Staff Recommendation:Approve the June 2,2021 City Council Regular Meeting Minutes.
B Cottage Grove Lions Raffle Permit
Staff Recommendation:Authorize issuance of a single-occasion gambling permit to the Cottage Grove Lions to
conduct a raffle at Carbone's Pizza, 7155 Jorgensen Ln S, on October 19,2021.
C Public Water Utility Crossing License
Staff Recommendation:Approve the Public Water Utility Crossing License with the Minnesota Department of
Natural Resources.
D Sale of Surplus Property
Staff Recommendation:Authorize Public Works to advertise and sell surplus seal coat rock to the highest quoter.
E Records Management System Data Sharing Joint Powers Agreement
Staff Recommendation:Authorize entering into the Records Management System Data Sharing Joint Powers
Agreement with Washington County and authorize the Information Security Policy Local Agency Security
Addendum.
F 8401 River Acres Road —Addition Variance
Staff Recommendation:Adopt Resolution 2021-092 approving a variance for a reduced setback of 65 feet for an
addition to an existing principal structure within the MRCCA located at 8401 River Acres Road South.
G Rental License Approvals
Staff Recommendation:Approve the issuance of rental licenses to the properties listed on the attached table.
H 95th Street and Jamaica Avenue Right of Entry Agreement
Staff Recommendation:Approve the Right of Entry Agreement with WAG Farms, Inc. to undertake necessary
environmental work to prepare the site for development.
I Planning Commission Meeting Minutes
Staff Recommendation:Accept and place on file the minutes from the May 24, 2021, Planning Commission meeting.
J EDA Appointment
Staff Recommendation:Appoint Kyle Knop to the Economic Development Authority to a term expiring July 21, 2026.
K Hawthorne Pines— Irrigation Encroachment Agreement
Staff Recommendation:Approve the EncroachmentAgreement allowing Pulte Homes to install an irrigation line
within a City-owned outlot.
L AmVets Post 1 Premises Permit at Applebee's Neighborhood Grill & Bar
Staff Recommendation:Adopt Resolution 2021-095 granting local government approval for issuance of a premises
permit to AmVets Post 1 to conduct lawful purpose gambling at Applebee's Neighborhood Grill&Bar, 8380 East
Point Douglas Road South.
M Open Forum Response Letters
Staff Recommendation:Receive letters in response to open forum issues raised at the June 16, 2021 City Council
Regular Meeting.
N South St. Paul Lions Club Single-occasion Gambling Permit
Staff Recommendation:Authorize issuance of a single-occasion gambling permit to the South St. Paul Lions Club to
conduct a raffle and tipboards at River Oaks Golf Course and Event Center, 11099 Highway 61, on August 2, 2021 in
conjunction with their golf tournament.
O Marathon Petroleum Foundation Grant
Staff Recommendation:Accept the grant donation in the amount of$29,000 from Marathon Petroleum Foundation
for the purchase of foam furniture for scenario-based training for the HERO Center.
8 APPROVE DISBURSEMENTS
A Approve payments for the period of 6/11/2021-7/15/2021 in the amount of$3,646,532.15.
9 PUBLIC HEARINGS
A Church of St. Rita Fall Festival Permits -September 17 - 19, 2021
Staff Recommendation:1. Hold the public hearing to consider the special event permit application for the Church of
St. Rita Fall Festival events.2.Authorize issuance of a special event permit temporary liquor license, and single-
occasion gambling permit to the Church of St. Rita, contingent upon conditions outlined in the memo from
Community Development Director Boike and Public Safety Director Koerner dated July 13, 2021, and all applicable
state and local statutes.
B Hinton Woods Easement Vacation Public Hearing- Continue to August 4, 2021
Staff Recommendation:Continue the public hearing to vacate and discontinue all public drainage and utility
easements located within the Hinton Woods property generally located on the southwest corner of Hinton Avenue
and 65th Street, to the City Council meeting on August 4,2021.
10 BID AWARDS
A Oakwood Park Improvements— Bid Award
Staff Recommendation:Adopt Resolution 2021-094 awarding the 2021 Oakwood Park Improvements Project to
Pember Companies, Inc.for the base bid plus Alternate#1,for a total project cost of$520,346.00.
11 REGULAR AGENDA
A Rolling Meadows - Zoning Amendment & Preliminary Plat
Staff Recommendafion:1.Adopt Ordinance No. 1043 approving the zoning amendment to change the zoning of
the subject property from AG-1,Agriculture Preservation to R-3,Single Family Residential, with a PUD, Planned Unit
Development.2.Adopt Resolution 2021-093 approving the preliminary plat for a residential subdivision to be
called Rolling Meadows, which will consist of 41 lots for single family homes and 3 outlots.
