C Cottage Grove Athletic Facility Improvement Plan
Staff Recommendation:Accept and place on file the 2021 Cottage Grove Athletic Facility Improvements Plan.
D Hamlet Park South Building Construction
Staff Recommendation:Authorize construction of the Hamlet Park south building for a total project cost of
$498,378.30.Authorize service agreements with the following companies:1. DSM Excavating-$42,790.00;2.
Steenberg-Watrud Construction, LLC$146,060.00;3. Klem and Son Construction$26,600.00;4.AJAlberts Plumbing
$50,652.00,•5. Gephart Electric-$53,713.00.
E Raffle Permit -Accacia Lodge No. 51
Staff Recommendation:Authorize issuance of a single-occasion gambling permit to Accacia Lodge No. 51 to
conduct a raffle at 11094 70th Street South on October 9,2021.
F Rental License Approvals
Staff Recommendation:Approve the issuance of rental licenses to the properties listed in the attached table.
G South District Sanitary Sewer Project Phase 1
Staff Recommendation:Adopt Resolution 2021-069 approving the plans and specifications and establishing a June
10,2021 bid date for the South District Sanitary Sewer Project Phase 1.
H Meadow Grass Avenue Parking Restrictions
Staff Recommendation:Adopt Resolution 2021-067 restricting parking on the west side of Meadow Grass Avenue,
from a point 320 feet north of Timber Ridge Trail to a point 530 feet north of Timber Ridge Trail, and on the east
side of Meadow Grass Avenue from Timber Ridge Trail to a point 280 feet north of Timber Ridge Trail.
I Accessory Apartment Variance at 10176 East Point Douglas Road
Staff Recommendation:Adopt Resolution 2021-068 approving the variance to allow an accessory apartment within
a detached structure on property located at 10176 East Point Douglas Road South.
J Hawthorne Pines Final Plat
Staff Recommendation:1.Adopt Resolution 2021-070 approving the final plat for Hawthorne Pines, which is a
68.55-acre residential development with 93 single family lots. 2.Approve the Hawthorne Pines 1st Addition
Development Agreement with Pulte Homes of Minnesota.3.Adopt Resolution 2021-071 approving the Hawthorn
Pines 1st Addition Development Plans dated May 7,2021,prepared by Alliant Engineering.
K Department of Natural Resources Cooperative Fire Protection Agreement
Staff Recommendation:Authorize entering into the Minnesota Department of Natural Resources Cooperative Fire
Protection Agreement.
L Community Center Memorandum of Understanding with School District 833
Staff Recommendation:Authorize memorandums of understanding with School District 833 for leasing spaces at
the future community center for the purposes of Early Childhood Family Education and Athletic Activities.
M FEMA Hazard Mitigation Project Grant Award
Staff Recommendation:Authorize acceptance of the Hazard Mitigation Grant Program funds in the amount of
$19,708.50.
N East Ravine Parks and Trails Master Plan
Staff Recommendation:Accept and place on file the East Ravine Parks and Trails Master Plan
0 Marathon Petroleum Foundation Grant
Staff Recommendation:Authorize staff to apply for grant funding from Marathon Petroleum Foundation.
P Shoppes at Cottage View Project
Staff Recommendation:Adopt Resolution 2021-076 in support of pursuing Fiscal Year 2022 Congressionally
Directed Funding for the Shoppes at Cottage View project.
8 APPROVE DISBURSEMENTS
A Approve payments for the period of 4/30/2021-5/13/2021 in the amount of$970,379.13.
9 PUBLIC HEARINGS
A Hy-Vee Special Event Permit- State Fair Event
Staff Recommendation:1. Hold the public hearing to consider the special event permit application for Hy-Vee, Inc.
for food truck special events. 2.Authorize issuance of a special event permit to Hy-Vee, Inc., contingent upon
conditions outlined in the memo from Public Safety Director Koerner and Community Development Director Boike
dated May 11, 2021, and all applicable state and local statutes.

Staff Recommendation:Adopt Resolution 2021-066 providing for the Issuance and Sale of$3,955,000 General
Obligation Bonds Series 2021A.
B Settlers Bluff Preliminary Plat
Staff Recommendation:1. Pass Ordinance No. 1041 approving the zoning amendment to change the zoning of
property located at the southwest corner of Hadley Avenue South and 100th Street South from AG-2,Agricultural,
to R-5, Medium Density Residential with a PUD, Planned Unit Development. 2.Adopt Resolution 2021-072
approving the preliminary plat for a residential subdivision to be called Settlers eluff, which will consist of 155 units
of detached townhomes.
C Hardwood Subdivision —Oppidan Development
Staff Recommendation:1.Adopt Resolution 2021-073 approving the preliminary plat and final plat named
Hardwood and site plan review of a market rate multi family apartment building generally located on 8.45 acres of
land between Hardwood Avenue and Harkness Avenue. 2.Adopt Ordinance No. 1042 rezoning certain property in
Section 8 from UR, Urban Reserve, and R-2, Residential Estate, to R-6, High Density Residential District with a PUD,
Planned Unit Development. 3.Approve the Hardwood Subdivision Development Agreement between Oppidan
Investment Company and the City of Cottage Grove subject to minor modifications by the City Attorney.4.Approve
the Deferred Assessment Agreement Stormwater Management Facilities Agreement and Encroachment
Agreement related to the development of a 171 unity multi family apartment building generally located on 8.45
acres of land between Hardwood Avenue and Harkness Avenue.
D Hinton Woods
Staff Recommendation:1.Adopt Resolution 2021-074 approving an amendment to the 2040 Comprehensive Plan
to re-guide the northeast 9.37 acres of the subject property from Mixed Use to Medium Density Residential.2.
Adopt Ordinance No. 1040 approving a zoning amendment to rezone the subject property from R-2.5, Residential
Single Family, to R-S, Medium Density Residential with a PUD, Planned Unit Development. 3.Adopt Resolution
2021-075 approving the preliminary plat for a residential subdivision to be called Hinton Woods, which will consist
of 104 attached units for multi family townhomes and 61 lots for single family homes.
