B K9 Grant Staff Recommendation:Accept the grant donation in the amount of$7,500 from the AKC Reunite and United States Police Canine Association for funding toward a K9 unit. C Funding Partnership with Washington County for Land Acquisition at Former Mississippi Dunes Golf Course Staff Recommendation:Adopt Resolution 2021-120 to request partnership with Washington County for Land and Water Legacy Program funding to acquire public land at the former Mississippi Dunes Golf Course property. D Parks, Recreation and Natural Resources Commission Appointment Staff Recommendation:Appoint Cole Williams to the Parks, Recreation and Natural Resources Commission. E Massage Therapist License Application Staff Recommendation:Authorize issuance of a massage therapist license to Stephanie Staats, and renewal of the license for 2022 contingent upon payment of the 20221icense fee. F 2021 Rewarding Responder Grant Staff Recommendation:Accept the grant donation in the amount of$2,000 to purchase smooth-bore nozzles for the Public Safety Department, Fire Division. G Fire Relief Association Benefit Level Staff Recommendation:Adopt Resolution 2021-121 increasing the benefit level for qualified members of the Fire Relief Association to$8,700 per year of service effective January 1,2022. H Election Judge Appointment Staff Recommendation:Adopt Resolution 2021-122 appointing election judges for the 2021 Special Municipal and General School District Election. I Rental License Approvals Staff Recommendation:Approve the issuance of rental licenses to the properties listed in the attached table. J Planning Commission Minutes Staff Recommendation:Accept and place on file the minutes from the July 26,2021, Planning Commission meeting. K Summer's Landing 2nd Addition Right of Entry Agreement Staff Recommendation:Authorizing entering into a right-of-entry agreement for 6859 93rd Street South. L Historical and Architectural Consultant for the Cedarhurst Redevelopment Staff Recommendation:Approve the proposal by ESG and New History to assist with consultation services in the development review of the Cedarhurst Mansion property. M Oppidan— Developer Name Change Staff Recommendation:Adopt Resolution 2021-126 terminating and canceling the original development agreement and related documents with KTJ 354, LLC and approve the new development agreement and related documents with TF Cottage Grove, LLC. 8 APPROVE DISBURSEMENTS A Approve payments for the period of 9/10/2021-10/7/2021 in the amount of$3,241,184.02. 9 PUBLIC HEARINGS A 2021 Pavement Management Project-Assessment Hearing Staff Recommendation:1)Conduct the public hearing for the 2021 Pavement Management Project. 2)Adopt Resolution 2021-125 adopting the assessment roll for the 2021 Pavement Management Project. B Hazardous Properties Assessments Staff Recommendation:1. Hold the public hearing on assessments for hazardous conditions removal.2.Adopt Resolution 2021-124 adopting assessments for hazardous conditions removal. C Tall Weeds Assessments Staff Recommendation:1. Hold the public hearing on assessments for tall weed removal. 2.Adopt Resolution 2021- 123 adopting assessments for tall weed removal. D Hinton Woods— Easement Vacation Staff Recommendation:Adopt Resolution 2021-129 vacating one permanent easement within the Hinton Woods development. E Oppidan— Easement Vacations Staff Recommendation:Adopt Resolution 2021-128 vacating two easements for roadway purposes as described in the attached resolution on property located between Hardwood and Harkness Avenues for the Oppidan apartment development. 10 BID AWARDS 11 REGULAR AGENDA A The View Apartments/ Harkness Apartments Staff Recommendation:1.Adopt Ordinance No. 1044 amending City Code Title 11-1-6,Zoning Map, to rezone certain property in Section 8 from UR, Urban Reserve, and R-2, Residential Estate, to R-6, High Density Residential District with a PUD, Planned Unit Development.2.Adopt Resolution 2021-127 approving the preliminary plat named Harkness Apartments and site plan review of a market rate multi family apartment building generally located on 2.91-acres of land between Hardwood Avenue and Harkness Avenue and the site plan for a 31-unit, three-story market-rate multi family apartment building. B Mobile Food Unit Ordinance Staff Recommendation:Pass Ordinance 1045 amending City Code Title 3, Chapter 13, and the City Fee Table, regarding Mobile Food Units. 12 COUNCIL COMMENTS AND REQUESTS 13 WORKSHOPS - OPEN TO PUBLIC 14 WORKSHOPS - CLOSED TO PUBLIC A City Administrator Performance Evaluation Staff Recommendation:Close the meeting pursuant to MN Statute 13D.05 subd.
