Expansion Planning Case No. SP2021-053 July 26, 2021 Proposal Innovation Chemical Incorporated has submitted an application for site plan review for a proposed 18,600 square foot addition to the existing 24,888 square foot facility. The property, located at 7769 95th Street South, is zoned 1-2, General Industry, and is guided as Industrial on the 204C Future Land Use Plan. The site plan approval consisted of a one-story, 24,960 square foot office/warehouse facility with a 4,800 square foot mezzanine on 2.86 acres. The structure has a max height of 24.5 feet and conforms with required all I-2 district zoning standards. The site has 50 parking spaces, plus additional 16 spaces shown as "proof of parking" along the west side of the building. In addition, the site has six dock doors on the west side of the building and one on the south side. ICC has been in business for 28 years with distribu- tors throughout the Midwest, southeastern US, Caribbean Islands, and Asia. In addition, they offer contract packaging to companies such as 3M, Ecolab, Spic & Span, and Land O' Lakes. ICC has seen growth and is proposing an 18,600 square foot warehousing addition to their existing facility. The proposed addition is located on the south side of the existing building. The existing site has 50 parking spaces and 16 proof of parking spaces for total of 66 parking stalls. The proposed 66 stalls were in compliance with the zoning requirements. However, during the original approvals process, the proposed 9,600 square foot addition was going to be utilized as manufacturing, which would re- quire an additional 28 stalls and would create a deficit of 14 stalls onsite. Expansion July 26, 2021 Page 4 of 7 In response, staff, as part of this planning application, worked with the Applicant to reevaluate the parking needs for the site since the use of the building has changed during since the original approvals. The Applicant has since added office space to the front of the building and reduced the area utilized for manufacturing. Plan sheet A2 (Attachment A) shows how the user is currently utilizing the building. The table below summarizes revised parking calculations. The submitted site plan shows 50 installed stalls and 25 proof of parking or 75 total. The site is over parked by 4 stalls. The existing building's stormwater requirements are addressed by an offsite stormwater pond. However, the existing stormwater sewer cannot accommodate the increased runoff from the proposed addition. Expansion July 26, 2021 Page 5 of 7 In response the Applicant is proposing to construct a stormwater pond to the south of the proposed addition in order to reduce flow into the system. Stormwater Plan Grading The preliminary grading plan was reviewed by the City's engineering staff and additional grading review will be required upon submittal of final grading and utility plans for the site. Tree Preservation and Landscaping Landscaping for the existing facility was previously completed. However, the landscaping plan was not fully implemented as the Applicant did not want to install the plantings that were going to be impacted by the proposed future addition. Since the proposed addition is larger than what was previously approved, the Applicant will need to relocate the plantings shown on the site plan that are impacted by the addition to elsewhere on site. The site does have areas where the land- scaping could be relocated, and as a condition of approval, prior to the issuance of a building permit the Applicant shall submit an updated landscaping plan showing where the impacted landscaping will be relocated onsite. Expansion July 26, 2021 Page 6 of 7 Public Hearing Notices The public hearing notice was published in the St Paul Pioneer Press and mailed to 10 property owners that are within 500 feet of the proposed project on July 14, 2021. Recommendation That the Planning Commission recommend that the City Council approve the Site Plan for a pro- posed 18,600 square foot addition to the existing 24,888 square foot facility located at 7769 95th Street, subject to the following conditions: 1. The project shall be completed in accordance with the plans submitted as amended by the conditions of approval. Any significant changes to the plans, as determined by Planning staff, shall require review and approval by the Planning Commission and City Council. 2. Final architectural plans, lighting, and exterior construction materials and colors must be re- viewed and approved by the Planning Department prior to the issuance of a building permit. 3. All applicable permits (i.e.; building, electrical, grading, mechanical, right-of-way) must be completed, submitted, and approved by the City prior to the commencement of any con- struction activities. Detailed construction plans must be reviewed and approved by the Building Official or City Engineer. 4. All rooftop or ground mounted mechanical equipment shall be hidden from view with the same materials used on the building in accordance with City Code requirements. 5. No exterior storage shall be permitted. 6. If parking is not adequately provided on site to meet the user needs, then the proof of parking shall be constructed. A demonstrated need for additional parking will require that it be installed on site. 7. The Applicant shall be responsible for protecting the proposed on -site storm sewer infra- structure and components and any existing storm sewer from exposure to any and all stormwater runoff, sediments, and debris during all construction activities. Temporary stormwater facilities shall be installed to protect the quality aspect of the proposed and existing stormwater facilities prior to and during construction activities. Maintenance of any and all temporary stormwater facilities shall be the responsibility of the Applicant. 8. The final grading and erosion plan shall be approved by the City Engineer. The grading and erosion control plan for the site must comply with NPDES II Permit requirements. Erosion control devices must be installed prior to commencement of any grading activity. Erosion control must be performed in accordance with the recommended practices of the "Minnesota Construction Site Erosion and Sediment Control Planning Handbook" and the conditions stipulated. 9. The grading plan and site grading of the property shall be consistent with the approved sur- face water management plan. The Applicant is responsible for the maintenance of the new stormwater basin in conformance with the approved grading plan at all times, and said Planning Staff Report — Case Nos. All concrete and bituminous surfaces on the site must be maintained in good condition at all times. 11. Prior to the issuance of a grading permit the Applicant shall submit an updated landscaping plan showing where the impacted landscaping will be relocated onsite. 12. Prior to the release of the building permit, a bona fide cost estimate of the landscaping improvements must be submitted in conjunction with a letter of credit approved by the City in the amount of 150 percent of such estimate. Upon completion of the landscaping re- quirements, the Applicant must inform the City in writing that said improvements have been completed. The City will retain the financial guarantee for a period of one year from the date of notice of completion to ensure the survival of the plantings and that the required as -built survey has been submitted. 13. Prior to the issuance of a building permit staff shall approve a final landscape in writing. 14. Landscaping on the site must be maintained in good health at all times and dead plantings shall be replaced in a timely manner.
