Proposal
Jones Sign, on behalf of Renewal by Andersen, has applied for a variance to install two additional
monument signs at their newly constructed expansion site at 8100 100th Street South, just west
of the existing Renewal campus. The monument signs and additional permitted signage are pro-
posed along 100th Street as well as wall signage to be installed on the building. The location map
is shown below:

Site Characteristics
Renewal by Andersen's original site is located at 9900 Jamaica Avenue, on the northwest corner
of Jamaica Avenue and 100th Street, and is 30 acres in size. In 2019, Renewal received a site

plan approval for construction of a 450,000 square foot building on 27.87 acres directly to the
west of their original location. The new building accesses directly off 100th Street and allowed for
Renewal to expand their office and warehouse operations. The building was constructed in 2020.
Renewal Campus
Ordinance Criteria
The Sign Ordinance (Title 9-8-6, Signs in Business and Industrial Districts) specifies the number
and the size of signage permitted within those zoning districts. The Renewal by Andersen campus
is zoned 1-1, Limited Industry District. This Title allows one on -premise monument or pylon sign
for each separate parcel for business or industrially zoned land (principal structures greater than
400,000 square feet are permitted a total of 100 square feet of copy area on a monument or pylon
sign). For the Renewal by Andersen expansion site, the applicant has proposed a total of three
monument signs — one sign at each entrance. Therefore, a variance has been requested to allow
for the additional two proposed monument signs.
With any variance request, the Planning Commission and City Council must look to the zoning
ordinance for guidance and direction. Title 11-2-7: Variances, states that:
A. Authority And Purpose: The council may grant variances from the strict application of the provisions of this title
and impose conditions and safeguards in the variances so granted in cases where there are practical diffi-
culties or particular hardships in the way of carrying out the strict letter of the regulations of this title.
D. Consideration By Planning Commission; Recommendation: Before authorization of any variances, the request
therefor shall be referred to the planning commission, and for its recommendation to the city council for the
granting of such variance from the strict application of the provisions of this title so as to relieve such practical
difficulties to the degree considered reasonable without impairing the intent and purpose of this title and the
comprehensive plan. The planning commission shall recommend such conditions related to the variance,
regarding the location, character and other features of the proposed building, structure or use, as it may
deem advisable. The planning commission shall make its recommendation within sixty (60) days after the
request is referred to it, unless the applicant requests, in writing, that an extension of time for review be
granted by the planning commission.
The planning commission may recommend a variance from the strict application of the provision of this title,
if they find that:
1. The variance is in harmony with the purposes and intent of this title.
2. The variance is consistent with the comprehensive plan.

3. The proposal puts the property to a reasonable use.
4. There are unique circumstances to the property not created by the landowner.
5. That the conditions upon which an application for a variance is based are unique to the parcel of land
for which the variance is sought and are not applicable, generally, to other property within the same
zoning classification.
6. That the purpose of the variance is not based exclusively upon a financial hardship.
7. That the granting of the variance will not be detrimental to the public welfare or injurious to other land
or improvements in the neighborhood in which the parcel of land is located.
8. That the proposed variance will not impair an adequate supply of light and air to adjacent property, or
substantially increase the congestion of the public streets, or increase the danger of fire, or endanger
the public safety.
Proposed Signs
Jones Sign is proposing a total of three monument signs, one at each of the three accesses to
the newly completed Renewal site. The three locations are identified as #4, #5, and #6 as shown
on the illustration below.

Each of the proposed monument signs will be located just off 100th Street and will be sited on
Renewal's property and outside of the right-of-way. Renewal by Andersen is currently going
through a rebranding process; therefore, wall signage is being proposed to be installed on the
building as well as all signage refaced within the original Renewal site.

Technical Review Committee
The Technical Review Committee (City staff representing all City Departments and advisory com-
missions) reviewed the applicant's variance application and generally supported the applicant's
proposed signage.

Public Hearing Notices
Public hearing notices were mailed to 13 property owners who are within 500 feet of the site on
and published in the St. Paul Pioneer Press on November 12, 2020.
Findings
The findings of fact for a favorable recommendation of the variance allowing for additional monument
signs that were considered during the review are identified as follows:
A. Given the size of the Renewal by Andersen campus, the additional monument signs allow for
clear access direction for both visitors and truck traffic into the site.
B. A sign package was approved for the original Renewal by Andersen location in 2016, which
included additional monument signs along 100th Street and Jamaica Avenue. These signs have
not created a safety or visual impact for vehicular travelers along 100th and Jamaica.
C. Given the higher speed of traffic along 100th Street, the larger sign size will allow for better visual
to motorists traveling along the 100th Street.
D. Renewal's campus location is on an industrial zoned parcel within the City's business park. These
uses are typically conducive for additional signage.
E. The proposed three monument signs would total 80 square feet; 20 square feet less than the
total copy area permitted on parcels with a building greater than 400,000 square feet in size.
Recommendation
That the Planning Commission recommends to the City Council that the variance application by
Jones Sign to install an additional two monument signs as illustrated on the applicant's site plan
depicting the locations on plans prepared by Jones Sign dated November 9, 2020, be approved,
subject to the following conditions:
A building permit for the monument signs must be applied for and submitted to the City's
Building Inspections Division for review and approval. The building permit must be issued
before the sign(s) are installed.
2. All electrical wiring, connections, and temporary lighting fixtures must comply with State elec-
trical requirements. Locates must be called in and verified prior to construction.
3. Any illuminated sign shall be diffused or directed so as not to direct rays of light toward adja-
cent properties or public right-of-way. The illumination source shall be placed so as to not
cause or create a traffic hazard.
4. All electrical power supply, wiring, and conduits must not be visible on the exterior of any sign.
5. With the exception of this variance for Renewal by Andersen for two additional monument
signs, all other Sign Ordinance regulations must be complied with.

6. The monument sign proposed at Access #4 shall not exceed 100 square feet in size.
7. The monument signs proposed at Access #5 and #6 shall not exceed 24 square feet in size.
8. The signs must be placed on private property and setback from the property line so as not
to block motorists' views of approaching traffic and pedestrians.
