C MN DNR Outdoor Recreation Grant Application—Glacial Valley Park Staff Recommendation:Adopt Resolution 2021-031 to apply for the MN Department of Natural Resources Outdoor Recreation Grant Program in the amount of$250,000 to be used for the Glacial Valley Park Development Project. D Lake Robert Outlet Project Staff Recommendation:Approve the right of entry agreement with David& Karen Wolterstorff and Wolterstorff LP. E Hamlet Park Expansion Phase 3 Staff Recommendation:Adopt Resolution 2021-038 approving the plans and specifications and establishing an April 15, 2021, bid date for the Hamlet Park Expansion Phase 3 Project. F Culver's—Conditional Use Permit Amendment Staff Recommendation:Adopt Resolution 2021-035 rescinding Resolution 2007-188 and approving a conditional use permit for the addition of a second drive-through lane to the existing Culver's Store at 7998 Hardwood Avenue South. G Woodward Ponds 2nd Addition Staff Recommendation:1.Adopt Resolution 2021-033 approving the final plat for Woodward Ponds 2nd Addition, which is a 16.62-acre residential development with 116 residential townhome lots and one outlot. 2.Approve the Woodward Ponds 2nd Addition Development Agreement with Ravine Parkway, LLC(Donnay HomesJ. 3.Adopt Resolution 2021-034 approving the Woodward Ponds 2nd Addition Development Plans dated January 5,2021, prepared by Pioneer Engineering. H 70th Street—"No Parking" Zone Staff Recommendation:Adopt Resolution 2021-032 restricting parking on 70th Street South, 500 feet east and 600 feet west of the intersection of Inwood Avenue South. I 8715 Isle Court Water Service— Deferred Assessment Waiver Agreement Staff Recommendation:Approve the Deferred Assessment Waiver Agreement for the 87151s1e Court Water Service between the City of Cottage Grove and Andrew and Tara Darst. J Parks, Recreation and Natural Resources Commission Chair and Vice Chair Appointment Staff Recommendation:Appoint Mike Zurbey as Chair and Susannah erown as Vice Chair of the Parks, Recreation and Natural Resources Commission. K 2021 Mill and Overlay Project Staff Recommendation:Adopt Resolution 2021-039 approving the plans and specifications and establishing an April 15,2021 bid date for the 2021 Mill and Overlay Project. L Approval of Rental Licenses Staff Recommendation:Approve the issuance of rental licenses to the properties listed in the attached table. M 2021 SWWD Cooperative Agreement/Residential Smart Irrigation Controller, Irrigation Audit Program, and Water Conservation Program Staff Recommendation:1)Approve the Residential5mart Irrigation Controller Program Cooperative Agreement with SWWD. 2J Approve expenditures from the Water Utility Fund of up to$77,450 to supplement the SWWD contribution of$25,000 for implementation of the 2021 Water Conservation Activities. 3J Approve the work order with Water in Motion. N Shade Tree Program Bonding Grant Application Staff Recommendation:Authorize staff to apply for the Shade Tree eonding Grant program in the amount of $100,000 with a cash match of$100,000 and an in-kind match of$100,000 to remove and replace 200 ash trees on the boulevard throughout the City. 0 Summers Landing 5th Addition Final Plat Staff Recommendation:1)Adopt Resolution 2021-041 approving the final plat for Summers Landing 5th Addition 2) Approve the Summers Landing 5th Addition development agreement with Summergate Development LLC 3J Adopt Resolution 2021-042 releasing resolutions and agreements from Outlots Q and R,Summers Landing 4th Addition 4J Adopt Resolution 2021-043 rescinding, terminating, and releasing agreements from the Summers Landing Property 5J Authorize the acquisition of a utility easement with St. Paul Park Refining Company LLC for the extension of trunk water main. 8 APPROVE DISBURSEMENTS A Approve payments for the period of 2/26/2021-3/11/2021 in the amount of$634,091.78. 9 PUBLIC HEARINGS 10 BID AWARDS 11 REGULAR AGENDA A Cardinal Reserve—Zoning Amendment and Preliminary Plat Staff Recommendation:1.Adopt Ordinance 1038 approving the zoning amendment to change the zoning of property located north and east of the intersection of Military Road and Jamaica Avenue from AG-1,Agricultural Preservation, to R-3,Single family Residential with a PUD, Planned Unit Development.2.Adopt Resolution 2021- 040 approving the preliminary plat for a residential subdivision to be called Cardinal Reserve, which will consist of 591ots for single family homes. B Caribou Cabin Staff Recommendation:1.Adopt Resolution 2021-036 approving a preliminary and final plat to be named Cottage Grove Coffee.2.Adopt Resolution 2021-037 approving a site plan review for a 583 square foot Caribou Cabin and a conditional use permit for a drive-through order lane to be located at 7702 SOth Street South. 12 COUNCIL COMMENTS AND REQUESTS 13 WORKSHOPS - OPEN TO PUBLIC A City Updates Staff Recommendation:1.
