Staff Recommendation:Adopt Resolution 2021-017 approving the State of Minnesota Joint Powers Agreement and
Court Services Amendment with the City of Cottage Grove on behalf of its City Attorney and Police Department.

Staff Recommendation:Adopt Resolution 2021-016 approving the 2021 Part-time Pay Plan.
G River Acres Water Main Extension Project -Approve Assignment and Assumption Agreement
for 8232 River Acres Road
Staff Recommendation:Approve the Assignment and Assumption Agreement for 8232 River Acres Road as part of
the River Acres Water Main Extension Project.

Staff Recommendation:1)Adopt Resolution 2021-019 approving the final plat for Northwick Park 2nd Addition.2J
Approve the Northwick Park 2nd Addition development agreement with D.R. Horton LLC—Minnesota. 3J Adopt
Resolution 2021-020 approving the Northwick Park 2nd Addition Development Plans dated December 17,2020,
prepared by Westwood Professional5ervices.
I Recreation Facility Use Policy
Staff Recommendation:Approve amended City of Cottage Grove Recreational Facility Use Policy.
J Sunny Hill Park Addition
Staff Recommendation:1)Adopt Resolution 2021-025 approving the preliminary plat and final plat for Sunny Hill
Park Addition.2J Adopt Resolution 2021-026 approving the transfer of Outlots A-F to the adjacent landowners.
K Rental License Approvals
Staff Recommendation:Approve the issuance of rental licenses to the properties in the attached table.
L 2020 Ambulance Write-offs
Staff Recommendation:Adopt Resolution 2021-027 approving write-off of$2,627,751 of uncollectable accounts
receivable from the EMS fund for 2020.
M Janitorial Services Agreement
Staff Recommendation:Approve the two-year janitorial agreement with Perfection Plus Building Services in the
amount of$183,792.00.
N Public Services Commission - Chair Appointment
Staff Recommendation:Appoint Steve Ingram to the position of Chair for the Public Services Commission.
O Visitor Bureau - Cottage Grove Reports One Page Flyer
Staff Recommendation:Approve the cost of$400 for Sievers Creative to design a one-page flyer and$1,033 for GDI
to print the flyer to be sent with the City of Cottage Grove's Cottage Grove Reports newsletter.

Staff Recommendation:1)Hold the public hearing to vacate two permanent easements for storm sewer and one
drainage and utility easement over all of Outlot A, High Pointe. 2)Adopt Resolution 2021-022 vacating two
permanent easements for storm sewer and one drainage and utility easement over all of Outlot A, High Pointe. 3)
Adopt Resolution 2021-023 approving the final plat for High Pointe 2nd Addition.4J Approve the High Pointe 2nd
Addition Development Agreement with D.R. Horton, Inc.—Minnesota.5)Adopt Resolution 2021-024 approving the
High Pointe 2nd Addition Development Plans dated July 8,2020,prepared by Pioneer Engineering.

Staff Recommendation:Adopt Resolution 2021-021 approving the Concept Plan Review proposed by Capstone
Homes, Inc.for a 156-unit detached townhome development located on 39.7 acres of land on the southwest corner
of Hadley Avenue South and 100th Street South.
