Building Permit Statistics:
Between October 1, and October 31, 2021, 664 building permits were issued with a total valuation of
$23,427,151, including 38 single-family homes valued at $11,269,550 and 17 townhomes valued at
$3,928,290.

Current Project Updates
Building Construction Projects
Air Gas: This project is substantially complete, with testing to be done soon.
Caribou Cabin: This project is substantially complete. They hope to open before Thanksgiving.
Hamlet Park Shelter: Work continues on the framing and rough-in portions of the project.
Oakwood Park Shelter: The building permit was issued. Work will begin soon on the footings.
3M Cottage Grove: Various construction projects are ongoing at the 3M Cottage Grove campus.
▪ Building 149 is the temporary water filtration project. Phase I of this project included the process
equipment. Phase II is the building to house the water filtration system
▪ The Aluminum Oxide Storage Lockers project moves the existing storage lockers to a new
location.
▪ The building permit for Building 150 is being reviewed. This project is to construct a 64,384
square foot storage building with a construction value of $10,936,050.
▪ The building permit for Building 151 is being reviewed. This project is to construct a 17,982
square foot storage building with a construction value of $2,963,950.

Mister Car Wash: A building permit was submitted to modify the existing site for the installation of a
vehicle vacuum system. The construction value for this system is $65,000.
Planning Division
October 25 Planning Commission Meeting
The Planning Commission met on October 25, 2021, and reviewed four applications and
recommended for approval to the City Council. The applications included:
Eightieth Street Crossing – Preliminary plat to replat the property by subdividing the existing parcel at
6990 80th Street to create a new lot of record containing the Honest One building and the adjacent
parking field.
61 Marine & Sports – A conditional use permit and site plan review for the expansion of a non-
conforming use to allow for the construction of a 4,000 square foot building addition to be used for
boat storage and assembly.

Glengrove Industrial Park 9th Addition – A for a preliminary plat to be called Glengrove Industrial Park
9th Addition that will create one commercial/industrial lot for a future industrial development and one
outlot for stormwater ponding located in the southwest corner of 95th Street and Jamaica Avenue.
Cottage Grove Logistics Park – NP CG Logistics, LLC applied for a site plan review of approximately
3.5 million square feet of warehouse, manufacturing, and office space; a preliminary plat to create
nine industrial lots and one outlot; and a zoning amendment to rezone 252 acres of land located south
of 100th Street from AG-1, Agricultural Preservation, and AG-2, Agricultural, to I-2, General Industry,
with a PUD, Planned Unit Development.
November 22 Planning Commission Meeting
The following applications have been received for the November 22, 2021, Planning Commission
meeting:
Mississippi Dunes EAW: Pulte Homes has applied for an Environmental Assessment Worksheet
(EAW) for development of land guided Transition Area, which is generally located at the former
Mississippi Dunes Golf Course site south of 103rd Street and north of the Mississippi River. The City
of Cottage Grove is the designated Responsible Governmental Unit (RGU). The publication date for
this project in the Minnesota Environmental Quality Board (EQB) Monitor will be November 23, 2021.

Mississippi Dunes Master Plan: The City of Cottage Grove has applied for a Park and Land Use
Master Plan for the former Mississippi Dunes Golf Course site located south of 103rd Street and north
of the Mississippi River.
McHattie Landing: Manley Family Trust has applied for a zoning amendment to change the zoning of
approximately 34.85 acres of land located at 9119 and 9165 Military Road from AG-1, Agricultural
Preservation, to R-3, Single Family Residential, with a PUD, Planned Unit Development; and a
preliminary plat to be called McHattie Landing that will create 79 single-family lots and 4 outlots.
MRCCA Ordinance Amendment: The City of Cottage Grove has applied for a zoning text amendment
to repeal and replace City Code Title 11-15, Mississippi River Corridor Critical Area (MRCCA) Overlay
