N/A 60-Day Review Deadline: N/A City of Cottage Grove Planning Division • 12800 Ravine Parkway South • Cottage Grove, MN 55016 Planning Staff Report The Shoppes at Cottage View — Preliminary Plat Planning Case No. PP2021-050 July 26, 2021 Proposal The Shoppes at Cottage View is an approximate 73-acre site available for development at the northwest corner of East Point Douglas Road and Keats Avenue (County Road 19). The City of Cottage Grove has applied for a preliminary and final plat for a portion of the Shoppes at Cottage View site and is looking to subdivide approximately 55.82 acres of land from the entire site. The platting process is the first step in any development and reflects that there is adequate streets and right-of-way for a project. The Shoppes at Cottage View plat will create three lots: 18.18 acres, 14.47 acres, and 22.89 acres respectively, and an outlot of 0.28 acres. The plat solidifies the location of the southernmost extension of Ravine Parkway and the future east/west roadway through the site to be known as Cottage View Drive, which will be the public roadways throughout the development. Any additional road- ways throughout the site will be based on future development. The proposed plat does not include a 6.78-acre parcel that would be privately developed, a 3.59-acre single-family residence parcel, and a 2.59-acre site that is existing City right-of-way and an existing storm - water retention pond near the entrance to Walmart. Location Map In April 2021, the City applied for federal funding through the Housing and Urban Development (HUD) Economic Development Initiative (EDI) for the construction of the infrastructure and public roadways through the proposed Shoppes at Cottage View development. The federal funding has been supported by Senator Klobuchar, Senator Smith, and Representative Craig. It is expected that the City would be notified by the end of August 2021 if the project area is awarded federal funding. The Shoppes at Cottage View plat also includes the proposed location of the community center, which would be located on the 14.47-acre parcel, referenced as Lot 1, Block 1 on the Shoppes at Cottage View plat. The community will vote on the proposed community center in November 2021. Planning Staff Report — Planning Case No. PP2021-050 Shoppes at Cottage View Preliminary July 26, 2021 Page 2 of 4 Review Process Application Received: June 29, 2021 Acceptance of Completed Application: July 5, 2021 Tentative City Council Date: August 4, 2021 60-Day Review Deadline: September 4, 2021 Planning Considerations Site Characteristics The majority of the site slopes towards East Point Douglas Road and there is approximately a 75- foot contour change from the north to the south end of the site. The site contains some volunteer brush and vegetation that at one time served as potential farm field windrow. Since 2009, Danner Inc., an excavating company, has been removing earth materials from the site; there is still a substantial amount of earth material to be removed from the site for development to take place. Comprehensive Plan The future land use in the City's Future Vision 2040 Comprehensive Plan for this area is guided Mixed Use. The proposal to subdivide this 55.82-acre parcel into three lots and one outlot is con- sistent with the future land use plan. The property is in the Metropolitan Urban Service Area (MUSA). Preliminary and Final Plat The proposed preliminary and final plat provide drainage and utility easements as well as the right-of-way for Ravine Parkway and Cottage View Drive that are necessary to adequately serve future development in this area. City sanitary sewer and water service are stubbed at East Point Douglas Road and can easily be extended to the entire site when development occurs. Public drainage and utility easements required by the City Engineer and Public Works Department are shown on the plats. All city utilities in this vicinity provide the necessary capacities to serve this 50.57-acre parcel and future parcels. Stormwater Management Plan At such time any of the parcels develops, any required stormwater management will be required to be addressed by the future user(s). Grading At such time any of the parcels develops, any required grading will be required to be addressed by the future user(s). Danner Inc. will continue to remove earth materials to reduce the grade difference throughout the site. Public Hearing Notices Public hearing notices were mailed on July 14, 2021, to 56 property owners who are within 500 feet of the site. In addition, the public hearing notice was published in the Pioneer Press on July 14, 2021. Recommendation That the Planning Commission recommends to the City Council approval of the Shoppes at Cottage View preliminary plat. Approval of this preliminary plat is subject to the conditions listed below: 1. The final plat shall include easements of all public and private utility lines serving all planned development of the parent parcel. 2. Area charges for each of the newly created parcels will be paid prior to the issuance of a building permit for improvements to either of the parcels. 3. The grading and erosion control plan for the site must comply with NPDES II Permit require- ments. Erosion control devices must be installed prior to commencement of any grading activ- ity. Erosion control must be performed in accordance with the recommended practices of the "Minnesota Construction Site Erosion and Sediment Control Planning Handbook" and the conditions stipulated in Title 10-5-8, Erosion Control During Construction, of the City's Subdi- vision Ordinance.
