Between October 1 and October 31, 2020, there were 411 building permits issued with a total
valuation of $31,968,859, including 34 new single-family homes valued at $10,582,699 and 10
townhomes valued at $2,243,179.

Current Project Updates
Building Construction Projects
Grove 80: All underground footings and foundations have been inspected and approved, which closes
out Phase I of the project. The building permit for Phase 11, which is for construction of the building that
includes 120 apartments, has been issued with a valuation of $13,064,667. Spancrete panels
expected to arrive early next week.
Up North Plastics: The main building is substantially complete with continued construction on the silos.
Some areas will be opening up for occupancy starting in mid-November. The contractor is currently
digging the Tootin s Tor the Guard House.

Lindgren Dental: The 3,550 square foot addition to the existing 2,874 square foot dental office, which
includes seven additional treatment rooms and expansion of the waiting area, is substantially com-
plete. A temporary Certificate of Occupancy will be issued this week so the contractor can utilize two
of the treatment rooms and open the wall between the existing and new areas to allow the remodel of
the existing office and waiting room.

Air Gas: The permit for Phase II of the project, which includes construction of the buildings, has been
reviewed and issued with a valuation of $947,228. Inspections are continuing on the footings, foun-
dation, and slab work.
Washington County Lower Landing Trailhead Building: The 5,892 square foot building has been con-
structed, water service has been supplied from the building to the well location, the storm system to
storm pond has been completed, and the roofing finished. The interior plumbing, electrical, and
mechanical rough -in are being conducted with well drillers on site this week. The septic tanks have

River Oaks: The 1,500 square foot addition to the kitchen and banquet
areas has been constructed with framing, insulation, and rough -in
plumbing and heating inspections expected to be complete this week.
The roof has been installed and the contractor is installing the face brick
and exterior cladding.

Planning Commission Meeting — October 26, 2020
The Planning Commission met on October 26, 2020, and reviewed the following applications:
8811 92nd Street — Minor Subdivision: The property owner of 8811 92nd Street applied for a minor
subdivision to allow for the land split of their 1.85 -acre parcel into a 0.784 -acre parcel for future
commercial development and a 1.066 -acre parcel that would include the existing commercial
building. The parcel was platted in 2000 as part of the Pine Grove of Cottage Grove plat, which is
a mixed-use development PUD allowing for a commercial and residential townhome development.
The approved plat originally allowed construction of two commercial buildings on the 8811 92nd
Street parcel. One of the buildings was constructed in 2001, but the second was never constructed.
Given the current commercial market, the property owner is requesting the minor subdivision to
create an individual developable parcel to either be sold for development or to develop and sell
separately.

61 Marine — Minor Subdivision: 61 Marine & Sports applied for a minor subdivision to subdivide a
32.48 -acre parcel of land at the corner of Manning Avenue and Highway 61 into two parcels. The
smaller of the two parcels, which contains an existing outdoor storage yard for 61 Marine & Sports,
will be two acres in size, and the remainder of the parent parcel will be 30.48 acres. A site survey
detailing the proposed lot configuration is shown below:

Glacial Valley Estates — Preliminary Plat/Zoning Amendment: Donnay Homes applied for a pre-
liminary plat and zoning amendment for an 18.95 -acre property located just west of Keats Avenue
and north of the Military Trail Corridor. The proposed project would be for 100 townhome units and
would meet the minimum required density for the guided medium density properties, with a pro-
posed net density of 10.29 units per acres. The proposed zoning amendment would rezone the
18.95 -acre project area from R-5, Medium Density Residential, to R-5, Medium Density Residential,
with a PUD, Planned Unit Development, allowing for flexibility in development requirements.
As part of the project the applicant will construct
a trail segment along Keats Avenue extending
to the northern property line of the site. A
sidewalk connection will also be made to the
Historic Military Trail Corridor. As required by
the County, the developer will install a turn lane
off Keats Avenue into the development. All
common areas will be owned and maintained by
the HOA and the storm pond outlot will be
required to be deeded to the City for long term
maintenance.

Landscape Ordinance Amendment: The City proposed an ordinance amendment to rescind and
replace the Landscape section of the Zoning Code and amend the Street Tree section of the Sub-
division ordinance. These amendments are an effort to provide more clarification to all landscape
requirements for development into one section. The proposed amendments combine the street tree
standards into the landscape section of the Code as well as arrange the landscape minimum
standards in a way that are easily deciphered by staff and developers.
Staff evaluated the existing standards to recently approved projects given the community has not
seen townhome or apartment development in many years. The proposed minimum standards
would align the requirements with recently approved projects to substantially maintain landscaping
within higher density areas to ensure the landscape will mature and survive long term. There are
no adjustments to the minimum standards for single-family developments.
The Commission voted 6 -to -0 to recommend approval of the amendments. They will be heard at
the November 18, 2020, City Council meeting.
CIP 2021-2025: Public Works Director Ryan Burfeind gave an update and overview of the 2021-
2025 Capital Improvement Plan (CIP). The CIP is a planning document as part of the City's Com-
prehensive Plan providing an estimate of funds needed for land acquisition and construction of
public buildings, parks, utilities, and streets. Over the five-year period of the plan, the proposed
projects are a total of $110.5 million. The goal of the plan is to create a balance in the amount of
capital spending to provide a predictable demand on staff resources and consistency in capital
funding. The Commission recommended approval of the CIP for 2021-2025 on a vote of 6 -to -0.
The City Council will take final action at their December 2, 2020, meeting.
