A City Council Meeting Minutes - May 19, 2021 Regular Meeting
Staff Recommendation:Approve the May 19,2021 City Council Regular Meeting Minutes.
B 2022 Capital Bonding Request - Community Center
Staff Recommendation:Adopt Resolution 2021-080 approving a 2022 Capital eonding request for a 50-meter pool
at the future community center.
C Massage Therapist License
Staff Recommendation:Authorize issuance of a massage therapist license to Martha Garcia Valle, who will be
working at The Healing Place of Cottage Grove, 8617 W Point Douglas Rd S,Suite 140.
D Interfund Transfers and Closing Funds
Staff Recommendation:Adopt Resolution 2021-082 transferring money from Fund 300 to close Funds 490 and 526.
E Xcel Energy Regulator Station at Youth Service Bureau—Conditional Use Permit
Staff Recommendation:Adopt Resolution 2021-086 approving the conditional use permit allowing Xcel Energy to
construct and maintain a regulator station at 7064 West Point Douglas Road South.
F 80th Street & Hinton Avenue Reconstruction and Signal Modifications - Quote Award
Staff Recommendation:Adopt Resolution 2021-087 awarding the quote for the Traffic Signal Project at SOth&
Hinton Avenue to Traffic Control Corporation in the amount of$31,780.40.
G Advisory Committee on Historic Preservation Meeting Minutes
Staff Recommendation:Accept and place on file the minutes from the Apri113, 2021, meeting of the Advisory
Committee on Historic Preservation.
H Approval of Rental Licenses
Staff Recommendation:Approve the issuance of rental licenses to the properties listed in the attached table.
I Open Forum Response to Eleanor Clancy- Mississippi Dunes Property& Contamination
J Open Forum Response to Carla Inderrieden - Mississippi Dunes Golf Course Property
K Cooperative Agreement for the Minnesota Statewide All-Hazards Incident Management
Organization
Staff Recommendation:Adopt Resolution 2021-084 approving the Cooperative Agreement for the Minnesota
Statewide All-Hazards Incident Management Organization.
L Naloxone (Narcan) Reimbursement Agreement
Staff Recommendation:Authorize executing the Opiate Antagonists Subgrant Agreement with the Metropolitan
Emergency Services Board.
M Oakwood Park Improvements—Approve Plans and Specifications and Establish Bid Date
Staff Recommendation:Adopt Resolution 2021-085 approving the plans and specifications and establishing a July
15, 2021 bid date for the Oakwood Park Improvement Project.
N South District Sanitary Sewer-Julen Easement and Memorandum of Understanding
Staff Recommendation:Approve the Trunk Sanitary Line Easement and Memorandum of Understanding with
Robert and Joan Julen for construction of the trunk sanitary line.

A All Saints Lutheran Church Jazz In July Concert Special Event Permit
Staff Recommendation:1. Hold the public hearing to consider the special event permit application for the All Saints
Lutheran Church Jazz In July Concert.2.Authorize issuance of a special event permit to All Saints Lutheran Church
for theirJazz in July Concert on July 25,2021, contingent upon conditions outlined in the memo from Community
Development Director Boike and Public Safety Director Koerner dated June 9, 2021, and all applicable state and
local statutes.
10 BID AWARDS
A South District Sanitary Sewer Project Phase 1— Bid Award
Staff Recommendation:Adopt Resolution 2021-090 awarding the South District Sanitary Sewer Project Phase 1
project to Geislinger&Sons for the base bid plus Alternates#1 and#3,for a total of$3,558,880.50.

A North Star Sheets Expansion
Staff Recommendation:1.Adopt Resolution 2021-088 approving the preliminary plat and final plat to be called
Southeast Industrial Park Second Addition, which includes one 12.57-acre development lot and one 23.03-acre
outlot for future development. 2.Adopt Resolution 2021-089 approving the site plan review for a 35,600 square
foot addition to the existing facility located at 7550 91st Street South and an off-street parking accessory use on
Lot 1, elock 1,Southeast Industrial Park Second Addition.
B Pine Harbor Church —Site Plan Review
Staff Recommendation:Adopt Resolution 2021-083 approving the site plan review for the addition of a 9,800
square foot modular structure to the Pine Harbor Church parcel located at 11125 West Point Douglas Road South.
C Fowl & Poultry Ordinance Review
Staff Recommendation:Review and discuss the information provided.At this time,staff is recommending that the
City Council hold off on any modifications to the current ordinance and monitor those communities that recently
amended their ordinances to allow backyard fowl and poultry.
D Community Center Referendum Question Resolution
Staff Recommendation:Adopt Resolution 2021-081 approving the community center referendum question to issue
general obligation bonds on the November 2, 2021 ballot.
