The two parcels to be platted are located at the southwest corner of 95th Street South and Jamaica Avenue South as shown below. Location Map Review Process Application Received: September 24, 2021 Acceptance of Completed Application: September 24, 2021 Tentative City Council Date: November 17, 2021 60-Day Review Deadline: November 25, 2021 Background The existing TG-P14 pond, is located to the west of the southwest corner of the Ideal Avenue and 95th Street intersection and was originally constructed within the City's Business Park to support the stormwater requirements of the area at that time. Planning Staff Report — Planning Case No. PP2021-055 Glengrove Industrial Park 9th Addition Preliminary Plat October 25, 2021 Page 2 of 4 I�ii 1 11111 [I I Il 1'I Ilil 11 Ar q ON TG-P14 Location As part of the City's Surface Water Management Plan (SWMP), expansion of Pond TG-P14 is proposed to address drainage needs of the business park area and the adjacent developable land. Since the original construction of the pond, minimum stormwater requirements have become increasingly more robust; therefore, the current area of the pond is not able to treat and mitigate stormwater in the area per current stormwater rules. In addition, downstream issues have been identified in the SWMP that require additional rate control at this site, which requires additional pond area. The proposed Glengrove Industrial Park 9th Addition plat provides the necessary room for the pond expansion to meet current stormwater requirements in line with the City's SWMP. Fill generated from the pond expansion will be placed on the remaining 19.17 acres of develop- ment land (Lot 1, Block 1 of the proposed plat). Utilizing this parcel for the fill removed from the expanded ponding area creates significant project cost savings to the City as the fill would not need to be moved offsite. This additional fill from the ponding area will also create a more shovel ready site for Lot 1, Block 1. By expanding TG-P14, the pond along the southern property line of the developable parcel (TG-P16) would be removed and filled, allowing for additional buildable area on Lot 1, Block 1. Any costs related to meeting stormwater requirements for the 19.17-acre future development parcel would be recouped at the time of sale of that property. Preliminary Plat The proposed plat includes standard drainage and utility easements along all property lines and dedicates the necessary right-of-way along 95th Street near Jamaica Avenue to allow for future addition of a trail along the south side of the roadway. A tree inventory has been completed for the property by the City's consultant engi- neer. With the expansion of the TG-P14 pond, the City will mitigate as many inches around the pond area as possible without impacting or interfering with the function of the pond. Mitigation that cannot be reasonably met by planting on site will be required to be met with payment of mitigation fee to be paid by the Storm Water Area Fund. All qualifying inches removed as part of grading on Lot 1, Block 1 will be required to be mitigated at such time the parcel develops. Public Hearing Notices The public hearing notice was mailed to property owners within 500 feet of the project and published in the St. Paul Pioneer Press on October 13, 2021. Recommendation That the Planning Commission recommends to the City Council approval of the Glengrove Indus- trial Park 9th Addition preliminary plat, subject to the conditions listed below: The plat must be recorded with Washington County within one year of approval. 2. Tree mitigation required for Lot 1, Block 1 shall be provided at time of development of the parcel.
