Staff Recommendation: Recognize Kathi Buss for her 40 years of service to the City of Cottage Grove.
7CONSENT AGENDA
A City Council Meeting Minutes - August 19, 2020 Regular Meeting
Staff Recommendation: Approve the August 19, 2020 City Council Regular Meeting Minutes.
B Lindridge Parcel Deferred Assessment Waiver Amendment
Staff Recommendation: Approve the amended deferred assessment waiver agreement with Mary and Ian Lindridge.
C Approval of Rental Licenses
Staff Recommendation: Approve the issuance of rental licenses to the properties listed in the attached table.
D LiveBarn Agreement for Live Streaming Services at the Cottage Grove Ice Arena
Staff Recommendation: Authorize agreement with LiveBarn to provide live-streaming services at the Cottage Grove
Ice Arena.
E 2020 Tree Planting Contract
Staff Recommendation: Authorize the service agreement with Willow River Company in the amount of $33,998 for
material and labor to install 96 boulevard trees.
F Request for Conveyance of Tax Forfeited Property
Staff Recommendation: Adopt Resolution 2020-122 requesting conveyance of tax forfeited property.
G Influenza Immunization Clinic Agreement
Staff Recommendation: Authorize entrance into an agreement with Hennepin Healthcare System, Inc. to
administer an onsite influenza immunization clinic for city employees, contingent upon removal of any fees if the
clinic is cancelled due to pandemic, Emergency Declaration or Governor's Order per the City Attorney’s
recommendation.
H Noxious Weed and Plant Removal Assessments
Staff Recommendation: 1. Adopt Resolution 2020-120 declaring costs for the removal of noxious weeds and plants
from private properties. 2. Adopt Resolution 2020-121 calling a public hearing for October 7, 2020 to consider the
proposed assessments.
I Livable Communities Act Re-Enrollment
Staff Recommendation: Adopt Resolution 2020-118 approving re-enrollment in the Livable Communities Act
Program.
J COVID-19 Testing MOU with Washington County
Staff Recommendation: Authorize execution of a Memorandum of Understanding with Washington County
regarding COVID-19 Testing.
K Zion Lutheran Church Raffle
Staff Recommendation: Authorize issuance of a single-occasion gambling permit to Zion Lutheran Church to
conduct a raffle on October 25, 2020.
8 APPROVE DISBURSEMENTS
A Approve payments for the period of 8/28/2020 - 9/10/2020 in the amount of $1,522,264.29.
9PUBLIC HEARINGS
A Northwick Park – Vacation and Discontinuance of Permanent Drainage & Utility Easement
Staff Recommendation: 1. Hold the public hearing vacating and discontinuing the drainage and utility easement as
described in Washington County Document Number 420132. 2.Adopt Resolution 2020-119 approving the vacation
and discontinuance of the drainage and utility easement as described in Washington County Document Number
420132 and authorize the City Clerk to prepare a notice to be presented to the Washington County Auditor.
B Zywiec's "The Haunting Experience" Special Event & Temporary On-Sale Intoxicating Liquor
License
Staff Recommendation: 1) Hold the public hearing to consider the special event permit application for Zywiec's
"The Haunting Experience." 2) Authorize the issuance of a special event permit to Zywiec's Landscape & Garden
Center, contingent upon conditions outlined in the memo from Public Safety Director Koerner and Community
Development Director Boike dated September 9, 2020, and all applicable state and local statutes. 3) Authorize
issuance of a temporary liquor license to Spiral Brewery, who will be sponsoring the beer garden at the event on
October 22, 23, and 24, 2020.
