To: Parks, Recreation and Natural Resources Commission From: Zac Dockter, Parks and Recreation Director Cc: Date: August 30, 2021 Subject:Park Naming Request Introduction/Background A park naming request application has been received by staff. The application and the City’s Park Naming Policy are included in this report to aid Commissioners in processing the request. The Park Naming Policy advises that the Parks, Recreation and Natural Resources Commission discuss the merit of the name as a first step in the process. No formal recommendation is required at the first meeting. However, the Commission may recommend amendment to or denial of the request with a majority vote. If denial is recommended (at any time), the process stops and the applicant will be notified. If the Commission wishes to table the request, it may request staff to provide additional details or resources to aid in review and discussion of the topic at the next regularly scheduled meeting. A final recommendation to City Council would likely be made after the second or third Commission review of the request. During its first meeting on this topic, Commissioner expressed interest in the idea of remember William Crockett as recommended in the park naming application. However, staff was asked to do some additional research and provide some options on how this might be done in a manner that does not rename Hamlet Park entirely. To begin, the biography for William Crockett is once again include with this report for review. After further discussion with Mr. Reckinger, some additional facts surfaced that might help to understand his passion for this naming request. 1. There were 1,557 United States missing in action soldiers during the Vietnam War. 2. There were 33 Minnesota missing in action soldiers during the Vietnam War. 3. There was just one Cottage Grove missing in action soldier during the Vietnam War. 4. William Crockett has a memorial marker at Fort Snelling but no one know what is buried there (as is common with all missing in action soldiers) 5. William grew up just a few blocks from Hamlet Park at 8753 Hadley Avenue S. So it would be presumed he spent much time playing at Hamlet Park; Cottage Grove’s oldest and largest park. It is not uncommon for a field or fields to be named differently than the park itself. Some local examples would include: 1. Collins Field at Old Cottage Grove Park 2. Granville O. Smith at Park High School Some examples beyond Cottage Grove include: 1. Stewart C Mills at Memorial Park (Brainerd, MN) 2. Ken Swartz Field at Dred Scott Park (Bloomington, MN) 3. McGuire Field at Loraine Park (South St Paul, MN) So, if the Commission desires to move forward with a naming structure similar to that, some options might include, but are not limited to: 1. William Crocket Field at Hamlet Park (choose one field to name) 2. William Crocket Fields at Hamlet Park (all new fields are named as such and then number 1-4) 3. Crocket Field at Hamlet Park 4. Crocket Fields at Hamlet Park 5. Veterans Memorial Field at Hamlet Park 6. Veterans Memorial Fields at Hamlet Park 7. Not Forgotten Field at Hamlet Park 8. Not Forgotten Fields at Hamlet Park 9. MIA Field at Hamlet Park 10. MIA Fields at Hamlet Park Should the Commission choose to continue moving forward with such a naming request, some symbol of the reason behind the names would help to tell the story of the name. Below are some examples of memorials that may help to brainstorm what a dedication such as this could look like; although the options are truly vast. Action Requested Review and discuss merits of park renaming application and provide staff direction to either deny or carry the request forward.
