Proposal
The City of Cottage Grove has applied for preliminary plat review for Sunny Hill Park Addition,
which will subdivide approximately 1.16 acres of city-owned land into seven outlots. The land in
question involves previously vacated right-of-way (Ideal Avenue), which was purchased by the
City from the Bothe family when Pinecliff 5th Addition was developed (development to the west).

Planning Considerations
Preliminary and Final Plat
As mentioned, the City currently owns the 33 feet of vacated right-of-way. However, the City and
Lennar Homes recently discussed platting the property and deeding the northern six outlots
(Outlots A-F) to the six single-family lots directly to the east, which are located in Calarosa 3rd
Addition. The City is currently required to maintain the strip of land north of Sunny Hill Park, which
provides no value to the City. As a result, Lennar agreed to accept the outlots, which will provide
33 additional feet of land to Lots 1-6, Block 1, Calarosa 3rd Addition. The seventh and final outlot
(southern two-thirds) will remain under City ownership as part of Sunny Hill Park. The proposed
final plat drawing is shown below:

Easements
The proposed plat includes a drainage and utility easement over all seven outlots that will provide
access to the existing utility line as well as provide access through this corridor for future drainage
and utility needs.
Development Review
The City’s Technical Review Committee did not identify any concerns with the proposed subdi-
vision.

Public Hearing Notices
The public hearing notice was mailed to property owners within 500 feet of the project and published
in the St. Paul Pioneer Press on January 13, 2021.
Recommendations
That the Planning Commission recommends to the City Council approval of the Sunny Hill Park
Addition preliminary plat, subject to the conditions listed below:
1. The plat must be recorded with Washington County within one year of approval.
2. Upon approval of the Final Plat, the City shall deed Outlots A-F to the owners of Lots 1-6,
Block 1 Calarosa 3rd Addition.
