Staff Recommendation:Approve the August 4,2021 City Council Regular Meeting Minutes.
B City Council Meeting Minutes -August 11, 2021 Special Meeting
Staff Recommendation:Approve the August 11, 2021 City Council Special Meeting Minutes.
C City Council Meeting Minutes -August 18, 2021 Regular Meeting
Staff Recommendation:Approve the August 18, 2021 City Council Regular Meeting Minutes.
D Fire Investigation Equipment Grant Application
Staff Recommendation:Authorize the Cottage Grove Department of Public Safety to apply for an FM Global Fire
Prevention Grant for$3,000 to purchase fire investigation equipment and supplies.
E Hazardous Properties Assessments
Staff Recommendation:1.Adopt Resolution 2021-112 declaring costs for hazardous property abatement. 2.Adopt
Resolution 2021-113 to call a public hearing for October 6, 2021 for proposed hazardous property assessments.
F Tall Weeds Assessments
Staff Recommendation:1.Adopt Resolution 2021-110 declaring costs for tall weeds abatement. 2.Adopt
Resolution 2021-111 to call a public hearing for October 6, 2021 for proposed tall weeds assessments.
G 2021 Pavement Management Project— Declare Costs to be Assessed and Call for Public Hearing
Staff Recommendation:1)Adopt Resolution 2021-115 declaring the costs to be assessed for the 2021 Pavement
Management Project. 2J Adopt Resolution 2021-116 calling for a public hearing to be held on October 6, 2021 for
the 2021 Pavement Management Project.
H DNR Public Water Utility Crossing License
Staff Recommendation:Approve the Public Water Utility Crossing License with the Minnesota Department of
Natural Resources.
I East Point Douglas Road Parking Restrictions
Staff Recommendation:Adopt Resolution 2021-117 restricting parking on both sides of East Point Douglas Road
directly north of The Legends of Cottage Grove, 6999 East Point Douglas Road, approximately 50 feet in each
direction from the crosswalk pavement markings.
J Approve Rental Licenses
Staff Recommendation:Approve the issuance of rental licenses to the properties listed in the attached table.
K Xcel Gas 2021 Pipeline Project— Easement Agreement
Staff Recommendation:Approve the Easement Agreement to a11ow Xce1 Gas to install and maintain a pipeline
within City property northwest of the intersection of Belden Boulevard and West Point Douglas Road.
L Innovative Chemical Corporation Stormwater Management Facilities Agreement
Staff Recommendation:Approve the Stormwater Management Facilities Agreement with Innovative Chemical
Corporation.
M Rolling Meadows— Final Plat, Development Agreement and Development Plans
Staff Recommendation:1.Adopt Resolution 2021-118 approving the Final Plat for Rolling Meadows, which consists
of 41 single family lots and 2 outlots. 2.Approve the Rolling Meadows Development Agreement with KLC of
Willimar, Inc. 3.Adopt Resolution 2021-119 approving the Rolling Meadows Development Plans dated September
7, 2021,prepared by Westwood Professional Services, Inc,subject to final approval by the City Engineer in writing.
N Open Forum Response Letters Regarding Former Mississippi Dunes Property
Staff Recommendation:Receive letters sent in response to open forum issues raised at the September 1, 2021 City
Council Regular Meeting regarding the former Mississippi Dunes property.
8 APPROVE DISBURSEMENTS
A Approve payments for the period of 9/3/2021-9/9/2021 in the amount of$347,505.00.
9 PUBLIC HEARINGS
A Zywiec's "The Haunting Experience" Special Event Permit
Staff Recommendation:1. Hold the public hearing to consider the special event permit application for Zywiec's
Landscape& Garden Center. 2.Authorize issuance of a special event permit to Zywiec's Landscape& Garden
Center, contingent upon conditions outlined in the memo from Public Safety Director Koerner and Community
Development Director Costello dated September 9,2021, and all applicable state and local statutes.

Staff Recommendation:Adopt Resolution 2021-114 certifying the preliminary 2021 property tax levy collectible in
2022.
