Staff Recommendation: Adopt Resolution 2020‐144 restricting parking within the Military Road cul‐de‐sac 300 feet
southeast of the intersection of Military Road and Jensen Avenue.
JDeclare Costs and Adopt Assessments Final Streets Construction ‐ Summers Landing 2nd
Addition
Staff Recommendation: Adopt Resolution 2020‐147 declaring costs to be assessed and adopting assessments for
Summers Landing 2nd Addition Final Street Improvements.
KAdvisory Committee on Historic Preservation Minutes
Staff Recommendation: Accept and place on file the minutes from the June 16, 2020, and September 8, 2020,
meetings of the Advisory Committee on Historic Preservation.
LEDA Funds Transfer Reversal
Staff Recommendation: Adopt Resolution 2020‐141 reversing the $350,000 EDA Funds Transfer originally approved
May 20, 2020.
MRental License Issuance
Staff Recommendation: Approve the issuance of rental licenses to the property listed in the attached table.
N Landscape Ordinance Amendment
Staff Recommendation: Pass Ordinance No. 1035, which repeals City Code Title 11, Chapter 6, Subsection 5,
regarding Landscaping, and enacts Title 11, Chapter 6, Subsection 20, regarding Landscaping; and amends City
Code Title 10, Chapter 5, Subsection 3, Streets, and Title 11, Chapter 1, Subsection 3, Definitions.
O 2020 East Ravine Alternative Urban Areawide Review (AUAR) and Mitigation Plan Update
Staff Recommendation: Adopt Resolution 2020‐149 approving the final 2020 East Ravine AUAR and Mitigation Plan
Update and authorizing the publication of the notice of decision.
P Comment Letter ‐ Washington County Draft CIP 2021‐2025
Staff Recommendation: Authorize staff to send a comment letter to Washington County regarding their draft 2021‐
2025 Capital Improvement Program (CIP).
QGrant Agreement ‐ Washington County Limited Convention and Visitors Bureau Assistance
Program
Staff Recommendation: Authorize staff to sign and execute the Grant Agreement between the Cottage Grove
Convention and Visitors Bureau and Washington County as part of Washington County’s Limited Convention and
Visitors Bureau Assistance Program.
R Kingston Park Lightning Prediction and Detection System Sub‐grant Agreement
Staff Recommendation: Adopt Resolution 2020‐150 authorizing entrance into a sub‐grant agreement with the
Division of Homeland Security and Emergency Management related to the installation of a lightning prediction and
detection system at Kingston Park.

Staff Recommendation: 1) Conduct the public hearing for the West Point Douglas Road Rehabilitation Project ‐
Jamaica Avenue to Belden Boulevard. 2) Adopt Resolution 2020‐146 adopting the assessment roll for the West
Point Douglas Road Rehabilitation Project – Jamaica Avenue to Belden Boulevard.
B 80th Street Reconstruction Project – Jamaica Avenue to Keats Avenue
Staff Recommendation: 1) Conduct the public hearing for the 80th Street Improvement Project ‐ Jamaica Avenue to
Keats Avenue. 2) Adopt Resolution 2020‐145 adopting the assessment roll for the 80th Street Improvement Project
– Jamaica Avenue to Keats Avenue.

AGlacial Valley Estates – Zoning Amendment & Preliminary Plat
Staff Recommendation: 1. Adopt Ordinance No. 1034 approving the zoning amendment to rezone 18.95 acres of
Medium Density Residential guided land north of Military Road and west of Keats Avenue from R‐5, Medium
Density Residential, to R‐5, Medium Density Residential with a PUD, Planned Unit Development. 2. Adopt
Resolution 2020‐148 approving the preliminary plat for Glacial Valley Estates that would create a 100‐unit, 25
building attached unit residential townhome development.
