HomeMy WebLinkAbout4.4 8991 WPD Demolition Work Memo TO: Economic Development Authority FROM: Christine Costello, Economic Development Director DATE: April 8, 2021 RE: Demolition of 8991 West Point Douglas Road Background On December 8, 2020 the Economic Development Authority (EDA) approved the purchase of 8991 West Point Douglas Road, located in the Langdon Village area; southeast of Highway 61/10 and Jamaica Avenue. The EDA took possession of the property on January 19, 2021. Location of 8991 West Point Douglas Road Since the EDA gained possession of the property staff has been in the process of having all hazardous materials removed from the property. An environmental consultant was brought to the property to the test the walls, flooring, and paint for lead and asbestos materials. The environmental consultant determined that there was asbestos in the bottom layer of kitchen flooring and on top of the furnace. The asbestos was removed, and no lead paint was found. In addition, other materials considered hazardous were also removed since they cannot be placed in the landfill. The electric and natural gas services were also terminated during this time. The home can now be used for Public Safety training before being demolished and the site retained by the EDA for future development opportunities. The Police will conduct training inside Economic Development Authority 8991 West Point Douglas Road Demo Quote April 8, 2021 Page 2 of 2 the home and once Police training is complete, Fire will conduct a controlled burn of the house for their training. All hazardous materials needed to be removed from the structure before Public Safety training because of the potential harm the materials could have on individuals training and the hazardous materials items cannot be place in the landfill. Discussion The property will allow for great training opportunities for Public Safety, and they are currently developing a plan for training. Once the schedule is finalized a date will be identified for the controlled burn of the house. It is expected to take place by early Summer. After the controlled burn of the house, there will be materials left such as the exterior basement walls, burnt housing materials, and the well and septic. The materials from the house as well as the closure of the well and septic will need to be appropriately removed per State and Washington County (County) guidelines. The EDA has applied for a grant from the County for the sealing of the well and in the process of obtaining quotes for the well sealing, while awaiting a grant agreement from Washington County. The grant agreement with the County will need to be executed before work can begin on sealing the well. Quotes were obtained from three contractors for the removal of the basement walls, driveway, burnt housing materials, and closure of the septic system The quotes also include back filling the basement space and restoration of the disturbed area with 4-inches of topsoil and seed. A contingency was added to the quotes in case the timeframe between the completion of Public Safety training and when a contractor can begin work on the site. The contingency would be for work such as temporary fencing materials to be placed around the burn site until contractors can begin removal work. This would prevent the general public accessing the site and potentially getting injured. If a developer expressed interest in purchasing this property or any other EDA- owned parcel in the Langdon Village area it would be brought before the EDA for consideration f development. At this time the site will not be actively marketed but the City and EDA would be open to development proposals brought forward Recommendation Authorize demolition work with JM Hauling LLC for 8991 West Point Douglas Road in the amount of $15,034.00 with a contingency of 15%, if needed.
