021 maps designating boundaries for discharge of firearms and archery equipment for hunting. 8 APPROVE DISBURSEMENTS A Approve payments for the period of 8/14/2020 - 8/27/2020 in amount of $3,494,262.09. 9PUBLIC HEARINGS 10 BID AWARDS 11 REGULAR AGENDA A Certifying Preliminary 2021 Property Tax Levy Staff Recommendation: Adopt Resolution 2020-116 certifying the proposed preliminary 2020 property tax levy collectible in 2021. 12 COUNCIL COMMENTS AND REQUESTS 13 WORKSHOPS - OPEN TO PUBLIC A Workshop - CARES Act Funding Staff RecommendaƟon: Adopt ResoluƟon 2020-117 accepƟng and allocaƟng CARES Act Funding and approve the KA Sourcewell contract proposal for the expansion of kitchen facilities at River Oaks at a not to exceed price of $672,345. 14 WORKSHOPS - CLOSED TO PUBLIC 15 ADJOURNMENT
