B Verizon Antenna Site Lease Agreement Staff Recommendation:Adopt Resolution 2021-044 approving the plans for the Site Lease Agreement between the City of Cottage Grove and Verizon Central LLC for the Innsdale Ave Water Tower. C Public Facility Outdoor Maintenance Service Agreement Staff Recommendation:Authorize staff to enter into a service agreement with Valdes Lawn Care&Snow Removal to provide outdoor maintenance services to City Hall, HERO Center, Central Fire Sfation and Fire Station#4. D Joint Powers Agreement and Court Services Amendment- City Prosecuting Attorney Staff Recommendation:Adopt Resolution 2021-045 approving the State of Minnesota Joint Powers Agreement and Court Services Amendment with the City of Cottage Grove on behalf of its Prosecuting Attorney. E Site Lease Agreement- West Draw Staff Recommendation:Approve amended and restated site lease agreement with New Cingular Wireless for the West Draw Water Tower. F 114th Street Easement Agreement Staff Recommendation:Approve the permanent easement agreement between the City of Cottage Grove and Parmesh and Rohinie Singh to allow the City access to the new turnaround on 114th Street for plowing and maintenance purposes. G Planning Commission Minutes Staff Recommendation:Accept and place on file the minutes of the February 22,2021, Planning Commission meeting. H Bluebeam Studio Prime License and Subscription Agreement Staff Recommendation:Approve the eluebeam Studio Prime License and Subscription Agreement allowing for the use of online plan review software. I Rental License Issuance Staff Recommendation:Approve the issuance of rental licenses to the properties listed in the attached table. J Arbor Meadows Park Shelter Staff Recommendation:Authorize the purchase of a 20'x 20'Steelworx shelter at Arbor Meadows Park in the amount of$36,039.04. K 3M Settlement Grant Agreements Staff Recommendation:Adopt Resolution 2021-046 authorizing the City Administrator to execute and effectuate the Grant Agreements presented by the Trust for the administration and implementation of Funds from the 3M Settlement. L 2021 Crack Sealant Material Quote Award Staff Recommendation:Award the 2021 crack sealant material quote to Brock White in the amount of$30,780. M Shoppes at Cottage View—Support Pursuit of Fiscal Year 2022 Community Project Funding Staff Recommendation:Adopt Resolution 2021-048 supporting pursuit of Fiscal Vear 2022 Community Project Funding for the Shoppes at Cottage View project. 8 APPROVE DISBURSEMENTS A Approve payments for the period of 3/12/2021-4/1/2021 in the amount of$1,812,967.05. 9 PUBLIC HEARINGS 10 BID AWARDS A 2021 Pavement Management— Bid Award Staff Recommendation:Adopt Resolution 2021-049 awarding the 2021 Pavement Management project to Northwest Asphalt for the base bid plus Alternate#1,#3,#4, and#5 for a total project cost of$3,354,292.69. B Summers Landing 5th Addition Utility, Street, & Lighting Improvements Project Staff Recommendation:Adopt Resolution 2021-047 awarding the bid for the Summers Landing 5th Addition Utility, Street, & Lighting Improvements Project is awarded to RL Larson Excavating, Inc. in the amount of$1,378,324.37. 11 REGULAR AGENDA 12 COUNCIL COMMENTS AND REQUESTS 13 WORKSHOPS - OPEN TO PUBLIC A Three Sixty Real Estate Solutions, LLC—Cedarhurst Redevelopment 14 WORKSHOPS - CLOSED TO PUBLIC 15 ADJOURNMENT
