Staff Recommendation:Approve the June 16, 2021 City Council Regular Meeting Minutes.
B Medical Resident Ride-along Agreement
Staff Recommendation:Approve the Master Residency Training Agreement with HealthPartners Institute to host
Emergency Medicine Physician and Physician Assistant residents on ride-along experiences with Cottage Grove
EMS.
C Tobacco License - Cottage Grove Tobacco LLC
Staff Recommendation:Authorize issuance of a retail tobacco sales license to Cottage Grove Tobacco LLC DBA
Cottage Grove Tobacco& Cigar at 6990 SOth Street South,Suite 100.
D Oakwood Park Improvements— Easement Agreement
Staff Recommendation:Approve the agreement dedicating the drainage and utility easement to the City of
Cottage Grove as part of the Oakwood Park Improvements Project.
E Parkview Pointe Project- Final Payment
Staff Recommendation:Adopt Resolution 2021-097 approving the final payment of$33,765.32 to Northern Lines
Contracting, Inc.for the Parkview Pointe Project.
F Agreement Between the Washington Conservation District and Members of the 2022-2024
EMWREP— Lower St. Croix Water Education Program
Staff Recommendation:Approve the Agreement between Washington Conservation District and Members of the
2022-2024 EMWREP—Lower St. Croix Water Education Program at a cost of$2,865.26 per year.
G Capp Industries - Stormwater Management Facilities Agreement
Staff Recommendation:Approve the Stormwater Management Facilities Agreement with Capp Industries.
H Planning Commission Minutes
Staff Recommendation:Accept and place on file the minutes from the June 28,2021, Planning Commission
meeting.
I Accept Donations First Half 2021
Staff Recommendation:Adopt Resolution 2021-096 accepting donations received between January 1 and June 30,
2021.
J K9 Grant Application Authorization
Staff Recommendation:Authorize applying for a grant of$7,500 through AKC Reunite and United States Police
Canine Association for purchase of a police K9.
K Cardinal Reserve Final Plat, Development Agreement, Plans & Specifications
Staff Recommendation:1.Adopt Resolution 2021-101 approving the final plat for Cardinal Reserve.2.Approve the
Cardinal Reserve Development Agreement with Cardinal Reserve Development LLC. 3.Adopt Resolution 2021-102
approving the Cardinal Reserve Development Plans dated July 20,2021,prepared by Landform Professional
Services, LLC per the eolton&Menk memorandum dated June 29, 2021.

Staff Recommendation:Approve the new Fire Alarm Services Contract with Fire Loss Management, LLC.

Staff Recommendation:Approve the issuance of rental licenses to the properties listed in the attached table.
N Property Purchase - Smallidge Property
Staff Recommendation:Approve the agreement with The Trust of Eugene and Louise Smallidge for the purchase of
property for development of a water treatment site and potential future Public Works/Parks facility.
O Settlers Bluff— Final Plat, Development Agreement, Plans & Specifications
Staff Recommendation:1.Adopt Resolution 2021-103 approving the final plat for Settlers Bluff. 2.Approve the
Settlers Bluff Development Agreement with Cottage Grove 648-1 Land LLC. 3.Adopt Resolution 2021-104
approving the Settlers Bluff Development Plans dated June 25, 2021,prepared by Pioneer Engineering per the
Bolton& Menk memorandum dated July 14,2021.
P Open Forum Response Letter- Illegal Fireworks
Staff Recommendation:Receive letter in response to open forum issue raised at the July 14,2021 City Council
Regular Meeting regarding illegal fireworks.
Q Smallidge Fields— Preliminary Plat and Final Plat
Staff Recommendation:Adopt Resolution 2021-105 approving the preliminary plat and final plat for Smallidge
Fields.
R The Shoppes at Cottage View— Preliminary Plat and Final Plat
Staff Recommendation:Adopt Resolution 2021-106 approving a preliminary and final plat to be called The Shoppes
at Cottage View consisting of three lots and one outlot.
S Community Development Director Hiring
Staff Recommendation:Approve the hiring of Christine Costello as Community Development Director.

A Approve payments for the period of 7/16/2021-7/29/2021 in the amount of$2,107,302.12.

Staff Recommendation:1J Adopt Resolution 2021-098 vacating one permanent easement within the proposed
Hinton Woods development. 2)Adopt Resolution 2021-099 approving the Final Plat for Hinton Woods. 3J Approve
the Hinton Woods DevelopmentAgreement with D.R. Horton, Inc. -Minnesota. 4J Adopt Resolution 2021-100
approving the Hinton Woods Development Plans dated July 14,2021,prepared by Westwood Professional Services,
Inc.,subject to final approval by the City Engineer in writing.
