MINUTES
CITY OF COTTAGE GROVE
ADVISORY COMMITTEE ON HISTORIC PRESERVATION
November 10, 2020
Pursuant to due call and notice thereof, a meeting of the Advisory Committee on Historic
Preservation was duly held at the Cottage Grove City Hall 12800 Ravine Parkway South,
Cottage Grove, Minnesota, on the 10th day of November, 2020.
I. CALL TO ORDER
Chair Japs called the meeting to order at 7.04
II. ROLL CALL
Burbank took the roll.
MEMBERS PRESENT. Herb Japs, Jan Japs, Herb Reckinger,Joseph Gall
MEMBERS ABSENT: Corinne Marz, Marie Sumstine, Verlyn Lindemann
OTHERS PRESENT. John M. Burbank, Senior Planner; Councilmember Justin Olson
III. APROVAL OF THE AGENDA
Burbank requested the addition of agenda items V.D. Virtual Meeting Discussion, and VII.
B. June 16, 2020, Special Meeting Minutes.
Gall moved to accept the agenda as amended. Jan Japs seconded the motion. The agenda
was unanimously passed as ammended.
IV. OPEN FORUM
V. ACTION ITEMS
A. Summers Landing Naming
Burbank explained that there was a new neighborhood park dedicated to the public with
the Summers Landing 4th Addition subdivision. The Parks Director has requested that the
ACHP participate in the naming process and make a recommendation to the Parks
Commission and City Council. The ACHP reviewed the Parks Commission memorandum
dated November 5, 2020 and held a general discussion about the content. Gall made a
motion to recommend Strawberry Fields Neighborhood Park and Open Space. Jan Japs

seconded the motion and the motion carried unanimously. There was no additional
actions taken on this item.
B. Posavad Land Park Naming
Burbank stated that there would be a new community park dedicated to the public with
the 2021 platting of the Posavad property located in the furthest northwest corner of
Cottage Grove. The Parks Director has requested that the ACHP participate in the nam-
ing process and make a recommendation to the Parks Commission and City Council.
After reviewing the Parks Commission memorandum dated November 5, 2020 and hold-
ing a general discussion about the content, Gall made a motion to recommend Glacial
Lake Community Park and Open Space. Reckinger seconded the motion and the motion
carried unanimously. There was no additional actions were taken on this item.
C. Historic Property Inventory Review and Ranking — Top 20
Burbank reported he was working on a Historic Preservation chapter for the Council's
strategic plan and that the ACHP has been asked to identify 10 priority properties on the
historic property inventory and 10 priority archeological sites for inclusion in the report.
The ACHP reviewed the list and identified the requested 20 priority properties. There was
no additional actions taken on this item.
D. Virtual Meeting Discussion
Burbank identified that with the new Covid pecautions being enacted, the City would be
limiting in person meetings at City Hall. He polled the ACHP asking if any of them had
issues with online Zoom meetings. The ACHP all responded that a Zoom meeting would
be fine. There was no additional actions taken on this item.
VI. PROJECT UPDATES
Burbank reported that he had updated the information for the Historic Playing Cards II Project
and that he needed to fill 28 additional cards. There was no additional actions taken on this
item.
VII. APROVAL OF MINUTES
A. September 8, 2020
Jan Japs made a motion to approve the June 16, 2020, minutes. Reckinger seconded the
motion. The motion carried unanimously and the minutes were approved as distributed.
B. June 16,2020 Special Meeting Minutes
Gall made a motion to approve the September 8, 2020 minutes. The motion was se-
conded. The motion passed unanimously, and the minutes were approved as distributed.

Reckinger shared that he had made a request to Parks Director Zac Doctor that the new
Hamlet Park baseball fields be named after William Crockett, who was a Cottage Grove resi-
dent, Park High School graduate, and the only Vietnam serviceman from Cottage Grove that
was missing in action (MIA). Reckinger shared photos of Lieutenant Crockett and the follow-

discussion about the request. The ACHP thanked Reckinger for sharing and his efforts.
There was no additional actions taken on this item.
X. COUNCIL LIAISON COMMENTS
Councilmember Olsen reported that there would be no
or other typical public holiday events held in Cottage
