EXPLORE MINNESOTA TOURISM AFFILIATE WELCOME CENTER
PROGRAM
MEMORANDUM OF UNDERSTANDING
WHEREAS, Explore Minnesota Tourism may pursuant to Minnesota Statutes 116U.30
enter into agreements between Explore Minnesota Tourism (hereinafter EMT) and the
Cottage Grove Convention and Visitors Bureau, 12800 Ravine Parkway South, Cottage
Grove, MN 55016(hereinafter Bureau).
and
WHEREAS, the Cottage Grove Convention and Visitors Bureau is authorized and willing
to enter into this agreement as set forth herein,
NOW THEREFORE, it is agreed that Explore Minnesota Tourism and the Cottage Grove
Convention and Visitors Bureau will join to distribute travel/tourism information services
at the Cottage Grove Ice Arena located at 8020 80th Street South, Cottage Grove MN
55016.
Explore Minnesota Tourism Agrees to Provide:
• Quantities of Minnesota Travel Guides, Minnesota Explorer newspapers and
Minnesota Highway Maps. Other publications will be offered as needed and
available.
• Explore Minnesota decals and/or the Explore Minnesota logo artwork that can be
used to produce signs for the Affiliate Welcome Center locations.
• Promotion in selected state publications and/or on www.exploreminnesota.com.
• Brief training videos as available.
The Bureau agrees that:
• All materials will be provided free of charge to the public.
• Minnesota map usage will be monitored and distributed free of charge. Maps will
be used and distributed for in-center visitors only.
• The Bureau provides physical facilities to store and display travel information
materials provided by EMT. Both parties agree that storage space is limited.
Initial publication shipments will be limited in quantity and replenished upon
request. Individual boxes will not exceed a weight of 35.00 pounds or 15.87
kilograms.

• The welcome center will be staffed to provide customer service and promote
travel in Minnesota.
• To assist in the distribution of brochures and inform the public of this cooperative
agreement, the bureau will display the Explore Minnesota logo in a visible area of
the welcome center.
• The Bureau will represent EMT and the tourism industry of Minnesota in a
positive and credible manner that reflects favorably on each.
• Monthly tracking reports, using a method provided by EMT, will be conducted
for the period of this agreement.
• Any variation from information submitted in the original application should be
reported to EMT’s authorized representative, Julie Ramer, Welcome Centers
Network Supervisor, Explore Minnesota Tourism, 121 7th Place East, Ste 360, St
Paul, MN 55101, 651-539-5105, julie.ramer@state.mn.us or her successor.
Examples of variations would include changes in management, locations, hours of
operation or other significant operational matters.
Both Parties Agree that:
• All services provided by EMT and the Bureau pursuant to this agreement shall be
performed to the mutual satisfaction of the parties, as determined at the sole
discretion of the identified authorized agents and in accordance with applicable
federal, state and local laws, ordinances, rules and regulations.
• Either party may cancel this agreement at any time, with or without cause, with
thirty days written notice to each other.
• This is an exchange of services agreement only, with no monetary exchange
between the parties, in-kind value of $5000.
• This agreement will be in effect from January 1, 2022 through December 31,
2026 and may be amended at anytime agreeable to the parties. Any amendment
shall be in writing and shall be executed by the same authorities that executed the
original agreement or by their successors in office.
• This document constitutes the complete agreement and understanding between
EMT and the Bureau with respect to the affiliation of the welcome center and
takes the place of prior agreements and understandings.
• NON-DISCRIMINATION. The Bureau shall not discriminate against any
employee or applicant for employment because of physical or mental disability
regarding any position for which the employee or applicant for employment is
qualified. The Bureau agrees to take affirmative action to employ, advance in
employment and otherwise treat qualified disabled individuals without
discrimination based upon their physical or mental disability in all employment
practices such as the following: employment, upgrading, demotion or transfer,

recruitment, advertising, layoff or termination, rates of pay or other forms of
compensation, and selection for training, including apprenticeship.
• The Bureau will comply with the rules and relevant orders of the Minnesota
Department of Human Rights issued pursuant to the Minnesota Human Rights
Act.
• In the event the Bureau is in noncompliance with the requirements of this clause,
actions for noncompliance may be taken in accordance with Minnesota Statutes,
Section 363.073 and the rules and relevant orders of the Minnesota Department of
Human Rights issued pursuant to the Minnesota Human Rights Act.
• The Bureau agrees to post in conspicuous places, available to employees and
applicants for employment, notices in a form to be prescribed by the
Commissioner of the Minnesota Department of Human Rights. Such notices shall
state the tourism promotion organization’s obligation under the law to take
affirmative action to employ and advance in employment qualified disabled
employees and applicants for employment and the rights of applicants and
employees.
• The Bureau shall notify each labor union or representative of workers with which
it has a collective bargaining agreement or other agreement understanding that the
tourism promotion organization is bound by the terms of Minnesota Statutes,
Section 363.073 of the Minnesota Human Rights Act and is committed to take
affirmative action to employ and advance in employment physically and mentally
disabled individuals.
IN WITNESS WHEREOF, this agreement has been duly executed by the following
authorized parties hereto on the date indicated below:

Explore Minnesota will ship bulk quantities of the following publications to the Bureau
for free distribution:
• Explore Minnesota State Travel Guide
• winter edition of the Minnesota Explorer
• spring/summer edition of the Minnesota Explorer
• fall edition of the Minnesota Explorer
• Minnesota Highway Map
Additional Explore Minnesota publications may be offered to affiliate welcome centers
for distribution but are not a requirement of this agreement.
Additional supplies of publications will be made available upon request, subject to
availability by contacting Explore Minnesota Tourism (contact information below).
